SECTION C

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C.1. Background:

Each winter the Saint Lawrence Seaway Development Corporation (SLSDC or Corporation) performs inspections and winter maintenance on the Eisenhower and Snell Locks. Inspections during previous winter maintenance periods have indicated the need for concrete rehabilitation in the Snell north culvert inlet manifold (tear drop), and the Eisenhower Vertical Lift Gate (VLG) pit wall. The intent of this project is to perform concrete rehabilitation in these damaged areas.

C.2. Location:

The Eisenhower and Snell Locks are located in Massena, New York. A site visit of the lock is strongly recommended for any Contractor interested in providing a bid.

Each vertical culvert valve recess is rectangular in shape and approximately 14’ X 20’ at the top. However, there are obstructions and sloped walls which diminish overall dimensions as you descend them. These features are shown on the reference drawings. The upstream culvert valve recesses (both north and south) are approximately 80’ deep from top of wall. At the base of the culvert valve recesses are intersecting concrete culverts approximately 12-14’ wide and 14’ high.

The north culvert recess is approximately 12-14’ wide and 14’ high by 860’ long and is approximately 100’ below the top of the lock wall on the upstream end and 120’ below the top of wall on the downstream end. This access may be utilized to access the tear drop area. A reference drawing of the intake is included for a general guide to the existing structure. Access can be made from the top of the intake inlet grating (trash racks), however the contractor shall ensure heat (as applicable) and control water with or without using this access point.

The Eisenhower VLG pit wall is approximately 80’ wide and 45-50’ in height, and located approximately 40’ below the working surface (underwater during summer months). Photos and a reference drawing has been included for a general guide to the existing structure.

C.3. Utilities

Process water, potable water, heat, air, and any other utilities needed for this scope of work shall be the responsibility of the Contractor. All temporary facilities, including restroom facilities, shall be provided by the Contractor. The Corporation will provide a maximum of two electric load centers concurrently. The load centers are rated for 60 amps and is available in three phase or single phase. Any additional electrical power shall be provided by the Contractor at his/her own expense. Additionally, the SLSDC will not provide housing/break rooms and the contractor will be responsible for any and all utilities/facilities outside of the load centers indicated above.

C.4. Access

The Corporation will dewater the locks and attempt to limit the infiltration of water past the stoplog dam structures used to dewater the locks. It is expected that work areas will experience water infiltration, therefore the Contractor will be required to erect and maintain cofferdams (or equivalent) and maintain a pump(s) to actively dewater work areas. The Contractor shall expect water depths above culvert floor elevation of up to 24” in the downstream culvert recess locations. Additionally, the contractor should anticipate placing a cofferdam with a cover to contain heating efforts (if applicable) at the north intake/tear drop location (above trash racks) to eliminate water infiltration into the tear drop area. The dimensions of clearance to mobilize equipment and materials through the valve recesses are limited. Additionally, the valves and strut arms may be in place for work performed within the culvert. The VLG pit will retain a minimal amount of water (approximately 18”) across the floor. However, there is a drain that if debris is removed around it prior to freezing, will help diminish the water within the pit.

Personnel access to the culvert is permissible through the valve recesses. The Contractor is responsible for providing any cranes to perform the work. The Contractor shall furnish and install work platforms, such as scissor lifts, man baskets, scaffolding or other means required to complete the work within the valve recesses and tear drop. Refer to the reference drawings which show a layout of the locks with approximate locations and details on the dimensions of the valve recesses and culvert. The drawings provided are for reference only and should not be scaled or used to represent actual conditions. Personnel access to the VLG pit wall is possible via crane (by Contractor). Refer to the reference drawings which show the layout of Eisenhower Lock with approximate locations and dimensions.

C.5. Scope of Work

The Contractor shall provide all labor, equipment and materials required to complete this scope of work. All work shall be performed in accordance with American Concrete Institute (ACI) Specifications and to industry standards.

The Corporation estimated the amount of repairs in each area based on cubic yards of concrete to be removed.

The Contractor will only be paid for actual volumes of removed concrete at each location. Concrete rehabilitation work will occur in locations throughout each area. Demo will very in depth and the size of repair areas will be dictated by the strength of the existing concrete. The Contractor will be authorized to commence work on or about January 11, 2021 in the VLG pit (Base Bid) and will have approximately twenty-nine (29) calendar days to complete work on the VLG pit wall.

The Contractor will be authorized to commence work on or about January 11, 2021 in the tear drop location (Optional Bid Item, if awarded) and will have approximately eighteen (18) calendar days to complete work in the tear drop location. All work shall be completed by no later than February 16, 2021. The Corporation will keep the Contractor notified of progress of dewatering the locks as updates are available prior to his/her start date.

The Contractor shall provide means for heating work areas as necessary. Partitions and/or vapor barriers shall be erected and maintained by the Contractor to isolate the heating areas (as applicable). The Contractor shall be responsible for a safe work environment and provide means to ensure work areas are accessible for work and inspection at all times. The Contractor shall submit a project safety plan for approval prior to mobilization for work. The Corporation intends to rehabilitate concrete in all locations this work period, but due to unforeseen conditions, may not be able to do so at all locations. As each area(s) becomes available to the Contractor, the Contractor will be given the opportunity to mobilize and access that area.

C.6. Requirements for Concrete Demo

This Scope of Work is for the demolition of concrete, which shall be pneumatically/mechanically demolished with low impact hand and/or mechanical methods. Concrete shall be removed to a depth where the existing concrete becomes solid and unfractured/virgin typically up to 8”, and in severe cases 18” and/or as directed by the Contracting Officer Representative (COR). All spulded and or cracked/deteriorated concrete shall be demolished and the edges of each repair area shall be sawcut to a minimum depth of 1” to provide a clean/un-feathered edge. Once the concrete is demolished, the repair area shall be prepped with 6-inch Welded Wire

Mesh (WWM) and secured 12” o.c. with ¼” J-Style Hook Bolts as manufactured by Ameribest or approved equal. Once J-hooks and WWM are installed, the repair area shall be made free of all dust and debris for future shotcrete placement by others. All demolished concrete shall be removed from the work location and disposed of off-site by the Contractor. However, the rubble can be disposed of in the over burden piles at Eisenhower and Snell Lock that the COTR will designate to the Contractor. The Contracting Officer will provide a written notice of such designation to the Contractor within five working days after contract award or for construction, not less than five working days prior to giving the contractor the notice to proceed. The designation letter will set for the authorities and limitations of the COR under the contract. The COR will ensure that the SLSDC's project objectives are met, along with providing necessary information, direction, coordination, etc., within the contractual work description. The COR is not authorized to change any of the terms or conditions of this contract nor sign documents such as contracts or contract modifications.

When in the opinion of the Contractor, the COR requests work outside the existing scope of the contract, the Contractor shall promptly notify the Contracting Officer in writing. The Contractor shall take no action until the Contracting Officer has issued a contractual change or otherwise resolved the issue. A copy of all written correspondence to the COR by the Contractor shall also be mailed or otherwise furnished to the Contracting Officer at the address set forth in Clause G.1.

Unless otherwise directed, the breakdown shall be in sufficient detail to permit an analysis of all materials, labor, equipment, subcontract, overhead costs, and profit covering all work involved in the modification whether such work was deleted, added or changed. Any amount claimed for subcontracts shall be supported by a separate, similar price breakdown. If the proposal includes a request for a time extension, justification shall be furnished with the proposal.

c. The Contracting Officer reserves the right to accomplish additional work on the basis of a negotiated fixed price when it is in the best interest of the Corporation.

G.6. REQUESTS FOR PROGRESS PAYMENTS

The Contractor shall furnish a breakdown of the total contract price, showing the amount included therein for each principal category of work, which shall substantiate the payment amount requested, in order to provide a basis for determining progress payments, in such detail as requested by the Contracting Officer.

The Government shall make progress payments monthly as the work proceeds on estimates of work accomplished which meets the standards of quality established under the contract, as approved by the Contracting Officer.

(1) The Contractor’s request for progress payments shall include the following substantiation:

(i) An itemization of the amounts requested, related to the various elements of work required by the contract covered by the payment requested.

(ii) A listing of the amount included for work performed by each subcontractor under the contract.

(iii) A listing of the total amount of each subcontract under the contract.

(iv) A listing of the amounts previously paid to each such subcontractor under the contract.

(v) Additional supporting data in a form and detail required by the Contracting Officer.

(2) In the preparation of estimates, the Contracting Officer may authorize material delivered on the site and preparatory work done to be taken into consideration

(3) Along with each request for progress payments, the Contractor shall furnish the following certification, or payment shall not be made: (However, if the Contractor elects to delete paragraph (4) from the certification, the certification is still acceptable.)

I hereby certify, to the best of my knowledge and belief, that---

(1) The amounts requested are only for performance in accordance with the specifications, terms, and conditions of the contract;

(2) All payments due to subcontractors and suppliers from previous payments received under the contract have been made, and timely payments will be made from the proceeds of the payment covered by this certification, in accordance with subcontract agreements and the requirements of chapter 39 of Title 31, United States Codes; and

(3) This request for progress payments does not include any amounts which the prime contractor intends to withhold or retain from a subcontractor or supplier in accordance with the terms and conditions of the subcontract; and

(4) This certification is not to be construed as final acceptance of a subcontractor's performance.

(Name) (Title) (Date)

G.7. RELEASE OF CLAIMS

Upon completion of the work and prior to final payment, the Contractor shall furnish to the Contracting Officer a "Release of Claims," as specified in paragraph (h) of Contract Clause 52.232-5, "Payments Under Fixed-Price Construction Contracts," Part II, Section I, Contract Clauses.

G.8. INCORPORATION OF SECTION K BY REFERENCE

25) and a Payment Bond (Standard Form 25-A), within 10 calendar days after award. The bonds shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier’s check, irrevocable letter of credit, or, in accordance with Treasury Department regulations, certain bonds or notes of the United States.

The penal amount of the performance bond shall be one hundred (100) percent of the contract price. The performance bond secures performance and fulfillment of the contractor’s obligations under this contract.

The penal amount of the payment bond shall equal one hundred (100) percent of the original contract price. The payment bond assures payments as required by law to all persons supplying material or labor in connection with the performance of the work under this contract.

The Corporation may require additional performance and payment bond protection if the contract price is increased.

Failure to return the passes will result in a non-refundable $50.00 fee which will be deducted from the Contractor’s final payment. If the employee loses or damages his/her pass, a replacement fee of $50.00 will be assessed to the Contractor.
