Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 633 Cons Purchase Request/ Identification Number:

FM480092710003

Project/Program Name: Windows 7 Upgrade - Philips Digital Diagnost

Estimated Contract Cost (including Options):

$46,409.40

Section B: Description of the Supplies/Services Required

This requirement is for the purchase of three Philips Digital Diagnost Upgrades (Product# 101613)in support of the 633d Medical Group.

Product# 101613 is comprised of two unique items NDDJ015 and NDCC472. NDDJ015 will upgrade three X-ray rooms that currently run on Windows XP (which is no longer supported by Microsoft and should not be on the Air Force network) to release 3.2 with a Windows 7 operating system. NDCC472 will allow exporting patient radiation dose details in a Digital Imaging and Communications in Medicine (DICOM) standard format which allows critical monitoring of radiation exposure of patients and maintain patient doses that are as low as reasonably achievable.

Section C: Justification for Soliciting from a Single Source

In order for Langley Hospital Radiology Department to comply with Air Force Guidance Memorandum 33-03 - Microsoft Windows XP End-of-Life (attached), Langley Hospital's X-ray rooms need to be updated from Windows XP to either Windows 7 or 10. The 633 MDG is currently not in compliance with Air Force Guidance Memorandum 33-03.

Philips is the only vendor that can provide a software update compatible with the X-ray machines currently in place. Based upon contract (SPM2D1-09-D-8321), the current Phillips X-ray units cost $514,235.78 each, totaling $1.5M for the three stations needing upgrades. If unable to purchase this equipment upgrade from Philips who is the sole provider of upgrades for their equipment, three new X-ray system stations would have to be bought potentially costing $1.5M dollars to the government vs the current request of $44K to upgrade the current X-ray equipment in place.

For the past four years after Air Force Guidance Memorandum 33-03 was signed, the X-ray systems have been running on Windows XP through the Air Force network from a waiver authorized by the Defense Health Agency. The goal is to rectify this issue as quickly as possible so the 633 MDG is once again compliant with AF guidance and ensuring they are supporting their patient's information as prudently as possible by transmitting it on a software that is still supported by Microsoft, unlike Windows XP.

The inability to upgrade the software on current X-ray machines will result in the removal of these machines from the Air Force Network resulting in an inability to provide X-rays for patients on Langley AFB. Patients will have to be referred to other Hospitals at an additional expense to the United States Government and result in a delay of care for emergency patients with broken bones or delayed diagnosis of possible life threatening injuries due to current referral wait times.

Section D: Efforts to Obtain Competition

Phillips has provided documentation that they are the sole provider of software licenses, options, workstation platforms, and updates for all Phillips X-ray systems.

Please see attached memo.
