1. BACKGROUND : In support of Forward Deployed Naval Forces (FDNF), Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Detachment Yokosuka has a requirement for procurement of industrial liquid nitrogen.
2. SCOPE : The Contractor shall provide liquid nitrogen, Type II, Grade A, per reference (a) and Grade L per reference (b). Both specifications must be complied with to meet the overall requirements. This contract includes the contractor delivery of liquid nitrogen and contractor filling of U.
S. Government owned tanks/dewars. The gas quantities are the estimated total requirements over the period of performance. However, it is estimated that a maximum of 5,500 liters and a minimum of 500 liters of liquid nitrogen will be required during any single delivery. The government representative will coordinate the delivery dates, times, and approximate quantities with the Ordering Officer (OO) in Fleet Logistics Center Yokosuka (FLCY) contracting office, and the OO will issue a Delivery Order (DO) under this contract for each requirement. For normal operations, the Contractor shall provide gases within five (5) business days after notification of the requirement from the OO.
3. DELIVERABLE ITEMS : A Certification Report shall be provided with the first delivery each fiscal year (October-September) to the PSNS & IMF Contract Representative. The Certification Report shall include the following information at a minimum.
3.1 Contractor shall provide Certifications of Compliance to certify that the nitrogen and the processes meet the requirements of the specifications of reference (a) and reference (b).
3.2 The Government reserves the right to request certification more often (i.e. in case there appears to be a problem with the product provided).
If a problem with the quality of the product should arise, the Government shall have the option of requiring certification upon each delivery until the problem no longer exists
3.3 Contractor shall provide Certificates of Compliance to the PSNS & IMF Contract Representative for reviewing, approving and maintaining certifications for use of nitrogen in nuclear applications.
A) Contractor standard format is acceptable, but shall include the wording "ALL ITEMS FURNISHED ON THIS CONTRACT ARE IN
FULL COMPLIANCE WITH ALL SPECIFICATIONS AND CONTRACT REQUIREMENTS."
3.4 Certifications shall directly identify the item being furnished, the Government contract number, and the specification number. The certifications shall be signed by an authorized official of the Contractor designated as being responsible for quality assurance. The certifications are to accompany the lot of material shipped to which they apply.
3.5 Each delivery a chemical analysis shall be provided. The chemical analysis does not need to be included on the certification. A separate certificate of analysis is acceptable, but shall break out the chemistry as required by the respective certifications as to the elements tested for if needed to check nitrogen due to problems.
4. CONTRACTOR FURNISHED MATERIAL : The Contractor's delivery tanker (tank truck) and supply hose capable of delivering to the Government owned tanks.
5. GOVERNMENT FURNISHED PROPERTY : The nitrogen storage tanks and dewars being filled is furnished and maintained by PSNS & IMF.
The PSNS & IMF maintained tanks consist of three (3) stationary PERMA-CYL 1500-liter capacity liquid nitrogen storage tanks and two (2) portable MEGA-CYL 1000-liter capacity liquid nitrogen storage tanks manufactured by Chart Industries. Filling services for dewar may be up to 30 liters.
5.1 Tank Fill Connection: The tanks have a fill connection fitting that is stainless steel male threaded, 0.750 inch, 16UNF, with a 37-degree flare designed for 0.5-inch diameter tubing.
5.2 Tank Pressure: PSNS & IMF will operate the storage tanks while they are being filled to maintain a pressure between 100 and 150 pound per square inch or as otherwise discussed with the Contractor.
5.3 Tank Locations: When being filled the tanks will be located on Berth 10, 11 or 12 at U.S. Fleet Activities Yokosuka.
5.3.1 The three (3) PERMA-CYL 1500-liter capacity tanks are housed inside of a small enclosure located along the seawall side of Berth 12 between the 550 foot and 600 foot markers. These tanks are stationary and cannot be moved when full.
5.3.2 The two (2) MEGA-CYL 1000-liter capacity tanks are portable when full and will be either moved to Berth 12 in advance of filling or will be located at Berth 10 or 11. PSNS & IMF will arrange with the OO the specific location where these tanks will be filled when issuing a DO to request a fill. After filling PSNS & IMF will relocate these tanks to the desired location, if necessary
5.3.3 Berth 10/11 is inside of the PSNS controlled Security Enclave fenced area. Access to this area will be approved by PSNS Security during periods of elevated security. When the elevated security level in the Enclave area is established, the Contractor must be escorted at all times by PSNS personnel, and cannot have vehicles other than the liquid gas supply vehicle and the company escorting vehicle inside the area. Once filling operations are complete, the Contractor will be escorted out of the area by PSNS personnel. When the security level in the Enclave area is lowered, the Contractor may enter and exit the area unescorted. Additional company vehicles may be allowed in the area with PSNS Security concurrence.
5.4 Dewars: The Contractor shall provide filling services for dewars in which the liquid nitrogen can be filled in up to 30 liters. Dewars will be brought to the designated tank fill location.
6. QUALITY ASSURANCE REQUIREMENTS : The Contractor is solely responsible for the quality of supplies delivered.
7. SECURITY REQUIREMENTS : The Contractor delivery personnel shall comply with reference (c) to gain access to U.S. Fleet Activities Yokosuka. 10.3 Environmental and Safety : The Contractor shall have a well-established standardized safety program. Safety standards should meet and preferably exceed those set by the Compressed Gas Association (CGA) and the Department of Transportation (DOT). The Contractor shall also be able to provide published safety information (Safety Data Sheets) for each of the types of compressed gas provided.
