About this file
This document is an informational sheet regarding the Service Disabled Veteran Owned Business (SDVOB) Preference program administered by the State of Michigan's Department of Technology, Management & Budget (DTMB). The State of Michigan provides a 10% pricing preference for businesses owned by qualified service-disabled veterans when bidding on State of Michigan contracts. To claim this preference, vendors must indicate SDVOB status in their bid response and provide required documentation, including proof of service and discharge (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of business ownership through appropriate legal documents or National Veterans Business Development Council (NVBDC) certification. The state does not pre-certify businesses as SDVOBs and does not accept federal verification databases such as CVE or SBA VetCert.
A qualified SDVOB is defined as a business entity that is 51% or more owned by one or more veterans with a service-connected disability, where service-connected disability is specifically defined as a disability incurred or aggravated during active military, naval, or air service as described in 38 USC 101(16). Vendors seeking to utilize this preference on the Michner Plating Building Demolition project (761/23415.SAR) in Michigan must ensure compliance with these eligibility requirements and submit appropriate documentation with their bid. Additional details regarding the preference program are available through the SDVOB Preference Fact Sheet referenced on the DTMB website.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
