About this file
This is a project manual and bid document package prepared by the City of Houston Public Works Department for the DR15 6A Edgewood Park Detention Basin construction project (WBS No. M-420HUD-006A-4). The project encompasses stormwater detention and drainage improvements, park and recreational facility enhancements, landscaping and irrigation improvements, and installation of associated site amenities at Edgewood Park in Houston, Texas. The scope of work includes excavation and fill operations (10,170 cubic yards estimated), installation of 24-inch and 12-inch diameter RCP and HDPE storm sewers, concrete structures including precast manholes and inlets, removal and replacement of pavement and sidewalks, tree preservation and planting (73 trees total across various sizes), installation of irrigation systems, concrete trails (18,176 square feet), athletic field equipment, site furniture, a prefabricated pavilion, and electrical work including site lighting and utility connections. The prebid meeting is scheduled for March 18, 2025, at 10:30 a.m. conducted online, with electronic bids due on March 27, 2025, at 10:30 a.m. via CivCast. The contract time for substantial completion is 210 days from the date of commencement, and the project manual includes detailed drawings, specifications, and technical requirements prepared by HR Green, Inc. and M2L Associates as engineers of record.
The bid documents include a base unit price table with 73 line items, an extra unit price table with 7 items, cash allowances totaling $86,000 for permits and utility coordination, and no specified alternates. Bidders must provide a security deposit equal to 10 percent of the total bid price and submit various compliance documents including MWSBE participation plans, ownership information forms, conflict of interest questionnaires, and certifications regarding debarment, drug-free workplace, and foreign trade restrictions. The project is subject to the City of Houston Pay or Play Program, requiring contractor compliance with workforce development requirements. Bidders must also comply with prevailing wage requirements for AIP-funded work, meet DBE goals, and participate in the City's Hire Houston First local business preference program, which awards contracts to local businesses within 5 percent of the lowest bid for projects under $100,000 or within 3 percent for projects exceeding $100,000, unless contract needs would be unduly interfered with. The City has authorized plan rooms at AGC-HHUI, Houston Minority Business Development Center, and The Builders' Exchange of Texas for document examination, and bidders are responsible for obtaining all addenda from the City's website.
