Advanced Negotiations
1. Can two woman-owned small businesses team on this proposal, with one serving as prime contractor and one as subcontractor to the prime?
Yes this is fine.
2. On page 9, it states that, "No part of the services to be performed under this agreement may be subcontracted...." We assume this means subcontracted after the award of the contract, but does not preclude a prime and subcontractor working as a team to submit a proposal. Is this correct?
Yes this is correct. Subcontractors after award must be approved.
3. Re CLIN001, are the estimated hours applicable to delivery of one session? In other words, if the course is given 5 times, the contractor would be expected to deliver it within 23 hours each time. Is this correct?
For each time the contractor is called upon to deliver this segment, CLIN001 includes up to 15 hours of delivery time with an allowance for additional prep / video review time, etc. (if required) for a total of up to 23 hours.
4. Re CLIN001, on page 11 of the RFP, it states, "After completion of the simulation, complete an in-depth preparation for the debriefing and one-on-one feedback sessions." The contractor may be given student questions for which he/she would have to develop answers prior to the debrief sessions, deliver the debrief focused on the student's questions, deliver a series of individual student feedback sessions, deliver a presentation on a topic identified by the course coordinator, and/or observe video playbacks from the simulation and provide critiques. Is the time to perform these tasks included in the estimated 23 hours for each delivery?
Yes, this is included in the 13-15 hours of class delivery time and up to 8 additional hours allowed for prep time / video reviews / student evaluation write ups for a total of up to 23 hours (including in-class delivery).
5. Re CLIN001, on page 11, the RFP specifies administrative duties of the contractor, which includes preparing and providing customized materials and presentations to the course coordinator in advance. Is the time for these activities included in the estimated 23 hours?
Yes, although FSI will provide materials related to the existing scenario for this CLIN.
6. Re CLIN001, page 10 of the RFP states that the contractor will use an existing module, yet page 11 (as noted above) states that the contractor may be asked to prepare customized materials. Does this mean prepare a new customized course? What does "customized" mean in this context?
For this CLIN, materials preparation refers not to new course creation but to materials necessary for the delivery/presentation of topical lectures or student feedback / debriefings.
7.Re CLIN004, page 12 of the RFP indicates it is to be bid as a bulk rate.
Is this to be Firm Fixed Price or fixed hourly rates on a time and materials basis?
This is a firm fixed price (not hourly) for the design of a multiday simulation or simulations(s), including related exercises and debriefing materials comprising a total of 15 hours of class time. This is more of a one-time design.
8.Re CLIN003 and CLIN004, page 12 states that, "The contractor will develop and deliver a module, workshop, lecture, or segment based on familiarity with course goals and grounded in adult learning theory." Does the course have to be developed as a module in accordance with a formal Instructional System Design and, if so, which one does FSI use?
No.
On page 13 of the RFP, does the information under the bold "Other” heading apply only to CLIN004, to CLIN003 and CLIN004, or to CLIN001 through CLIN004?
As stated in the solicitation, “Offerors also applying for CLIN004 (the new simulation design segment) are encouraged to submit proposals or outlines of their proposed simulation.” However applicants to other CLINS may submit additional supporting materials as desired.
