About this file
This Single Feasible Source Purchase Form pertains to a statewide poison control hotline service to be provided by the Missouri Poison Center (MPC) on behalf of the Missouri Department of Health and Senior Services (DHSS). The procurement seeks twenty-four hour, seven-day-per-week hotline services staffed with medical personnel to handle inquiries related to poison control and various public health emergencies. The contract period runs from December 1, 2026 through November 30, 2027, with two optional one-year renewal periods available. The requisition number is RQ002700019, and the SFS number is STATE 0000000569SL. Procurement inquiries should be directed to Ariel Bradford, the designated buyer, at 573-751-2497 or via email at Ariel.Bradford@oa.mo.gov and purchmail@oa.mo.gov.
The Missouri Poison Center qualifies as a single feasible source provider under Missouri Revised Statutes section 34.044 because it is the only poison center in Missouri certified as a regional poison control center by the American Association of Poison Control Centers, as required by RSMo 190.353.1. This proprietary requirement—combined with MPC's current status as the sole provider of poison control services to Missouri—establishes the single feasible source justification. The acquisition is funded through House Bill 10.755 appropriations to DHSS for poison control hotline services.

Single Feasible Source Purchase
Title:
Poison Control Hotline
Description:
The Department of Health and Senior Services (DHSS) requires a contract to provide statewide, twenty-four (24) hours per day, seven (7) days per week services for a poison control hotline, staffed with medical personnel to handle inquires specific to a variety of public health emergencies, including poison control and public health calls
The Missouri Poison Center (MPC) currently provides sole source poison control services to Missouri and may advise on public health emergencies. MPC is the only poison center in Missouri certified as a regional poison control center by the American Association of Poison Control Centers, as required in section 190.353.1, RSMo. Since MPC is the only poison center in Missouri and since House Bill 10.755 provides funding for DHSS to provide a Poison Control Hotline, MPC qualifies as a single feasible source for the hotline in Missouri.
According to RSMo 34.044, a single feasible source can be utilized when the service requirement is proprietary and only available from a single provider. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
