SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1. Agency Background. Court Services and Offender Supervision Agency for the District of Columbia (CSOSA) is an independent, federal Executive Branch agency. The agency consists of 850+ federal employees in the District of Columbia. CSOSA’s Community Supervision program constitutes the probation and parole system for adults in the District of Columbia. CSOSA’s approach to community supervision emphasizes assessment, intervention, and accountability. In addition to the conditions of release imposed by the Superior Court for the District of Columbia (for individuals on probation) or the United States Parole Commission (for individuals on parole or supervised release), CSOSA develops an individualized supervision plan for each person entering supervision. Based on a comprehensive assessment, this plan identifies the person’s specific risk level and needs, as well as the specific program strategies that can be employed to meet those factors. This program strategy, coupled with stringent standards of contact and surveillance helps CSOSA protect the public and provide the men and women we supervise with the services they need to improve their lives.

The key to upholding CSOSA’s mission is the ability of staff to use technology to increase public safety and reduce recidivism among the supervised population. To do so, our information technology and research and evaluation staff must be fully trained and proficient in implementing innovative technologies that support the monitoring of offenders under its supervision while providing aggregate information for logistical and strategic agency planning within the field of community corrections.

C.2 Objectives. The vendor should be able to provide CSOSA with an overview, lectures, exercises and materials that will allow OIT employees to further explore, understand and implement solutions that use the various components and features of the Microsoft Power Platform. Courses may be live-virtual, online self-paced, or blended. Some topics may be covered using the Microsoft Official Curriculum (MOC); however, the agency is looking for creative/innovative training geared toward adult learning that is not dependent on the MOC.

Flexibility for the instructors/students is paramount, which the MOC may not provide.

Delivery should be limited to 4-5 hours a week and spread out over the course of six (6) months.
