About this file
This is a Clarification/Addendum No. 2 document issued by the Town of Killingly, Connecticut on June 18, 2026, addressing bidder questions regarding skate park improvements at Owen Bell Park under RFP 37625. The project involves concrete flatwork and base preparation for skate park improvements as detailed in the attached design plans. Proposals are due July 23, 2026 at 10:00 a.m. EDT, with the solicitation having opened June 24, 2026. Bidders may submit questions through July 7, 2026 at 2:00 p.m. EDT. The Town is requiring the successful bidder to have five years of experience successfully completing skate park-type projects, with compliance to Connecticut General Statutes Section 4a-100 potentially required as stated in the contract documents. Inquiries should be directed to the Town of Killingly Engineering Department at 172 Main Street, Killingly, Connecticut 06239, by telephone at 860-779-5360 or by email at engineering@killinglyct.gov.
No state funding is involved in this project, and therefore CHRO set-aside requirements do not apply. Prevailing wage rates were not initially included in the project budget, as the Town anticipates the total project cost will remain below the prevailing wage threshold; however, should the bid amount exceed the threshold, the successful bidder will be required to pay prevailing wage rates. The estimated contract value is not disclosed in the available documentation. Additional questions and responses from Addendum No. 1 are available on the Town of Killingly Website and the CTSource portal.

CLARIFICATION / ADDENDUM NO. 2
Questions
1. The project manual calls out for bidders to be pre-qualified with the state. Does this requirement apply to this project as we can not imagine how this small project could come anywhere near the state's threshold of $1 million dollars. Please clarify.
2. Please clarify if the town is requiring that bidders have 5 years of experience in concrete flatwork and base preparation, which is what this project consists of, or please define what other type of experience is required.
3. Is ANY state funding involved in this project? If so, will CHRO set-aside requirements apply.
4. Will the payment of prevailing wages be required.
Answers
1. Although unlikely, compliance with CGS Section 4a-100 may be required as stated in the contract documents.
2. As stated in the contract documents the Town is requiring the successful bidder to have 5 years of experience successfully completing projects of this type. This type of project is a skate park.
3. There are no State funds involved in this project.
4. Prevailing wage rates were not included in the project. We believe the total project will be below the threshold requiring prevailing wage rates. In the event the bid amount exceeds the threshold the bidder will be required to pay prevailing wage rates.
