SECTION 1- STATEMENT OF WORK

Assistant Secretary for Preparedness and Response (ASPR)/Division of Strategic National Stockpile (DSNS) Silverlon Burn Dressing

C.1 BACKGROUND

The mission of the Division of Strategic National Stockpile (SNS) is to deliver critical medical assets to the site of a national emergency. DSNS achieves this mission by operating and maintaining the ASPR Strategic National Stockpile (SNS). The SNS contains medical countermeasures that could be used for a chemical, biological, radiation, nuclear or explosive event. Countermeasures include burn dressings like Silverlon burn dressing, a silver-impregnated dressing that aids in healing burns or wounds that may happen during explosive events or radiation exposures. Silverlon dressing is FDA approved for this indication.

Additionally, Silverlon dressing is FDA approved for sulfur-mustard burns. Sulfur mustard is one of the chemical agents for which SNS countermeasures may be used. Silverlon burn dressings are the only FDA approved silver antimicrobial dressing that has FDA approval for both partial and full thickness wounds, first and second degree burns, as well as sulfur-mustard induced burns. (FDA 510(k) K150256 and FDA 510(k) K190343)

C2. PURPOSE

The purpose of this project is to procure Silverlon burn dressings that may be used for radiation-induced burns or sulfur-mustard induced burns. The overall objective is to procure an annual amount of Silverlon burn dressings to maintain the current desired stockpile quantity. The Silverlon burn dressings will be shipped to an SNS location for storage and maintenance.

Previously, Silverlon burn dressings were obtained for the SNS via a Biomedical Advanced Research and Development Authority (BARDA) contract; however, now that FDA approval has been received for the product and the BARDA contract has concluded, the responsibility for procurement has shifted to the SNS under a new contractual mechanism.

C.3 SCOPE OF WORK

As part of the stockpiling requirements for countering radiological/nuclear/chemical threats, SNS intends to procure an annual amount of Silverlon burn dressings pending availability of funding. This annual amount is estimated to be 25,200 rolls of Silverlon burn dressing to maintain current capabilities.

C.4 TASKS TO BE PERFORMED

The vendor will provide 25,200 rolls of Silverlon burn dressings to the SNS on an agreed upon delivery schedule for a period of one year with four option years pending the availability of funds.
