About this file
This is a Construction Bid Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division, for the Michner Plating Building Demolition project located at 1725 Angling Road, Jackson, Michigan. The addendum was issued on August 4, 2026, with a bid opening date of August 12, 2026. The project involves the demolition of above-ground structures, site cleanup, and restoration. Key requirements include installation of temporary 6-foot chain-link security fencing around designated perimeter areas, connection to a fire hydrant in Angling Road right-of-way for dust and asbestos debris control, submission of an asbestos abatement letter to the City of Jackson for demolition permit approval, and compliance with NESHAP standards during demolition. The contractor must coordinate with Consumers Energy for gas and electric service disconnection, manage utility disconnections in accordance with City of Jackson requirements, plug identified site drains and pits with a minimum of 4 inches of concrete, and restore any disturbed grass areas per specification Section 329200. A mandatory pre-bid meeting was held with an attendee list provided as an attachment, and the project director is Zach McCurley of EGLE.
The addendum addresses sixteen questions raised by prospective bidders during the pre-bid meeting, clarifying site restoration expectations, utility disconnection responsibilities, drain and pit identification protocols, asphalt and concrete surface treatment, HAZWOPER certification requirements, and waste manifesting procedures. The contractor is responsible for supplying fire hose for hydrant connection, obtaining certificates verifying that imported sand and topsoil are clean rather than providing analytical data, and handling lead, cadmium, and chromium-containing paint in accordance with applicable regulations. No dewatering is necessary, and site grading is not required for ledges that were exposed to the elements prior to work, including exterior truck loading docks. The contractor must acknowledge this addendum in the bid summary and bid form, as failure to do so may result in bid rejection.

ADDENDUM ITEMS: (attach additional sheets and drawings if required)
Item 1 – A complete list of the prospective bidders which attended the mandatory pre-bid meeting is attached.
Item 2 – A revised Figure 2 is attached. The revised figures indicates the location of required temporary security fencing. The fencing shall be a minimum of 6’ in height and constructed of chain link style fencing.
Location of a gate or temporary daily access point through the security fence shall be determined by the Contractor. The security fence is to be terminated at the north end at least 6’ into the adjacent wooded area and terminated at the south end at the corner of the eastern adjacent property fence (as indicated on the figure). The temporary fence shall be maintained throughout the site work and be secured whenever Contractor’s or Professional’s personnel are not on site.
Item 3 – After discussion with the City of Jackson GRT has learned the following information regarding asbestos abatement and demolition permitting: the Contractor will be required to connect to the fire hydrant in the Angling Road ROW to spray down the building to control dust and asbestos debris, fire hose will need to be supplied by the Contractor, an RPZ will be provided by the City to accommodate connection to the hydrant, an asbestos abatement letter will need to be provided to the City of Jackson to obtain a demolition permit, the City of Jackson intends to have staff on site during the demolition process to ensure NESHAP standards are followed.
Item 4 – Questions from prospective bidders:
Question #1 – Site Restoration: The documents indicate that we are only demolishing above-ground structures and cleaning up the site. What is the expectation regarding the site restoration pay item?
Answer #1 –The details of site restoration expectations are stated in Section 01025 Measurement and Payment, Item 8. Any maintained grass areas of the site that are disturbed by the Work are to be restored by the Contractor using means and methods as stated in Section 329200 of the specifications.
Question #2 – Utility Disconnections: How many services do you want us to disconnect? Specifically, is the water already disconnected, or should we plan to cap it off?
Answer #2 – Details regarding utility disconnections are as follows:
http://www.michigan.gov/SIGMAVSS
Gas and electric – GRT has opened a demolition project ticket with Consumers Energy. Preliminary information indicates gas and electric service have not yet been disconnected from the parcel.
Consumers (not the Contractor) will perform the disconnection work and provide GRT with a disconnection letter. GRT will provide the disconnection letter to the Contractor for use in obtaining a demolition permit.
Water and sewer – The City of Jackson has confirmed that water service to the parcel has been shut off. Further, the City of Jackson has confirmed that capping or disconnection of the water and sewer service lines to the parcel is unnecessary as no excavation is planned.
Question #3 – Pits and Drains: Please identify which site pits and drains need to be plugged.
Answer #3 – The details regarding which pits and drains need to be plugged are stated in Section 01025 Measurement and Payment, Item 7. The specific number and location of pits and drains will not be provided by the Professional and should have been identified by the bidder during the site walk.
Question #4 – Please specify the means and methods in which to plug drains that are encountered.
Answer #4 – Drains that require plugging are to be filled with a minimum of 4” of concrete to grade.
The entire below-grade length of piping associated with the drain need not be filled.
Question #5 – To confirm, all interior and exterior asphalt and concrete surfaces are to remain in place, correct?
Answer #5 – Correct. All concrete structures above grade which are exposed to the elements due to the Work (not those located outside of the existing structures) are to be removed, concrete flooring and other surfaces at grade are to remain in place.
Question #6 – Do field workers need to be 40 hr HAZWOPER certified to complete work at the site?
Answer #6 – Only as dictated by the applicable regulations governing building demolition work. The Professional is not requiring any additional 40 hr HAZWOPER certifications.
Question #7 – Is utility locating inside of the buildings required?
Answer #7 – No.
Question #8 – Have Gas and Electric been disconnected? Are those disconnection letters available?
(will be needed to obtain demolition permit)
Answer #8 – See Answer #2
Question #9 – Is temporary fence required around the entire perimeter of the job site?
Answer #9 – No. See Item #2.
Question #10 – Do vaults/pits filled with sand need to be compacted?
Answer #10 – No.
Question #11 – Is analytical data showing sand and/or topsoil to be free of contaminants required?
Answer #11 – No analytical data is not required. The sand and topsoil imported to the site may be determined “clean” by furnishing a certificate from the source.
Question #12 – Will you be publishing the sign in from the walk through?
Answer #12 – See Item #1
Question #13 – Can we encapsulate the Lead, Cadmium, Chromium paint for demolition in lieu of respiratory protection?
Answer #13 – All handling of Lead, Cadmium, Chromium containing paint must be done in accordance with all applicable safety and disposal regulations. If applicable regulations allow for encapsulation in lieu of respiratory protection, yes, encapsulation is acceptable.
Question #14 – Will the universal waste need to be manifested?
Answer #14 – Yes. As stated in the provided Universal Waste Inspection Report, “The disposal should be completed by a licensed waste hauler prior to commencement of demolition of the buildings.”
Question #15 – During the walk, it was stated all items on the survey must be abated. Typically, roofing does not get abated as it can be disposed of at a class 2 landfill. Is that allowed or will the roof need to be abated.
Answer #15 – All abatement and disposal must be conducted in accordance with all applicable regulations. If roofing material may be disposed of at a class 2 landfill according to the applicable regulations, that is allowed.
Question #16 – I only noticed one vault greater than 2’ in depth during the walk, are you able to provide additional information related to sizes and number of vaults to be backfilled?
Answer #16 – See answer #3.
Question #17 – Can you please specify how the site is to be graded? (specific concerns related to loading docks, want to make sure they don’t have to be backfill and graded so no ledges remain)
Answer #17 – Any ledges which were exposed to the elements (including all exterior truck loading docks) prior to the Work do not need to be backfilled and graded so no ledges remain.
Question #18 – Will there be any dewatering necessary? (noticed loading dock at building 3 was full of water on an aerial image)
Answer #18 – No.
Question #19 – Are there any site plans available showing the size/location/# of drains for estimating concrete quantities?
Answer #19 – No.
