About this file
This document is a Single Source Justification under the Simplified Acquisition Threshold (SAT) pursuant to FAR 13.106-1(b)(1). It describes the requirement for the Department of State, U.S. Embassy Ulaanbaatar to procure daily transportation services for local staff members from November 1, 2024 to April 30, 2025, with a total estimated value of $85,000. The justification cites urgency and the inability to identify another vendor in time for the November 1, 2024 start date as the reasons for the single source procurement from VIP Bus Car LLC. The related federal contract opportunity, Solicitation Number PR14959838, provides further details on the requirement and indicates the contract was awarded to an unknown vendor on October 31, 2024.

SINGLE SOURCE JUSTIFICATION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD (SAT)
PURSUANT TO FAR 13.106-1(b)(1)
1. Identification of the agency and the contracting activity:
This is a justification to solicit from a single source for an acquisition being conducted by the Department of State, U.S. Embassy Ulaanbaatar under contracting officer Elizabeth M. Wysocki. The only vendor identified who can provide the necessary service on the required timeline is VIP Bus Car LLC.
2. A description of the supplies or services required (including estimated value).
The requirement is to provide daily transportation services to Local Staff members at U.S. Embassy Ulaanbaatar starting November 01, 2024 – November 02, 2025. The service will be requested for the period of a year, but actual deliverables will be scheduled from November 01, 2024 – April 30, 2025. The estimated value for the entire period of performance is $85,000.00 (insert the estimated value, round up to the nearest dollar), including options. These supplies/services require that daily transportation to/from the Embassy along a pre established route for local staff members. This service is required due to high pollution, extreme cold and unreliability of public transportation in Mongolia during winter months – it allows Local Staff to report on duty to support the Mission.
3. An identification of the circumstances that preclude competition:
In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting
Officer has deemed only one source reasonably available based on the following:
☒ Urgency
4. Supporting information and facts.
The current vendor is the only option able to provide this service in time for a start date of tomorrow November 1,2024. The service was originally scheduled as part of an option year of an existing contract which nullified due to the delays in SAM registration.
The SAM registration delay was caused by system error and was no fault of the original contractor. However, said delays have precluded Post from identifying another entity to provide the service nor sufficient time to advertise a new contract.
This service is deemed Mission Critical to support the safe and secure transport of Local
Staff Members to/from the Embassy on a daily basis to perform essential functions and support the mission.
Per FAR 6.302-2, Post confirms that this source is approved due to urgent and compelling need.
