COMBINED SYNOPSIS/SOLICITATION
Brand name request for Blueprint Subsea SeaTrac Standard System and Valeport VA500 500 kHz Al�meters

(i) This is a combined synopsis/solicita�on for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with addi�onal informa�on included in this no�ce and in accordance with the simplified acquisi�on procedures authorized in FAR Part 13. This announcement cons�tutes the only solicita�on; quotes are being requested and a wri�en solicita�on will not be issued.
(ii) This solicita�on is issued as a request for quota�on (RFQ). Submit wri�en quotes on RFQ Number 1333MF24Q0068.
(iii) The solicita�on document and incorporated provisions and clauses are those in effect through Federal Acquisi�on Circular 2024-04 (May 2024)
(iv) This solicita�on is being issued as a total Small Business Set-Aside . The associated NAICS code is 334511. The small business size standard is 1350 employees.
(v) This combined solicita�on/synopsis is for purchase of the following commercial item(s)/services:
Procurement of (2) Blueprint Subsea SeaTrac Standard Systems (USBLs) and (3) Valeport VA500 500 kHz Al�meters for the base delivery period. NOTICE TO OFFERORS: Instruc�ons for submi�ng quota�ons under this request for quote must be followed. Failure to provide all informa�on to aid in the evalua�on may be considered non-responsive. Offers that are non-responsive may be excluded from further evalua�on and rejected without further no�fica�on to the offeror.
1. Submit PDF or Microso� Word format quota�ons to the office specified in this solicita�on at or before the �me specified in the solicita�on. Email quotes are required and can be sent to Shawana.Randolph@noaa.gov
2. Offeror shall have an ac�ve registra�on in the System for Award Management (SAM found at h�ps://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEID/CAGE CODE with their quote.
3. Offerors shall assume that the Government has no prior knowledge of them or their capability.
4. Offerors must provide all evalua�on criteria in accordance with FAR 52.212-2. Offerors who do not provide all evalua�on criteria will not be accepted.
Offers will be evaluated based on price and the factors set forth in paragraph (a).
(a) The Government will award a contract resul�ng from this solicita�on to the responsible offeror whose offer conforming to the solicita�on will be most advantageous to the Government, price and other factors considered. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. Technically acceptable means the items quoted match the specified requirement of the RFQ. Failure to include all required items in the quote will render the quote ineligible for award. The criteria listed are all of equal value and will be evaluated on the basis of pass or fail. Please ensure to include details about what is being offered as just providing a price does not give enough informa�on to deem technically acceptable or not.
Paragraph (a) is hereby completed as follows: Evalua�on will be based on the following;
-The quote/equipment specifica�ons shall meet the Technical Specifica�ons iden�fied in the Statement of Need.
-Firm-Fixed price to include FOB Des�na�on.
The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
(b) Op�ons. The Government will evaluate offers for award purposes by adding the total price for all op�ons to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the op�on prices are significantly unbalanced. Evalua�on of op�ons shall not obligate the Government to exercise the op�on(s).
(c) A wri�en no�ce of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the �me for acceptance specified in the offer, shall result in a binding contract without further ac�on by either party. Before the offer’s specified expira�on �me, the Government may accept an offer (or part of an offer), whether or not there are nego�a�ons a�er its receipt, unless a wri�en no�ce of withdrawal is received before award.

STATEMENT OF NEED (SON)
National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Southeast Fisheries Science Center (SEFSC)
Develop next-generation surveys to improve and automate the detection of red snapper across diverse, water column conditions using acoustic technologies, in support of the Inflation Reduction Act (IRA) Brand name request for Blueprint Subsea SeaTrac Standard System and Valeport VA500 500 kHz Altimeters
1. PURPOSE:
The procurement of (2) Blueprint Subsea SeaTrac Standard Systems from SubSea2020 (USBLs) is required to track and document the geographic location of underwater cameras, echosounders, and moorings in the field, including the relative position of instruments and platforms to one another. The acquisition of these instruments will ensure that new data streams can be geographically calibrated and collocated to improve current surveys of red snapper and reef fishes. Additionally, the procurement of
(3) Valeport VA500 500 kHz Altimeters is required to measure the range of conductivity, temperature, and depth profilers (CTDs) from objects and the seafloor during CTD casts during fisheries surveys. These instruments are required to measure oceanographic conditions and calibrate acoustical systems used as part of an IRA-funded project to improve surveys of red snapper. The compatibility of these sensors with existing systems and data pipelines does not allow for other options to be considered. The collection of these data are required as part of a multi-year, IRA-funded project to improve surveys of red snapper.
These base procurements are to be included in a feasibility test.
2. BACKGROUND, SCOPE, MISSION:
The NOAA NMFS SEFSC uses underwater moorings to collect various sources of data on the status of marine resources. Configurable data types include passive and active acoustic, sonar, video, environmental, and eDNA data. The application of these diverse datasets is wide but includes the enumeration of reef fishes, assessment of suitable habitat, and identification of protected species, which collectively feed into Southeast Data, Assessment, and Review (SEDAR) products. The difficulties in effectively surveying resources using video in habitats with low visibility have resulted in the allocation of IRA-Red Snapper funds to develop next-generation surveys, which include adding imaging sonars and echosounders into the platforms that need to be tracked geographically in relation to one another to compare resulting data with confidence. As SEFSC does not currently have the USBL tracking instrumentation to meet this mission, we require (2) Blueprint Subsea SeaTrac Standard Systems.
The NOAA NMFS SEFSC uses CTD and water column property sensors to collect oceanographic measures via profilers and flow-through systems. Data are used to construct water column profiles and are inputted into models to predict species distributions and abundance as part of stock assessments. As ancillary datasets to various models, water column properties are essential to automate predictive models of fish abundance and calibrate acoustic datasets, such as multibeam and split beam data that are collected in concert with shipboard surveys. The difficulties in effectively surveying resources using video in habitats with low visibility have resulted in the allocation of IRA-Red Snapper funds to develop next-generation surveys, including altering survey platforms and expanding shipboard echosounder systems. Water column properties are a prerequisite to calibrating echosounder data and making estimates of fish biomass. Altimeters are essential components of these systems for calibration purposes. Valeport VA500 Altimeters are compatible with existing systems and are recommended by the NOAA Office of Marine and Aviation Operations (OMAO) for research vessels. As SEFSC does not currently have altimeters, we require (3) Valeport VA500 500 kHz Altimeters to meet this research mission.
3. TECHNICAL SPECIFICATIONS:
• Blueprint Subsea SeaTrac Standard Systems (USBL) needs
• Shall include two small beacons to allow for two platforms to be georeferenced in relation to each other
• Shall be capable of logging compass heading, roll, pitch, and depth of a platform in real-time and logged on software interface
• Shall allow user to view basemaps for situational awareness and monitoring of platform movements
• Data must be in a format to allow for use in other software packages
• Must provide 1000 m horizontal and 1000 m vertical detection range
• Must have depth rating up to 2000 m
• Must have less than 0.1 m range accuracy and less than 2 degree angle accuracy
• Beacons must be compact (less than 6 inches in length) and report heading, depth, and altitude to surface receiver modem
• Altimeter needs
• Shall have an operational range of 0.1m to 100m
• Shall have a resolution of 1mm
• Shall be self-contained and configurable with SeaBird CTD profilers
• Shall meet the requirements and recommendations of OMAO standard operating procedures
• Data streams must be capturable with existing systems on NOAA small boats
4. PERIOD OF PERFORMANCE:
Date of award through 5 years. Options shall be exercised at any time from the date of the award through the end of 5 years in accordance with FAR 52.217-7. The government reserves the right to not exercise the optional quantities.
5. DELIVERY SCHEDULE:
The government is requesting a base delivery date for the base quantity of 2 USBLs and 3 Altimeters of no later than July 1, 2024 or 6 weeks after receipt of order.( CLINs 0001 and 0002.)
• Optional Quantity CLINs delivery dates shall be provided by the contractor at the time of each optional quantity order but shall not exceed 3 months from receipt of the order to exercise the optional quantity.

Per NAM 1330-52.232-71 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (FEB 2023) Applicable to all awards made after October 1, 2023.
The Contractor must submit payment requests electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). The Contractor must use the IPP website to register, access, and submit payment requests. The IPP website address is https://www.ipp.gov.
"Payment request" means any request for contract financing payment or invoice payment to the Contractor. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
(a) Definitions. As used in this provision— "Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300. Manufactured end product means any end product in product and service codes (PSCs) 1000-9999, except—
(1) PSC 5510, Lumber and Related Basic Wood Materials;

(4) PSG 89, Subsistence;

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
Reasonable inquiry has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).
Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

Small business concern—

(4) Trade Agreements Certificate. (Applies only if the clause at FAR 52.225-5, Trade Agreements, is included in this solicitation.)
(i) The offeror certifies that each end product, except those listed in paragraph (g)(4)(ii) of this provision, is a U.S.-made or designated country end product, as defined in the clause of this solicitation entitled "Trade Agreements."
(ii) The offeror shall list as other end products those end products that are not U.S.-made or designated country end products.
