The RFP is contradictory in terms of billings by ticket or by itinerary. We ask for further clarification please.

· Under Section 1, Schedule

· Item 2.1 states, “The Government shall pay the Contractor a transaction fee based on a fixed rate per transaction.”

· Item 2.3. Pricing, the table asks for “Fixed transaction fee per ticket.”

Transaction Fee - Fee, charged by the Contractor, for issuance of a ticket for common carrier transportation or changes to that ticket, after issuance. Paragraph 17.0 addresses when a transaction fee may be charged for a transaction.

As per 17.2.1 and 17.2.2 - The Contractor may charge only one transaction fee per itinerary when the ticket is issued. When multiple people travel on the same order, each individual traveler would have an itinerary. The (individual) itinerary could have multiple tickets, but only one transaction fee per is charged. (fee is not based on the number of tickets needed to complete the (individual) itinerary).

Upon issuance of the transportation ticket, the Contractor shall charge the Government the applicable transaction fee for one transaction, that transaction being the ticket issuance.

Amendment # 3 is posted in FedBizOpps to change the language under CLIN 2.3 – Pricing, Fixed Transaction Fee Per Ticket is changed to Fixed Transaction Fee per Itinerary per Passenger.

Cost Construct tickets are not outlined in the RFP. Do you intend to include these? It is our experience that they constitute approximately half again the amount of tickets in the Workload statement and are not considered ‘Official’ for contract purposes, but is expected in the scope of work. Shouldn’t this be included in the workload as it is expected that the contractor perform this service?

No.

Kindly note that the Government has listed estimated number of official transactions under Section 4 of the solicitation. As per 17.2.1 the Government will pay transaction fee per itinerary, so if (any) cost construct ticket is requested by individual within the official itinerary, no extra transaction fees are going to be applicable to the Government, however, that extra travel is considered as Personal Travel - Travel that is paid for by the employee/dependent and for which reimbursement will not be provided by the Government.

If there are any airline/supplier that do not accept a direct billing of Government Travel Charge Card, can we charge those cards through local merchant machines?/K-Net?. If yes, do we have the option of charging additional merchant fee? visa and master 2.5% and Amex 3% are the charges currently levied by NBK
Yes.
When a transaction that is completed through credit card, the refund will be process to the credit card itself. In the case of a refund on card that have been swiped on merchant machine and incurred an additional merchant fee of 2.5% for visa, the refund will be processed after retaining the transaction fee and merchant fee of 2.5% to the same card. Could you please clarify?
Refund - Ticket refund consists of the value of the ticket, but does not include transaction fee or other service fee associated with issuing of the ticket.

I assume as per the freedom of information act of federal government, I am allowed to request you to disclose the current service fee the agent is charging US embassy. If you agree, could you please provide this information?

The new solicitation has a different scope of work, estimated number of transactions, and pricing structure from the existing TMC contract, and therefore, the total amount and transaction fees might be misleading.
