About this file
This document is a Single Source Justification form for a Department of Veterans Affairs (VA) procurement action. The VA's Cincinnati Medical Center is seeking a single-source purchase for Reverse Osmosis and Deionized Water System Service from Evoqua Water Technologies, valued at $22,902.12 for a period from 12/05/2025 through 03/04/2025. The urgent requirement is for preventive maintenance, parts, labor, emergency repairs, technical support, and expert supervision to maintain critical medical equipment used in dialysis care, with the justification being the vendor's status as the original equipment manufacturer (OEM) capable of providing certified technicians and parts to maintain FDA 510K certification.
The procurement is being processed as an emergency short-term purchase order under FAR 6.302-2(b)(1), with no market research conducted due to the urgent nature of the requirement. The contracting activity is the VA's VISN 10 Network Contracting Office in Cincinnati, Ohio, with funding secured via PR #539-26-1-072-0014. The justification emphasizes that a service lapse would be life-threatening to patients receiving critical dialysis care, and multiple attempts have been made to establish a long-term, competitive purchase order.

Acquisition Plan Action ID: 36C250-26-AP-1372
1. Contracting Activity:
Department of Veterans Affairs, VISN 10, Cincinnati VA Medical Center, 3200 Vine Street, Cincinnati, Ohio 45220-2637, submits this requirement for procurement to Network Contracting Office (NCO) 10, 260 East Avenue, Second Floor, Suite 100, Cincinnati, Ohio 45219-2637.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Reverse Osmosis and Deionized Water System Service to be provided by Evoqua Water Technologies under this requirement shall include furnishing preventive maintenance, parts, labor, intervening calls/emergency repairs, lodging, technical telephone assistance, expert supervision and all other allied costs required to maintain and repair the subject equipment. Service must be provided by Evoqua who is the OEM-able to provide certified technicians and OEM parts. Service shall be performed per the OEM’s manual and instructions to maintain the equipment’s FDA 510K certification.
The total estimated value of this action is $22,902.12, for the period of performance of 12/05/2025 through 03/04/2025. Funding is available via PR #539-26-1-072-0014.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This requirement will be awarded for an emergency short-term purchase order to the OEM, Evoqua Water Technologies, IAW FAR 6.302-2 (b) (1). The OEM can immediately mobilize and provide technicians and parts required to perform these critical services now. The OEM has no known small business subcontractors that can mobilize immediately. Several attempts have been made to put a long-term, competitive purchase order in place. These services are critical to direct patient care. A lapse in-service would-be life threatening patients receiving critical dialysis care at the medical center
4. Description of market research conducted and results or statement why it was not conducted:
As this is an urgent requirement, market research was not conducted.
5. Contracting Officer's Certification: Purchase is approved in accordance with IAW FAR 6.302-2 (b) (1). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
