Questions & Answers

1. The drawings provided for the solicitation do not display any of the CenTrak and/or Cisco Wi-Fi

(access points) infrastructure. Can you please provide a link to where these documents can download them? All access points are already in place for the sites per VA OIT. CenTrak designs are proprietary and will be shared after contract has been awarded.

2. Is all of the existing infrastructure operating on an existing OIT LAN or an independent Biomedical

Medical LAN? VA Medical Virtual Local Area Network (OI&T)

3. You are requesting upgrades to the CenTrak Core and Stream software. What version is currently installed? The current platform version: Core. Scheduled 5.3_5.3.6_20200924.01, Build Date: 2020-09-

24T17:00:13+0000. However, current software version is constantly changing.

4. Aside from the Joplin COBC, Is the Infor software already loaded and configured on the servers for each of the other sites? If not, what sites have the software installed? What is the current version of the Infor software to be upgraded on each of the sites? The current platform version: Core. Scheduled

5.3_5.3.6_20200924.01, Build Date: 2020-09-24T17:00:13+0000. However, current software version is constantly changing. You can ask Infor about the software that is needed but this information could change based on the company.

5. Where are the servers located for each of the sites/buildings? Will remote access be provided via

CAG? One server for the entire VISN 16 is located in Houston Texas, and every station in VISN 16 uses the same RTLS server at that location. In additional, the contractor will need to apply for Citrix Access

Gateway (CAG) to the VA Network. Link to be provided upon award and coordinated by COR.

6. How many of each tag type are needed? Estimate 3000 Multi-mode Tags for all location implementation. Please see the revised Price/Cost Schedule that lists the line item amounts.

7. Please clarify what you mean by “Any defective equipment will be replaced at no cost to the government the contractor. Defective Equipment means Equipment that do not comply with the warranty agreement and/or any defects, inherent defects, breakdowns, mechanical breakdowns, technical defects, inoperability of the equipment.

8. There’s a quantity of 10 EA Virtual walls requested for Bldg. 21, room 1112-02. There is no such room on the Bldg. 49 drawing provided. Please clarify. Appreciate also if you could delineate which clinical rooms, aside from patient rooms, you would like to have virtual walls, which to receive monitors, and which to have general Wi-Fi only coverage. Building 21 is biomed has a room number and building 49 is the new Mental Health Building referred to in section 1.1, page 4. Fayetteville Biomed is room 1112-02 a single room by itself. Building 49 is the Mental Health Building which is separate and is an entire area.

The design will be shared upon contract award.

9. You are requesting that batteries be replaced. Is there a list of quantity and locations to replace?

Estimate 1800 Batteries for expansion areas; 800 Springfield and 1000 Fayetteville Biomed.

10. You are requesting a quantity of 71 Virtual walls for the Springfield but given the number of clinical rooms to cover with a minimum in/out, there could be double this amount. Could you please clarify which rooms you would like to have virtual walls, IR monitors, and Wi-Fi only coverage? The estimate is

71 new Virtual Walls for Springfield (Only). The VA is only covering select rooms, not a full clinical grade for the entire building coverage.

11. We’re seeing a request to extend the Infor Asset Locating license for the server located at

Fayetteville to cover the Joplin CBOC. Are we to assume that the Joplin CBOC infrastructure is connected to a server located in Fayetteville? Per number Infor has a licenses per facility cost, not program cost.

No, the infrastructure is yet to be determined for the expansion.

12. Is the project turnaround to be completed in 45 days or less from time of award? That is the estimated start date. Delivery is one of the evaluating criteria. Please refer to 52.212-2 Evaluation and

SOW. Please see response #18.

13. Are we to understand that there is a maximum budget of $250K for this complete project? Quotes will be evaluated based on the criteria indicated in the solicitation to include price. Please refer to

52.212-2 Evaluation and SOW.

14. Will this be coming out on SEWP? No, it will not be posted on SEWP. But all SDVOSBs are able to participate open market.

15. Is this solicitation sole source to CenTrak? No, it is not a sole source to CenTrak. The J&A Brand

Name is requiring equipment and software for the expansion.

16. Will the government provide the first page of the SF1449 to be used for submission? No, this is a combined synopsis. So, there is no first page of a 1449 to complete. All contractor information pursuant to that first page can be provided in your documents/email response.

17. How should we provide our pricing? Should we provide just one volume with technical and price? Or should we provide a separate price volume, or should pricing be provided only in the B.2 price/cost schedule as part of the SF1449? You can provide your quote that lays out your pricing. But you will still need to complete the B.2 Price/Cost Schedule and provide Delivery timeframe. See revised Price/Cost

Schedule.

18. Given the current international supply chain delays (semiconductors impacting CenTrak product, shipping/port delays, Covid/Delta variant staffing impacts, VA onsite vaccination requirements, etc.), we believe the proposed 45-day timeline is overly aggressive. Would the VA be willing to entertain a vendor suggested timeline, that takes into account our partner supply chain impacts, as part of our proposal?

Yes, but the contractor will need to provide a timeframe in the Delivery Schedule. See revised SOW, delivery schedule will be reflected at award.

19. Section 1.1 of the scope section of the PWS requires a 2-year warranty period. Section 6.1 & the B table, however, request a 1-year warranty period. Please let us know which warranty period to price. 1-year warranty. See attached revised SOW.

20. How will this proposal be evaluated? The Justification for Single Source Awards document notes on page 3 that the proposal will be evaluated as Lowest Price Technically Acceptable. However, E.4 notes other evaluation criteria - e.g. that price and other factors will be considered. LPTA is only 1 of the factors. Page 43 of the Combined Synopsis, 52.212-2 lists other factors.
