About this file
This document contains questions and answers regarding solicitation N0024423R0030 from the Department of the Navy Naval Supply Systems Command for preventative and corrective maintenance of personal protective equipment (PPE) structural gear for the Central Northern Regional Southwest Wildland Fire Council (CNRSW). The solicitation seeks a contractor to provide cleaning, inspection, repair and replacement services for 1,920 structural firefighting coats, jackets, pants and bunker gear over a one-year period on a per-piece pricing basis. Key requirements include the contractor identifying variances in quantities exceeding 5% and coordinating directly with each fire agency's PPE point of contact to schedule cleaning and repairs. The questions and answers clarify terms and requirements around expiration dates, jumpsuit references, pickup and delivery without base access, and freight cost estimates for bidding purposes.

Q&As
1. Does each fire fighter have two sets of turnouts?
Answer: No, currently every agency in CNRSW needs assistance for acquiring 2 sets for all organization members to be 100%.
1. NFPA designates DOM (Date of Manufacture) as the date to be used for reporting. May we instead use that date, rather than expiration date?
Answer: Yes, expiration date is 10 years to the day of the DOM (date if manufacture).
1. Please clarify how contractor will know when ensembles will be put into service in IAW 10.6.3 Contractor shall be responsible for identifying variances greater than 5% and shall forfeit any claim for equitable adjustment should it fail to notify the COR within 60 days from date the additional ensembles (that exceeded the 5% limit) were put in service.
Answer: Ensembles are put into service by each agency PPE POC and master tracked both in ESAMS and on flank speed per each member receiving any PPE garment. Link belo. The contractor can be sent the excel spreadsheet master distro for awareness and service acceptance tracking of all new issued garments.
1. Volume III Pricing refers to NFPA Inspection Jumpsuit (Thermal Barrier and Moisture Barrier) and repairs to Jumpsuits. There is no mention of Jumpsuits in the SOW. Please clarify.
Answer: Apologies, miswording and meaning is jacket and pants or full turnout set when put together instead of separate jacket and pants.
1. Please clarify on 11.2.1 Routine COR request that the items will arrive clean as it violates NFPA 1851 standards to bypass the cleaning process to go directly to the repair room and potentially contaminating equipment and gear owned by others. Would it be possible to have a cleaning added as a repair if units were to arrive not cleaned? There is a test which can be completed if gear does not appear clean.
Answer: To limit liabilities, I would recommend anything going to repair if not new from manufacture under warranty to go through cleaning process prior to repairs being conducted. Takes human error out and guarantees no cross contamination.
1. Please clarify how contractor will know 10.2.4 in PWS, which states “Any Structural Set that is unavailable for PM but is listed as an asset to receive PM will be noted on the Work Summary Report and the COR notified of said deficiency so it may be addressed with the Installation Fire Chief.”
Answer: Contractor will be in contact directly with each agency PPE POC for scheduling and will make sure a proper schedule for cleaning meets all requirements and is processed and readily available. We have done this in the past and those who are not on duty are taken care of those on. A cleaning schedule works best for us in this situation for each installation PPE POC.
1. Please clarify how pick-up and delivery as referred to in SOW Paragraphs 4.1.3, 4.1.6, 4.1.7, 7.1.12, 11, will be possible without base access?
Answer: Pick-up will be via courier (DHL, Fedex, USPS, etc…)
1. Form 1449 CLIN 0001, 2001 and 3001 has a breakdown of 1920 pieces (that is Coats and or Jackets total possible) and the Volume III pricing template has 12 months. Can you please clarify how this is to be priced for bid submission? Will this be a lump sum FFP based on the 1920 pieces paid over 12 months or invoiced on a per piece basis as described in Volume III Pricing Template has NFPA Inspection (Thermal Barrier and Moisture Barrier) and NFPA Inspection Jumpsuit (Thermal Barrier and Moisture Barrier) Type Bunker Jumpsuit. Can you please clarify what is referred to here and where it is explained in the SOL or SOW please.
Answer: 12-months was erroneously entered. It will be by piece, so a revision of the spreadsheet will be posted displaying a quantity 1,920 instead of 12.
1. Volume III Price Template is requesting freight estimates for various bases and amounts, close to the total amount of units available. Please clarify where this is applicable with freight being included.
Answer: This portion of the pricing spreadsheet it to display the cost of shipping 5 and 100 pieces. This only for estimating and price evaluation.
