Section M. – Evaluation Criteria

Evaluation Criteria The technical proposal will be evaluated based on the following factors, which are listed in order of importance in descending order:

Factor 1 - Technical Approach Factor 2 - Proposed Personnel Factor 3 - Management Plan Factor 4 - Small Business Participation

Based on the nature of this sole source award, the Contracting Officer has determined that Past Performance need not be evaluated for the acquisition based on the incumbent’s previous performance.

Factor 1 - Technical Approach The quality of proposed strategies to accomplish each individual task will be evaluated based on how well they will satisfy the goals and objectives of the PWS:

• The offeror’s proposal demonstrates a thorough understanding of the purpose and context of the PWS in its entirety, the major issues and objectives, and how they relate to each task.

• The quality of the activities proposed to accomplish each task, including the clarity, feasibility, creativity, and soundness of plans for carrying out each task, anticipated challenges in addressing the proposed research questions, and recommended solutions.

Factor 2 - Proposed Personnel The technical qualifications of the proposed personnel will be evaluated on a pass/fail basis as to whether they have the experience to meet the goals and objectives of the SOW:

• The relationship between experience, technical training and other qualifications of proposed personnel and the specific work to be completed is clearly identified and appropriate for the task(s) to which they are assigned. In addition, the proposal shall name proposed key personnel, and key personnel assigned to this project must demonstrate the appropriate experience for tasks for which they are proposed. Offerors shall discuss staff qualifications in the main body of the proposal and not simply list possibly relevant items in resumes.

• Offerors shall submit current vitae for all proposed professional staff for the study, including any subcontractors or consultants. The vitae shall document relevant experience, educational background, publications, and professional activities. A letter of commitment from all proposed consultants and professional staff not currently employed by the offeror shall be included.

Factor 3 - Management Plan The offeror’s proposal provides procedures for performing tasks to meet contract requirements in an efficient and effective manner, procedures for controlling work performance, assigning responsibilities, promoting communication, resolving problems, coordinating work of sub-contractors and consultants, and ensuring work quality and timeliness.

Factor 4 - Small Business Participation

The offeror’s proposal provided an approach where substantive work in a meaningful capacity is performed by small businesses, rather than an approach where only menial work is performed by small businesses.

If the offeror is itself one of these socio-economic small business concerns, they will not need to identify one of these specific socio-economic small business concerns as a subcontractor partner and will receive a pass for this evaluation factor.
