STATEMENT OF WORK
STATEMENT OF WORK
FY-23 FI PPE-STRUCTURAL GEAR ADVANCED CLEANING, INSPECTION, CERTIFICATION AND
CORRECTIVE MAINTENENACE (CM) CONTRACT
1.0 BACKGROUND: F&ES PPE Structural Sets located in NRSW require PM to keep them in working order for
Fire Fighter personnel use. PPE Structural Sets also require CM when unscheduled corrective maintenance is needed due to tears or malfunctions as they occur, or as detected during PM performance. NRSW does not have the organic capability to provide Preventive Maintenance (PM) via cleaning & certification or Corrective Maintenance (CM)/repair services, and therefore, contractual support is necessary.
2.0 SCOPE - This contract is for government owned Fire and Emergency Services (F&ES) Personal Protective Equipment (PPE)-Structural Sets located within Navy Region Southwest (NRSW). A set includes one Structural coat and one Structural pant. This is a non-personal services contract with a Firm Fixed Price (FFP) component covering Preventive Maintenance (PM) to include Advanced Inspection, Cleaning and Certification and a Time and Material component covering any Corrective Maintenance (CM) repairs, as required. This contract will provide PM, & CM as needed, for 960 sets/1,920 pieces over each 12-month period of performance or contract year.
2.1 The contractor shall provide PM and CM to F&ES PPE Structural Sets located at Fire Stations on
Multiple Installations across NRSW as listed in SEC 6.4.
2.2 The contractor shall provide all consumables and tools required to clean, inspect and/or perform corrective maintenance on all PPE structural sets at all locations up to 960 sets/1,920 pieces per contract year.
2.3 PM schedule shall also be used in identifying potential problems and rendering CM before the PPE Structural Set becomes unusable.
2.4 Individual PPE Structural Sets may move to another location due to operational commitments at other Installations. Attachment 1 lists the approximate number of F&ES PPE Structural Sets located at each site.
2.5 The amount of structural sets at each site may change due to firefighter movements from one location to another.
2.6 Total structural sets to be serviced will remain the same.
3.0 OBJECTIVES: The general objective of the contract is to maintain F&ES PPE Structural Sets within NFPA, manufacturer and Government specifications by having a scheduled preventive maintenance (PM), with the performance of corrective maintenance (CM), as required.
3.1 PM schedule shall be used in identifying potential problems and rendering CM before the PPE Structural Sets become unusable. CM shall be used to identify damaged or expired ensembles deemed Beyond Economical Repair (BER).
3.2 Final determination for BER shall be by the Contracting Officer Representative (COR) and the TPOC.
3.3 Any sets requiring repair, deemed BER, or are expired, must be reported to the Installation Fire Chief, the COR & the TPOC by the end of the day of service or within 24 hours of discovery.
