II. Background

The Foreign Service Institute (FSI) provides training and professional development to personnel of the Department of State and other foreign affairs agencies of the U.S. Government. The School of Professional and Area Studies orients new State Department and other USG employees to the foreign affairs environment;

provides high-quality job-related training for Foreign and Civil Service personnel in the Administrative Management, Consular, Economic, Political, and Public Diplomacy areas; improves the professional skills and abilities of Department of State Office Management Specialists and Office Support Personnel; enhances functional and management skills of the Foreign Service National staff; and provides employees of foreign affairs agencies knowledge about foreign countries and regions and an understanding of American interests and policies related to those countries and regions.

With this Blanket Purchase Agreement (BPA), the Foreign Service Institute is actively seeking individual contractors for a variety of regular work schedules or occasional, intermittent activities under the School’s Political Training Division (POL). The primary mission of the POL is to train Foreign Service, Civil Service, Foreign Service National and other U.S. Government Employees to represent United States Government interests both abroad and in Washington. POL conducts Tradecraft courses to train entry-level Foreign Service officers for their initial assignments, and offers courses to mid-level officers in a wide-range of relevant subjects: including advanced skills in international (government to government) negotiation, multilateral diplomacy, arms control and nonproliferation, congressional relations, intelligence and foreign policy, combating terrorism, labor officer skills, and orientation courses for the PRM, INL, and Legislative Affairs bureaus.

Successful contractors may join an existing training or program management staff composed of government employees and other contractors. The work may be conducted in large or small group classrooms, at FSI or other locations, both local and at overseas posts.

III. Purpose

This will be a Blanket Purchase Agreement (BPA) effective for the entire period specified. This solicitation will result in a pool of external trainers, consultants, and coaches contracted via intermittent, part-time, or full-time multiple award agreements. This BPA is not for United States Government Civil Service jobs. Performance of these services will occur only as authorized by specific task orders detailing dates, tasks and schedules. There will be no limit to the number of orders issued under the BPA. The government may issue orders requiring services at multiple locations. There is no specific commitment by either party, until dates, task and schedule are mutually negotiated by individual order.

We intend to issue orders to many individuals to deliver specialized knowledge on topics that will be relevant to employees of the Department of State and of other Foreign Affairs agencies, including but not limited to advanced skills in international, government to government negotiation. No part of the services to be performed under this agreement may be subcontracted, and no obligation or duty arising out of the individual order may be transferred, or assigned, without the prior authorization of the Contracting Officer. Orders will be issued under this BPA based upon the government’s need and according to FSI’s determination of what is most advantageous to the Government. FSI does not guarantee any minimum level of work under any resultant BPA.
