About this file
This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) from the Department of Veterans Affairs. The VA Long Beach Healthcare System seeks to purchase ObservSmart Patient Monitoring Bed Licenses and peripherals from Invisalert Solutions, Inc. for $76,264.00, specifically for the Inpatient Mental Health ward. The system provides proximity-based patient monitoring using antitamper wristbands connected to tablets, enabling consistent patient observation and documentation to reduce human error.
Market research was conducted, including an SBA DSBS Query that identified 1,341 SDVOSB/VOSB concerns and an RFI that resulted in one large business response. The justification notes the product's uniqueness in psychiatric settings, with proven success in other VA facilities. Due to urgency, time constraints, and exclusive licensing agreements, the VA determined this is the only source that can meet their healthcare objectives. The procurement is approved under FAR 13.106-1(b), with the Contracting Officer (Anette V. Doan) certifying the justification on 08/27/2025 and the document having an effective date of 11/15/2024.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID #: 36C262-25-AP-6205
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C262-25-AP-6205
1. Contracting Activity: The Department of Veterans Affairs, Veterans Integrated
Services Network (VISN) 22, Network Contracting Office (NCO) 22 in Long Beach, CA seeks to procure the products listed in purchase request 600-25-3-441-0739 for the VA Long Beach Healthcare System (VALBHCS), Long Beach, CA.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
VALBHCS has a requirement to purchase ObservSmart Patient Monitoring Bed Licenses and peripherals, brand name only, for immediate delivery / implementation.
Inpatient Mental Health wards care for patients that need to be continuously monitored and observed on a consistent basis. This continuous observation is subject to human error if not done correctly or on time. ObservSmart provides a product that will ensure compliance and consistent documentation of observations decreasing errors and missed observations. The ObservSMART Proximity-Based Patient Check System works by providing antitamper wrist bands that patients wear that are long lasting, durable, waterproof, and are not easy to temper with. These bands connect to tablets that nursing staff carry with software installed that allows it to connect to these bands and helps track the patients within proximity and make necessary documentation associated with patient observation within the psychiatric unit. Estimated Cost: $76,264.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
ObservSmart Patient Monitoring system supplied by Invisalert Solutions, Inc. (OEM) is used in Psychiatric settings. The ObservSmart product is unique and used in the private and public healthcare sectors as well as a handful of other VA facilities within VISN 21 that show long-term success and satisfaction for patients and staff while decreasing various incidents that can occur when areas are understaffed or overwhelmed with the elevated number of admissions. Mental Health Leadership and healthcare clinicians would like to implement this system by the time the inpatient unit moves to their new space that would be at least double the size of their current capacity. This technology / equipment will assist with increasing patient safety within our psychiatric unit. Due to urgency, time constraints, and exclusive licensing agreements of proprietary software in support of Veteran healthcare objectives, circumstances of contract action deem only one source reasonably available, and no other supplies or services will meet agency need. Purchase is in accordance with FAR Part 13.106-1(b).

4. Description of market research conducted and results or statement why it was not conducted:
The ObservSmart product is unique and used in the private and public healthcare sectors as well as a handful of other VA facilities within VISN 21 that show long-term success and satisfaction for patients and staff while decreasing various incidents that can occur when areas are understaffed or overwhelmed with the elevated number of admissions. Mental Health Leadership and healthcare clinicians would like to implement this system by the time the inpatient unit moves to their new space that would be at least double the size of their current capacity. This technology / equipment will assist with increasing patient safety within our psychiatric unit and require staff to perform regular patient contact during observation rounds/visits.
Results of SBA DSBS Query by applicable NAICS code 334510 identified 1341 SDVOSB/VOSB concerns. RFI 36C26225Q1234 posted on 7/20/25 resulted in 1 large business response indicating interest. Based on market research conducted, VA Rule of Two does not apply. SBA Rule of Two does not apply. Based on the overall market research, there is no reasonable expectation to received quoted offers from two (2) or more capable, qualified, or eligible SDVOSB, VOSB, or SB concerns. Due to urgency, time constraints, and exclusive licensing agreements of proprietary software in support of Veteran healthcare objectives, circumstances of contract action deem only one source reasonably available, and no other supplies or services will meet agency need.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
