A: During the visit some blue prints will be shown. Attached are some photos.

2. 9.4. The contractor shall provide equipment warranties/replacement for a period of two years beginning after formal acceptance of systems by the GOM and INL COR. The contractor’s documentation shall include an explanation of coverage, the process to obtain warranty service and all applicable manufacturer/distributor contact information.

· Q- Is this different than the 4.5.1? Because it changes from 3 to 2, is this correct? Can the government confirm which the requirement is?

A: 2 years is the correct time of the requirement warranty

3. The overhead target retrieval system shall be rated for use with real guns of travel distance of 50 meters.

· Q1 – Please confirm max target transport is 50m (164ft) and that there is at least 2 ft clear distance between the end of the target track (165ft) and the bullet trap or any other existing obstruction at or below 8ft (2.44m) AFF – A: Is clear distance between the end of the target track and the bullet trap.

· Q2 – please confirm preferred target system track height and/or elevation (AFF) of lowest obstruction (ballistic containment or structure) – A: Up to recommendations of the proposals

4. The target drive units shall be mounted above the firing position at each of the existing 16 lanes.

· Q1 – will the government accept a solution that does not require drive units or cables going down range? System would have docking station (on track) located above firing line – which present minimum effect to laminar flow supply air.

A: GOM requires simple but functional target drive units is acceptable a control remote durable and reliable.

5. The rails shall be attached to the roof with telescopic adjustment restraint silhouettes clip-on type.

· Q1 – Please clarify intent of this requirement, is it that target track will be suspended from the structure/ceiling? Does this preclude the use of cross-members attached to the walls and building structure running the width of the range? Or is this a reference to the target clamp? – A: About the target clamp.

· Q2 Are offerers safe in assuming that user will utilize ‘standard’ commercially available target silhouettes and backers? – A: Will be used commercial target silhouettes.

6. The system shall include all necessary mounts, hardware, cables, devices and suspension for a complete installation.

A: Yes, It was stated in SOW.

7. Mount heavy-duty chassis with individual controls in each cubicle for advancing and retracting the silhouette.

· Q1 Please clarify if this refers to the Individual (local) control unit for each lane of target system? Please provide details (dimensions and materials) of existing ‘cubicle. Can offerors assume that cubicle will accept typical self-tapping screws (for ICU mounting) - A: For individual control units, at each cubicles is space for the mounting.

8. A separate master control station shall also be provided for distance programming, this shall be installed inside the wall to avoid the occupancy of room.

· Q1 Please confirm if this refers to Master Control Computer being located in an area separate from the firing line and firing positions?

A: Yes, a Master control separate from firing line and firing positions.

9. Vendor shall install deflector shells (ballistic baffles), with ceiling acoustic material, fire resistance class A, to avoid the hazard of rebound splinters in the area of the shooters.

· Q1 Please clarify if project will require overhead ballistic containment be added, in addition to the target system, and or can government provide a dimensioned ‘as built’ drawing for the existing range equipment and building? – A: The structure is done, we could provide photos of the space but deflectors’ shells need to be installed.

Ventilation System

10. Ventilation shall consist of a complete indoor shooting range single pass ventilation system for a structure approximately 19.6 meters x 50.5 meters x 5.7 meters high, providing laminar airflow across the range from the firing line to the bullet trap.

· Q1 Please clarify if ‘single pass’ refers to ‘Purge’ (i.e. 100% outside air supply) Range Ventilation system and/or if air conditioning is required?

A: Extraction and Injection system is required, not air conditioning.

11. The ventilation design shall include a positive exhaust system for effectively capturing and removing airborne contaminants.

· Q1 Please clarify of the above refers to the exhaust being capable of maintaining the range at a slightly negative pressure (even with the 75fpm average laminar flow supply) A: It means that the ventilation system is able to maintain adequate levels of air.

12. Vendor shall be responsible to dismantling the existing equipment prior the installation.

· Q1 - please advise what existing equipment the customer would like removed, or is this only in reference to coordination of new target system with existing range equipment – A: Equipment is mounted in the fire range (ex. fans and a target system) It needs to be removed before the installation of the new system.

· Q2- what is available power? Range ventilation system will need 3phase power.

A: 220 and 110 volts.

Target System questions:

13. What voltage power is available?

A: 220 and 110 volts. 3-phase voltage

14. Will you require a 360 degree turning target system?

A: NO.

15. Are drawings of the range available?

A: Yes. They will be provided later on.

16. Is the ceiling a frame construction or concrete?

A: Concrete slab.

Heppa HVAC questions:

17. Type of System?

A: Ventilation system with 5 air extractors.

18. What is the height inside of the building – floor to bottom of the structure?

A: Long 50.50 m (from the line of shooters to the backstop) Width 19.60m High 3.55 m (from the beginning of the beam) High of rail 2.15 m

19. Where will equipment be located – roof, grade or indoors – note – if cooling is used the cooling equipment must be located outdoors.

A: Equipment shall be located at the roof. No cooling required.

20. Voltage – building must be 3 phase.

A: 220 and 110 volts. 3-phase voltage

21. Width, Length and Height in the range.

A: Pending blue prints. Estimated measures: High: 5.08 m, Length: 55 m and Width: 20.60m

22. Required indoor temperature and relative humidity.

A: Required indoor temperature between 18 to 20°C. Humidity will be established by the vendors in their proposals in order to accomplish the required performance of the shooting range.

Conclusion An Amendment to the RFQ will be processed in order to clarify and update some information of the SOW.

As requested by vendors, Contracting Officer agreed to extend the deadline for submission of proposals for 2 weeks, closing on June 3, 2016.
