About this file

This is an informational document issued by the State of Michigan's Department of Technology, Management & Budget (DTMB) regarding the Service Disabled Veteran Owned Business (SDVOB) preference program applicable to state contracts. The document outlines Michigan's commitment to service-disabled veterans through a 10% pricing preference on State of Michigan contracts pursuant to Public Act 91 of 2005. To claim the SDVOB preference when bidding on state projects, businesses must demonstrate eligibility by submitting specific documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, businesses may provide National Veterans Business Development Council (NVBDC) certification as verification of eligibility, subject to specified conditions.

The document clarifies that the State of Michigan does not pre-certify SDVOB businesses and does not accept federal certifications from the Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). A service-connected disability is defined under 38 USC 101(16) as a disability incurred or aggravated during active military, naval, or air service, and qualified businesses must be 51 percent or more owned by one or more veterans with such a disability. Additional details regarding the SDVOB preference are available through the SDVOB Preference Fact Sheet on the DTMB website.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
