Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The purpose of this requirement is to expand the current Real Time Location System (Asset Management) at the following locations; VA Fayetteville BioMed Department & Building 49, Joplin Community Based Outpatient Clinic (CBOC), and the Springfield Community Based Outpatient Clinic (CBOC). There is currently a Task Order in place for sustainment operation/maintenance for the system. The VISN 16 task order 36C10B20N10150050 expires January 16, 2025. The order provides operation and maintenance services inclusively for the RTLS locations in place, not to the expanded sites. The VA requires brand name equipment and software for integration to the current system in place. The system tracks equipment that is tagged with CenTrak Incorporated (Small Business) location service tags with the placement/integration of monitor virtual walls. The signal generates the location of the equipment via Wi-Fi to Centrak Servers using Infor US LLC (Large Business) software. The expansion requires the following equipment and software at the locations prescribed in this document. This document only list estimates, additional quantities may be needed based on the location. All equipment and software installed will have a one-year warranty.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The conception of implementing the system came about in 2018. At which time, NX Logistics started using the RTLS system to track and inventory assets, as well as serving in an administrative role in managing the system. The software was approved to be used at the VA Healthcare System by the VA Technical Reference Model (TRM), and the expansion must meet the VA national data and technology standards. November 2019, the system was implemented with the equipment and software installed. The VA is looking to keep equipment and software consistent with the products in place to complement and enhance the current system. The products are installed throughout the Fayetteville Healthcare System building with the exception of two locations for the expansion. It must be able to operate on the current hardware platforms, and capable of delivering certainty-based locations in all rooms, Sub-rooms, and Zones. Utilizing multiple tag factors, including tags that are: Smaller than 40mm X 30mm X 10mm, to enable tracking of small assets. Also, water resistant and user replaceable batteries, that have average battery life of greater than 2 years and can use Low Frequency for egress/chokepoint protection. If the VA transitioned to another company using their equipment it would cost thousands of dollars, time, and manpower.

Centrak and Infor have proprietorship over the hardware and software but allow select distributors to sell and service their products. Liberty IT Solutions (SDVOSB) oversees the sustainment operation/maintenance services for all VISN 16.

CenTrak equipment for the locations consists of; Tags (Multi-Mode, Asset Tag Mini, Asset Tag Micro, and Dura Tags), Monitor Virtual Walls (Gen2, LF Exciters, Star, CenTrak Servers). Infor will provide the software, which is currently being used. The system allows equipment that is tagged to be tracked throughout the facility using Wi-Fi or Servers that can broadcast location signals from the devices that can also provide dates and times. The current system has gone through all the Veterans Healthcare Administration security requirements and approvals for integration and usage at the VA to use in conjunction with CISCO. The newer location install will require mapping configurations, remote testing, and verifying Wi-Fi (33) configurations.

3. Description of market research conducted and results or statement why it was not conducted: In the interest of cost and efficiency, the work is a logical expansion to what’s currently in place. The amount of infrastructure that has already been deployed on the campus is in the millions of dollars.

The Task Order in place for just sustainment is , which expires January 2025. In order for the facility to go with another company’s technology would require an overhaul of the current infrastructure and acquiring new software that would need VA TRM approval. The equipment and software are proprietary, but the company allows select vendors to sell and service their products.
