SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT)
AUTHORITY: FAR 13.106-1(b)(1)
SOL # 140D0422Q0333
1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate (AQD), on behalf of DOI’s Business Integration Office (BIO).
2. Description of supplies or services required to meet agency needs.
BIO requires software licenses and maintenance for (up to) five hundred (500) UniverseBridge for Tableau standard edition licenses. DOI is requesting software maintenance in the base year and in the four option years of the contract.

3. Identification of the single source to be solicited.

4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available:
Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
5. Rationale.
The BIO and the larger DOI community have already made a considerable investment in Tableau. To ensure that DOI continues to make the most of this investment, the BIO needs to preserve the self-service data connection model that has been in place since the implementation of the Tableau server. Publishers have used the BIO’s Web Data
Connectors (WDCs) to connect to and schedule data refreshes from FBMS. Future versions of Tableau server will put a file size cap on data transfers via the BIO’s WDCs. The cap is far too low for DOI users. Additionally, over time, it has become clear that maintaining the BIO’s WDCs has become a resource burden. For this reason, the WDCs need to be replaced with a third-party tool that provides the same functionality.
The software that replaces the BIO’s Web Data Connectors (WDCs) must:
1. Use the same architecture and connections to SAP BusinessObjects (BOBJ) as
DOI’s current WDC, making the implementation simple.
2. Not require data connections to be rebuilt or adjusted by users.
a. Users will change a URL rather than rebuild data connections.
3. Plug-and-play into DOI’s system, both for implementation and for Tableau users.
a. Be hands off monitoring once it is installed and configured and not require any maintenance or dedicated administration.
4. Require migration of user data sources only to use the new connector.
5. Can monitor performance with DOI’s existing Tableau server toolset.
6. Not require a dedicated server and only require a file to be deployed on the existing
BOBJ server, minimizing the cost to DOI.
7. Connect to an Application Programming Interface (API) that already exists in BOBJ that allows Webi documents to be extracted and brought into Tableau.
8. Create data extracts in Tableau’s proprietary format that are ready for use without future transformation.
a. Allow joins and no rework of existing Tableau workbooks.
b. Connect to reports built from new HANA views and BEx queries.
In addition, the software should be considered a certified technology partner of Tableau and SAP. This partnership allows for continual updates to the software based on future upgrades to Tableau Desktop, Prep, and Server, rather than making changes once
UniverseBridge is the only data connector tool on the market with a similarly sized user base and comparable data transfer abilities that does not require the additional investment of time (extensive analyst and support team time to migrate data sources), money (architecture costs), and FTE (server and tool administration). Other tools would need extensive analyst and support team time to migrate all existing Tableau workbooks built of web data connections, architecture costs, server and tool administration.
6. Market Research.
The BIO has performed market research and determined the only web data connector that meets its requirements is UniverseBridge for Tableau, as identified above. DOI researched other similarly priced data connector tool(s) on the market with a similarly sized user base and comparable data transfer abilities, UniverseBridge is the only tool on the market that runs on technology that is similar to the tools DOI users are familiar with. In addition, DOI posted a Request for Information (RFI) regarding this requirement on NASA SEWP and received no responses. Moreover, the single-source solicitation will be posted on SAM.gov, available for public view and response.
Under the authority of FAR 13.106-1(b)(1), the undersigned determines the circumstances of this contract action deem only one source is reasonably available as supported above.
