About this file
Summary
This is a scope of work document and construction plan set for the Iowa Department of Public Defense regarding hydrant replacement and water main repairs at Camp Dodge in Johnston, Iowa under RFB solicitation number 542SI423AE. The project encompasses Service Avenue water repairs including the removal of one fire hydrant assembly and installation of one replacement hydrant assembly, removal of four bollards, concrete pavement removal and replacement, subgrade and subbase preparation, hydraulic seeding, painted pavement markings, and temporary traffic control measures. The base bid includes 110.9 square yards of 7-inch PCC pavement, 56.8 square yards of pavement removal, topsoil salvage and respread of 24.7 cubic yards, excavation export of 33.0 cubic yards, and associated utility isolation procedures for water service interruption. An alternate bid option is available that includes additional work for water valve replacement (one 12-inch and one 8-inch gate valve) with corresponding additional pavement patches of 29.9 square yards and valve shutdown/startup procedures. The bids were due September 10, 2026 at 1:00 p.m. CDT, with the solicitation opening on August 20, 2026. Final construction plans were dated August 17, 2026, with previous plan submissions at 30%, 90%, and final stages.
Bidders must submit a single lump sum bid for the complete scope of work through the Items section of IMPACS with all bids remaining sealed until closure. Contractors are required to perform hydrant replacement sequentially to minimize water service disruption across multiple Camp Dodge buildings and must comply with erosion control requirements, SUDAS Section 9020 seeding standards, and temporary traffic control measures outlined in the plan details. All excavated soils and pavement removals must be disposed of at the Camp Dodge Aggregate Collection Point approximately 1.7 miles north of the project site. The State of Iowa reserves the right to take up to sixty days from invoice submission for payment processing under Iowa Code 8A.514. Inquiries regarding the solicitation should be directed to Issuing Officer Philip Payton at 515-975-6211 or philip.payton@dpd.iowa.gov.
