About this file
This document is a Professional Services Agreement between SHARP (Sacramento Housing Authority Repositioning Program) and an unnamed Consultant for conducting Rent Comparability Survey and Rent Reasonableness Studies. The agreement outlines the terms for professional services to be performed, with a contract term beginning in 2024. The scope of services, detailed in Exhibit B, appears to involve comprehensive appraisal and market studies for residential and/or commercial properties, ensuring compliance with industry standards including USPAP, HUD, CTCAC, and CDLAC regulations. The contract will enable SHARP to obtain necessary tools for ongoing rent reasonableness determinations on an as-needed basis.
The compensation structure is to be determined in Exhibit C (Payment Schedule), which was not populated in this template document. The agreement includes comprehensive insurance requirements, with the Consultant required to maintain multiple types of insurance including Workers' Compensation, Commercial General Liability, Comprehensive Automobile Liability, and Professional Liability Insurance with specific coverage limits. The Consultant will be responsible for all expenses related to the services, and payment will be made monthly based on submitted payment applications. The agreement is governed by California law and provides SHARP with significant flexibility, including the right to modify the scope of services and terminate the contract with appropriate notice.

Neither receipt of certificates, endorsements, or polices showing less or different coverage than required, nor any other forbearance or omission by or for SHARP, shall be deemed a waiver of, or estoppel to assert, any right or obligation regarding the insurance requirements herein.
