adjust, and perform scheduled preventive maintenance. Qualified technicians must have a minimum of three

(3) years of experience, in the servicing of similar types of maintenance, to perform work on this contract.

Qualified technicians shall be Cyberex certified. All certifications shall be submitted to the Contracting Officers Representative prior to the badging process.

3.1 Service Schedule

The contractor shall schedule preventive maintenance services to include the following:

Visual Inspection Program (section 3.2) Every Year Update PDU Software to Latest Version (section 3.3) Every Year Grounding Analysis (section 3.4) Every Year PDU Panelboard Circuit Breaker Maintenance (section 3.5) Every Year PDU Calibration (section 3.6) Every Year

a. Calibrate all Cyberex PDU equipment in building 23 (42 main units) - Every Year

b. Calibrate all Cyberex PDU panel units in building 23 Every Year

c. Calibrate all Cyberex PDU individual branch circuits in building 23- - Every Year

3.2 Visual Inspection Program

The contractor shall perform a complete visual inspection of the internal sub-assemblies, wiring harnesses, contactors, cables, major components, and check for proper clearance around the unit.

3.3 Update PDU Software to Latest Version

(a) The PDU equipment shall have the software/firmware reviewed to make sure they have the latest version. If there is a newer version of software or firmware, then the contractor shall update/replace the software/firmware with the newer version.

(b) The contractor shall install or perform Engineering Field Change Notices (ECN) as required to update the system. Preventive Maintenance usually requires a shutdown to ensure electrical connections integrity.

(c) The contractor shall input into the new software the same program set data as was in the old software.

3.4 Grounding Analysis

Grounding systems are an important part of the overall skim to reduce electrical and field transients. By maintaining a constant steady ground plane the equipment grounding circuits will protect the shell of the equipment. By having a constant grounding circuit the transient protection devices can function properly. A building grounding shield for the room will reduce any electro-magnetic field transients (protection from EMP) ( Electro-Magnetic Pulse).

3.4.1 Grounding Systems

Building 23 has the following grounding systems:

a) Power System Grounding (NEC)(NFPA 70)

b) Sign al Reference Grounding (IEEE std 142-1991)

c) Lightning Protection Grounding

3.4.2 Bond Resistance Test

Resistance of any bond connection cannot exceed 0.5 milliohm. Rework

SECTION C - SPECIFICATIONS/SOW/SOO/ORD (CONTINUED)

bonds that exceed this resistance at no additional cost to the Government.

3.4.3 Measure System Ground to Building Ground:

Building 23 should only have one main grounding point. If there is more than one ground it shall be noted on the contractors report. The contractor shall measure and record the resistance between building ground and the following:

• The grounding circuit at each PDU.

• The ground circuit at each PDU.

• The panel bonding point of each PDU.

All ground and grounding circuits shall originate electrically and physically from the same main bonding point. The contractor shall note in his report any downstream grounding circuits from the main bonding point.

3.4.4 Floating Ground Verification Test:

Transformers that have a floating ground circuit shall be measured and values recorded as follows:

• Measure and record the voltage between the floating ground circuit and the grounding circuit.

• Measure and record the voltage between each power leg and the grounding circuit.

• Measure and record the resistance between the floating ground circuit and the grounding circuit (if voltage measured zero then measure the resistance).

3.5 PDU Circuit Breaker Maintenance

PDU Branch Circuit Breakers:

The branch circuit breakers in the PDU panel boards shall be monitored and calibrated as a part of the preventive maintenance.

• When scheduled preventive maintenance requires cycling the circuit breakers shall be cycled.

3.6 PDU Calibration

(a) The contractor shall perform calibration work on all Cyberex PDU units located in Building 23. The contractor shall calibrate all Cyberex PDU, Cyberex panels, and Cyberex branch circuits. The contractor shall provide a detailed report on the calibration of the Cyberex equipment (3 copies). DSCC Installation Support Electricians will be on the job site to supply information and support, as required, during calibration. Coordination of calibration, testing and inspection of completed repairs will be conducted by the COR and the site electrical support staff.

(b) Performance Requirements:

The contractor shall perform calibration of all Cyberex PDU equipment (approximately 42) to within an accuracy of 2%. The items calibrated for each PDU shall include the following:

• PDU input voltage (line to line)

• PDU input voltage (line to neutral)

• PDU input current 3 phase line (Each phase)

• PDU input current (line to ground)(floating)

• PDU input power KW (Each Phase)

• PDU input power KVA (Each Phase)

• PDU input power factor PF (Each Phase)

• PDU input energy KVAH (Each Phase)

• PDU input energy KWH (Each Phase)

• PDU input load “load & crest factor” (Each Phase)

Branch.

(c) Reporting:

The Contractor shall provide three (3) copies of a written report to the (COR) Contracting Officers Representative of all calibration data and any problems discovered while calibrating equipment.

The contractor shall recommended any future maintenance and repair work that may be required on these units.

3.7 Written Report on Preventive Maintenance Services

Preventive Maintenance requires monitoring the system over a long period of time. By comparing the values of the different test preformed in the past with the present condition a truer picture of the system appears.

Recording the results of each test / evaluation gives the base line for future evaluations.

(a) Reporting:

The Contractor shall provide three (3) copies of a written report to the COR (Contracting Officers Representative) of all testing and/or evaluations and any problems discovered while testing equipment.

Report shall include:

• Which PDU had software updates (section 5.2)
