Re: MSHNVM Pine Creek Bat Mitigation Repairs
Problem:
The FS awarded a contract with Viking Engineering in the fall of 2020, to accomplish initial phases of the work associated with the bat mitigation at Pine Creek. Viking Engineering performed that work perfectly, and the FS had intentions on awarding additional optional items in the contract for the repairs, but due to the winter weather, the spring weather, COVID restrictions, and funding availability the FS was not able to award the work prior to the contract expiration. Therefore, the FS has a need to accomplish a logical follow-on contract with Viking Engineering to have them accomplish the repair work that they have observed to be needed per their observations and findings in the contact from 2020.
Need:
The FS needs to continue using the facility, at Pine Creek, for visitor services and also to support the valued non-profit partner summer operations. Now that the bats have been removed, per the contract in 2020, the FS needs to have the bat guano removed and repairs accomplished to ensure that the bats don’t return and that damaged sections of the building are repaired.
Exposure to bat guano is considered unhealthy, therefore, the need to accomplish the work as quickly is necessary.
Sole Source Solution:
Due to the fact that there are several specific trades that need to be involved with this project, and the extent of the bio-hazards and the repairs needed, the FS needs to work with a contractor that has the ability to gather all of the necessary trades, and do so in a rather quick manner. The FS has worked with Viking Engineering several times in the past, and their performance and the quality of work that they have produced, has either met or exceeded the expectations of the FS. Considering the short-time frame to accomplish this work, the FS needs to have the ability to work with a contractor quickly and can negotiate work based upon the FS needs and the contractor’s observations.
I have communicated the needs for this project and presented the idea of using an 8a contractor to Mike Christiansen. He is aware of my needs and has expressed support of moving in this direction.
