About this file

This single source justification document outlines a proposed sole source award to L3Harris Technologies for AN/PRC-117G radios and associated software updates to support testing operations for the C-17 aircraft. The Air Force Materiel Command Test Center intends to award a firm fixed price contract valued at an estimated amount to acquire two AN/PRC-117G radios along with SATURN and MUOS waveform software updates. The justification for restricting competition and soliciting this requirement from L3Harris as the only responsible source is that the company's radios are the only ones currently able to meet the required Mil-STD 188-141B waveforms and Crypto Modernization compliant encryption standards, and thus are the only radios capable of enabling operationally representative C-17 testing. While other vendors were searched, no others offer an equivalent compliant product. The 418th Squadron will continue to monitor the market for any upgraded alternatives that could replace the L3Harris radios in the future.

Section C: Justification for Soliciting from a Single Source or Brand Name

L3 Harris is the only company that supplies PRC-117G radios that has modem waveforms which meet the Mil-STD 188-141B. It also meets Crypto Modernization compliant encryption. This is the only radio, at the present time, capable of supporting operationally representative C-17 BLOS tests. L3Harris radios are required because they will enable tests to be operationally representative. In addition, these radios from L3 Harris have the required capability of non secure and secure voice V/UHF, HAVEQUICK, IW, SINCGARS, MUOS, and SATURN. They are also able to load and operate secure COMSEC keys (KY-58 and TSV). L3 Harris radios are the only current Air to Ground radios that are approved by the 412th Communication Squadron.

This brand will also be compatible with other radios on base which will alleviate risk of programs delays if something breaks or an accessory is needed. Pursuing a brand that is compatible with radios currently in use for testing is also an economical option for the Government as there will be no need to replace current, usable equipment.

This acquisition is conducted under the authority of 41 U.S.C. 1901 as implemented by FAR 13.501(a)(1)(ii) which allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source.

Section D: Efforts to Obtain Competition

Based on a google search no other vendor carries the L3 Harris product that needs to be purchased. In addition, Contracting had previously reached out to L3 Harris to verify if their radios are sole source or if they have authorized resellers. The vendor stated they do not have formal authorized resellers or distributors, but they do business through qualified, responsible businesses who are authorized to receive the product and resell to the US Government upon the provision of a US Government contract number. They do not have a list of businesses who are authorized to receive the products and then resell to the US Government, but if an RFQ gets publicly posted on SAM.gov or gets put onto an IDIQ (NASA SEWP or DLA TLS) and a third party company asks for a quote based on that, they will respond to the company with a quote.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 418th Squadron will continuously survey the marketplace to identify radios with similar capabilities of the ones manufactured by L3 Harris. In the meanwhile, L3 Harris radios will be used until the 418th Squadrons finds an advanced upgraded item that outperforms the existing radios.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
