About this file
This justification document supports a sole source award for a GTEM test cell, semi-anechoic chamber, workstations and software. The U.S. Army Medical Research Institute of Chemical Defense requires a 5411 GTEM test cell, semi-anechoic chamber, two workstation computers, and TILE! and VisionTRX software from ETS-Lindgren, Inc. for testing of high-power microwaves provided by the Naval Air Warfare Center Weapons Division. The total value of the contract awarded to ETS-Lindgren, Inc. on July 15, 2020 is unspecified. A market survey found no other sources that can provide the required GTEM test cell. Due to previous compatibility testing of identical equipment at Lawrence Livermore National Laboratory, only equipment from ETS-Lindgren will ensure safe and effective operation of the provided high-power microwaves.

4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5:
Unusual and compelling urgency Exclusive licensing agreements Industrial mobilization Other: FAR 13.501(a)(1)(i): Only one source reasonable available. ETS-
Lindgren Inc., is the only contractor that can provide the 5411 GTEM Test Cell, Semi- Anechoic Chamber, Workstations and Software.
5. Reason for Authority Cited:
Collaborators at Lawrence Livermore National Laboratory (LLNL) are partnering with Naval Air Warfare Center Weapons Division (NAWCWD) at China Lake
LLNL is currently utilizing a 5411 GTEM! cell and a semi-anechoic chamber purchased from ETS Lindgren, Inc., . Therefore, in order to ensure the exact operation, functionality of the HPMs, and comply with safety protocols established by LLNL when using their provided HPMs, USAMRICD is required to procurement the 5411 GTEM!, semi-anechoic chamber, associated software, and other auxiliary items from the same manufacturer (LTS Lindgren, Inc.) to ensure source compatibility for safety and exact usage to meet funding agency milestones. Also, by procuring equipment that utilizes identical software (VisionTRX and Tile!), the end user will be able to easily transfer data, specs, and controls to and from each system with zero compatibility problems.
6. Efforts to Obtain Competition:
There are no other sources that provide the GTEM Test Cell. ETS-Lindgren is the only known manufacturer of this item. There are multiple vendors that provide semi-anechoic chambers. However, due to the previous testing by LLNL using the HPMs manufactured by China Lake and used at NAWCWD utilizing ETS Lindgren’s semi-anechoic chamber, USAMRICD requires the procurement of the exact item utilized by LLNL to ensure the HPMs is safe to use and has the exact same usage as the collaborator.
A Notice of Intent was posted to see if there were any additional vendors who could provide a GTEM Test Cell, Semi-Anechoic Chamber, Workstations and Software. The results are discussed below in the Interested Sources Section of the J&A.
7. Actions to Increase Competition: The Medical Toxicology Research Division Product Manager will continue to monitor possible emerging technologies for evolving programmatic requirements.
8. Market Research: Market research was conducted through the World Wide Web (WWW) and through Computer Hardware Enterprise Software and Solutions (CHESS), contacting other labs, consulting vendors at international meetings. No other item is available to meet our research specifications.
9. Interested Sources: : A Notice of Intent to Sole Source this requirement was posted on the Beta.SAM website on 02 June 2020 that provided interested concerns the opportunity to identify their capability in writing by 17 June 2020. No responses were received in response to the Notice of Intent justifying that ETS-Lindgren Inc. is the only company who can provide the GTEM Test Cell, Semi-Anechoic Chamber, Workstations and Software.
10. Other Facts: Thorough Market Research was conducted to include a review of USAMRAA’s contracting writing system, Procurement Desktop-Defense (PD2), the USAMRAA Paperless Acquisition System (UPAS) and the Virtual Contracting Enterprise Paperless Contract File (VCE-PCF). The search identified no previous Purchase Orders or Contracts issued for the GTEM Test Cell, Semi-Anechoic Chamber, Workstations and Software.
