SINGLE SOURCE DETERMINATION

DayCor Luminar HD Ultraviolet Camera System & Accessories

1. CONTRACTING AGENCY:

Portland District, U.S. Army Corps of Engineers, Contracting Division, 333 SW First Avenue, Portland, OR 97204-3495.

2. DESCRIPTION OF ACTION:

Approval is being requested by the John Day Dam Project for a new firm fixed price contract with OFIL USA Systems, 543 Sugarloaf Parkway, Suite 2200, Lawrenceville, Georgia 30043. OFIL is a small business. This company is the only source that can supply and support DayCor Luminar HD ultraviolet camera system and the accessories, including the CoronaWise software for a single user.

3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF CONSTRUCTION:

a. Ofil invented the daytime UV technology inspection. They hold an ISO (International Organization for Standardization) certificate and their cameras are tested and certified by ITL (International Testing Laboratories). An ISO for certification is a guarantee that a company’s products and services are safe, reliable, and of high quality. LuminarHD uses benchmarked DayCor® patented technology that ensures accurate detection, recording and display of UV radiation emanated from corona.

The LuminarHD is a high fidelity bi-spectral solar blind camera with Ofil's DayCor® technology embedded in the unit [Registered Patent EP1112459B1]. Corona discharge is indicative of dielectric breakdown of insulating materials and ionizing the air around it. This ionization causes unwanted and harmful byproducts via chemical reactions. The chemical reactions release electromagnetic radiation with wavelengths in the ultraviolet range allowing it to be detected by a UV camera. Corona discharge is lost energy that could be distributed to our customers. It is a hazard to human health, the environment, and causes progressive damage to equipment. The DayCor will enable the Project to detect and prevent generation of the harmful byproducts of corona discharge including ozone and nitric acid.

This total amount of the acquisition is estimated to be $81,444.

4. AUTHORITY CITED:

FAR 13.106-1(b)(1) - Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

5. REASON FOR AUTHORITY CITED:

a. Background: Detection of corona discharge is necessary to reduce losses, maximize project power output, and prevent catastrophic failure. Detecting corona at John Day Dam with the currently available equipment requires darkness. This limits the applicability of the tool, and causes scheduling complications to the user.

b. Justification: Due to the nature of this specialized equipment, there are few competing products with the Luminar HD. Ofil Systems held the European Patent (EP1112459B1) for a “solar blind UV viewing apparatus and camera” until it’s expiration in November 2019. Using this technology, two separate images from two separate cameras in the UV and visible light ranges are captured and combined to show discharge on the affected surface. This has made Ofil the leading experts for this technology. They have the most sensitive system on the market for detecting corona discharge, and their specifications are certified by independent laboratories. Ofil’s corona cameras are made with proprietary UV filters and high sensitivity sensors. All systems are strictly tested for solar blindness and have CE certificates. The videos are recorded in high definition (720p). The systems has an internal GPS antenna for accurate documentation of time and place of observation. It is in the Project’s best interest to locate and repair or replace assets with unmitigated corona discharge, and a UV camera system like the Luminar HD is necessary to initiate the process. Currently, the Project borrows a Forsyth Opto-Electric CoronoScope from Bonneville Dam Project. However, the equipment is limited to night time operations, is cumbersome to use, and does not provide quantitative results. The Forsyth cannot be used in a well-lit indoor space. The corona discharge can occur on any high voltage conductor and the Forsyth is inadequate for detecting corona across the entire project. This results in wasted labor via timing considerations or preparation. The Luminar HD performs in any lighting conditions so the usage does not require any special accommodations. Tier 2 testing for generator stator windings includes a blackout test.

This test could be performed with Luminar HD without having to isolate the unit from light.

c. Impact: Without the Luminar HD and accompanying products, the Project’s ability to reduce output to detect and reduce output power inefficiency is limited to ineffectuality. It renders the Project unable to prevent generation of the harmful byproducts of corona discharge including ozone and nitric acid.

6. EFFORTS TO OBTAIN COMPETITION:

In an attempt to obtain competition, Contracting posted a Sources Sought notification on FBO for a bi-spectral UV visible corona detection video camera with accessories and software for ten days. There were no responses to the posting.

8. Fair and Reasonable Price:

No award shall be made until the Contracting Officer determines the cost to the Government to be fair and reasonable. This determination will be based on the comparison of the offeror’s quote to the Independent Government Estimate (IGE) and previous pricing obtained through market research for same or similar items. Both the validity of the comparison and the reasonableness of the previous pricing have been established.

9. MARKET RESEARCH:

A search for corona daylight detecting camera came back to the DayCor products. One other product for daytime Corona detection system is from Taurus Powertronics Private Limited, located in India. There are several companies offering similar products that are not registered in SAM. A DSBS search turned up one vendor, Sensor Creations, Inc., but they do not offer cameras

10. INTERESTED SOURCES:

One small business source has expressed an interest in, all other offers received shall be considered.
