SFSIAQ17Q6002 A001 Q&A
Questions are listed in black below. The Government’s answers appear beneath each question in blue
1. I am looking at solicitation SFSIAQ17Q6002 and the past performance documents appear to have been fillable previously but are no longer fillable PDF format. Would it be possible to get these forms in a fillable format. Currently the PPIQ posted on FBO has the phase " insert name of offeror" in several spots and you can neither insert the name or remove the statement.
A fillable version of the form has been provided.
2. How many instructors do you desire/or anticipate will be required for each class of 25 students?
Please see section C which states: “The Presentation Team will include four presenters regardless of class size, not to exceed 25. The four presenters may include the Team Lead.”
3. Is this new work or current training?
Current Training
4. If current training, who is the incumbent and what is the contract number?
The incumbent is Genesis Worldwide Services Inc, contract number SFSIAQ16M0244.
5. Is there a particular curriculum that you desire the contractor to teach to? Or do you desire the contractor to propose and bring in their own curriculum and system?
We do not have an established or set curriculum. It evolves because there is so much that can be done at the fundamental level. One of the reasons that it evolves it that the offering is only
2.5 hours and focus of threats change based on what is happening in international environment. All proposed curriculum must be approved before conducting training.
6. Referencing the BPA, does the government anticipate any OCONUS Support or outside the DMV Area CONUS? If so, what arrangements would be made for this i.e. Travel Cost and other expenses are Cost Plus or Cost Reimbursable?
We do not anticipate OCONUS or CONUS travel although we have engaged in CONUS travel in the past. The Government may request travel in accordance with Section G.2-G.5 of the solicitation. If required, travel will be treated as a direct reimbursable expense, funded in advanced via BPA calls and in accordance with Sections G.2-G.5.
7. As the Solicitation under C.1 of the PWS states that prior authorization is required for subcontracting under this effort, will the approval to subcontract come through the award of the BPA, or will the consent come with the issuance of the BPA Call order?
Subcontractors may be proposed within the quote at time of quote submission. However, addition of new subcontractors after the time of BPA award will be subject to approval by the CO.
8. As the Solicitation contains requirements to be adhered to regarding subcontracting in Sections E, H, and I, does the Government have guidance regarding subcontracting to include in other sections of the Solicitation?
See question 7. Please see the revisions in Section H which has been updated to reflect subcontracting “if applicable.” Clause 52.244-6, “Subcontracts for Commercial Items” has been removed from Section I.
9. For either Part One or Part Two are there any specific styles of Personal Defense techniques that the DOS “does not” want demonstrated or given instruction on? (For example; No Mixed Martial Arts techniques, or no U.S. Army Combatives?
Instruction shall not include in any way weapons techniques or choke holds/choking techniques. All instruction shall be defensive in nature. Please see updated language in Section C.
10. Are the 3-6 Basic Personal Defense Teenager Classes in addition to the 12-17 Basic Personal Defense Adult Classes listed in the Purpose Statement Section C.1 of PWS (“The two and a half hour program is offered approximately twelve to seventeen (12-17) times a year, and utilizes a variety of techniques and information in order to maximize the effectiveness of the program.”)?
Yes. The classes for Teenagers are in addition to the Adult classes. The numbers provided in the solicitation are estimates only. Actual offerings may not fall within the estimated ranges.
11. Does the COR/GTM want to approve initial course outlines, presentations, and Basic Personal Defense instructions for both Part One and Part Two prior to the initial post award orientation meeting with them onsite at FSI?
No. However, these will be discussed during the orientation meeting. Also please see the answer to question 5.
12. [What] additional qualifications that might be needed to apply for the position?
Please review the Qualifications section in Section C.1.
