About this file

This document is a quick guide for Wisconsin state signage Contract #505ENT-M06-SIGNAGECON-01, which is a cooperative contract available to Wisconsin municipalities through the Wisconsin Department of Administration's State Bureau of Procurement. The contract is established with Bureau of Correctional Enterprises (BCE), located in Madison, Wisconsin, with key sales contacts Paul Gradian (BCE Signage Sales Representative) and Megan Rodriguez (BCE Sales and Marketing Specialist). The contract is managed by Stacia Rice from the DOA State Bureau of Procurement.

The contract covers a comprehensive range of signage services including Adopt-a signs, ATV/Snowmobile signage, banners, plaques, crime prevention signs, exterior and interior signage, fire prevention signs, highway and traffic signs, hydro stripping, interpretive signs, NIMS signage, no smoking signs, park and recreation signs, posts, and street name signs. The contract is not mandatory but allows for P-Card usage and includes access to complete product listings and a signage catalog. A significant limitation applies under 2017 Act 146, which requires competitive bidding for any signage purchase exceeding $3,500, though purchases under this threshold may continue using the BCE contract without requiring a waiver from the Bureau of State Information. Signs are defined broadly to include all interior or exterior display items with associated hardware and components, and the contract explicitly excludes signage from state printing requirements under PRO-505.

Pursuant to 2017 Act 146, any purchase of signage that exceeds $3,500 must be competitively bid. Agencies will not need to obtain a waiver from BSI before soliciting competitive bids for signage. Signage that does not exceed $3,500 may still be purchased from BSI using this contract. "Sign" is interpreted to mean all interior or exterior items used to display a name, direction, warning or announcement posted for public display. This includes all hardware, components or accessories related to the value of the sign (e.g. posts, mounting rings, etc.) as it is installed if 1) those components would otherwise be purchased with the sign, 2) from the same supplier pool, and 3) on the same order or bid. Per PRO-505, Printing Definition, signs are not considered state printing.
