About this file
This is an informational document issued by the State of Michigan's Department of Technology, Management and Budget (DTMB) regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program applicable to state contracts. The document outlines Michigan's commitment to providing pricing preferences for businesses owned by veterans with service-connected disabilities bidding on State of Michigan projects. The SDVOB preference program grants eligible businesses a 10% pricing preference when submitting bids on state contracts. To claim this preference, vendors must indicate SDVOB status in their bid response and provide specific documentation including proof of service and discharge status (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of business ownership through appropriate legal documents. Alternatively, the state will accept National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions.
The state does not pre-certify businesses as SDVOBs and does not accept federal certifications from the Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). Eligibility requirements define a service-connected disability as one incurred or aggravated during active military, naval, or air service in accordance with 38 USC 101(16). A "qualified" business entity is defined as one that is 51 percent or more owned by one or more veterans with a service-connected disability. This preference applies to the Maybury State Park Entry Road Replacement project (751/26110.KMM) in Michigan, establishing that SDVOB-certified vendors may receive preferential pricing consideration when bidding on this state procurement opportunity.

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference
About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
