About this file
This is a Single Source Justification document for a federal contract not exceeding the Simplified Acquisition Threshold, submitted by the U.S. Department of State for approval of a sole source award.
The contracting activity is the Overseas Post at Chiang Mai, and the requiring activity is Gardening Service and Ground Maintenance. The intended sole source awardee is JJ Landscape Company Limited for the provision of gardening and ground maintenance services at the U.S. Consulate General Chiang Mai. The estimated contract value for the entire period of performance is $80,646, including options. The justification cites "Continuation of Essential Services During Facility Stabilization and Transition to Competitive Reprocurement" as the statutory authority permitting other than full and open competition. The contracting officer has determined that only one source is reasonably available based on this authority. The services require continuous gardening and ground maintenance at the consulate compound to allow the Office of Facility Maintenance to accomplish these objectives. According to Section 5, the current contractor performed the original landscape installation and has continuously provided maintenance services since facility inception, developing unique institutional knowledge of the landscape establishment, irrigation systems, plant materials, maintenance history, and operational requirements. The facility remains in a stabilization period with ongoing plant establishment and irrigation optimization; maintaining the current contractor during this transition period will minimize operational risks and preserve service continuity. Market research confirmed qualified sources are available to support future competitive solicitation. The justification was signed by the Facility Manager on 07/31/2026 and by the Contracting Officer (MAT office symbol) on 07/31/2026, with both certifying the accuracy and completeness of the submission and determining the anticipated cost to be fair and reasonable.
