Task Order Title: Annual Report and Information Staff (ARIS)
Task Order Type: CR
Performance Work Statement Performance Period: June 1, 2022 – November 30, 2023
At time of task order issuance, the tasks that are included in the extension period are prescribed below.
This Performance Work Statement (PWS) should be read in conjunction with the Performance
Work Statement for this task order, which sets forth additional instructions and requirements.
The PWS is divided into 7 tasks:
Task 1: General Management

Task 3: Digest of Education Statistics
Task 4: Indicators of School Crime and Safety
Task 5: International Surveys
Task 6: Special Projects
Task 7: Modernization
Task 8: Transition (OPTIONAL)
I. Scope of Work
Background
The Annual Reports and Information Staff (ARIS) has responsibility for major annual reports, including the Condition of Education (CoE), Digest of Education Statistics, and Indicators of
School Crime and Safety (ISCS). In addition to these annual reports, ARIS has responsibility for a variety of other recurring and one-time analytic, indicator, and tabular reports and studies on education statistics.
The contractor will provide support for the preparation of the Condition of Education report. The
Condition of Education is a congressionally mandated report that the National Center for
Education Statistics (NCES) prepares annually to report on the status of education in the United
States http://nces.ed.gov/programs/coe/. The Condition of Education provides indicators of participation, outcomes, and societal support for elementary, secondary, and postsecondary education in the United States. These indicators allow policymakers at all levels to assess the condition of U.S. education. Although the indicators are descriptive, the selection of data to present as an indicator requires a solid theoretical grounding and, often, original data analysis using NCES and Census Bureau data.
The contractor will provide support for the preparation of the Digest of Education Statistics report. The annual Digest of Education Statistics provides a compilation of statistical information covering the broad field of American education from preschool through graduate school and lifelong learning opportunities http://nces.ed.gov/programs/digest/. The Digest contains information on a variety of subjects in the field of education statistics, including the number of schools and colleges, teachers, enrollments, and graduates, in addition to educational achievement and attainment, finances, federal funds for education, employment and income of graduates, libraries, and international education.
The contractor will provide support for the preparation of the Report on Indicators of School
Crime and Safety and the underlying individual indicators to be published as a chapter of
Condition of Education indicators for the web. The annual Indicators of School Crime and Safety report is based on survey data from NCES and other agencies
(http://nces.ed.gov/programs/crimeindicators/crimeindicators). The goal of this project is to assist NCES in the preparation and writing of indicators that have traditionally made up the
Indicators of School Crime and Safety Report, to help coordinate efforts with the Bureau of
Justice Statistics, the report’s cosponsor, and to help prepare a summary report that highlights the key indicator findings.
This support provided by the contractor for these reports will include all phases of the project, including product planning and coordination; planning and implementing various data quality control measures; documenting and analyzing data; developing tables and indicators based on survey data from NCES and external sources; ensuring the quality of report components prepared by other agencies or subcontractors; planning for future reports; editing of the volume;
preparation of files for web release and for document preparation and assisting in coordinating http://nces.ed.gov/programs/coe/ http://nces.ed.gov/programs/digest/ http://nces.ed.gov/programs/crimeindicators/crimeindicators project development with other governmental agencies; and management to ensure timely completion of the report.
The contractor will also provide support for Special Projects within the Annual Reports Program.
The Special Projects task encompasses a wide range of support activities for the Annual Reports’ program of statistical reports. These activities may include, but are not limited to, drafting methodological and statistical memoranda for the analysis and presentation of NCES data;
cleaning and troubleshooting datasets; conducting data analyses; preparing reports and other materials for special releases; conducting literature reviews; and responding to ad hoc requests from senior Department of Education staff or external stakeholders. The Special Project task also provides project support for NCES’ collaboration in the production of America’s Children education indicators; web products; NCES exhibits and social media outreach; conference papers; and documenting and updating NCES processes or protocols, including grant allocation documentation. Given the project overlap, multiple high priority projects may be in process at any given time.
Task 1. General Management
The contractor’s Project Director and Deputy Project Director will meet with the NCES task leader within 5 business days of award to review the activities and refine the task schedule. To maximize the understanding of the needs and work to be performed, the Initial Meeting will include appropriate contractor and subcontractor staff. The contractor will submit a summary of the meeting, including any revisions to the schedule, to the NCES task leader within 5 business days of the meeting. The contractor’s management team responsible for the activities in this project will meet with the NCES task leader on a monthly basis. A summary of this meeting will be included in the monthly report. The contractor’s Task Leader will provide for the effective management of the resources and project time lines, and proactively take steps to ensure delivery of high quality products that adhere to NCES standards in a timely manner.

Plan for effective project management of projects, that addresses project timelines and quality requirements at the lowest cost, including a work breakdown schedule and subtask level cost estimates

Plan for effective management of task resources, including personnel and budget management.
Task 2. Condition of Education
Support work provided by the contractor will include preparing specific groups of indicators for the Condition of Education web site, the volume’s supplementary notes and reader’s guide on the web, and a PDF report in fulfillment of the congressional mandate. The Condition of Education
2021 version began NCES’ transition from a single, voluminous report into a new single
“summary” publication that will retain the same name but will only highlight the key findings from the set of indicators published online on a rolling basis, rather than reproduce all the indicators in a PDF report. The report will contain links to all the indicators on the web, as well as links to detailed data tables underlying the analyses, which will be available on the NCES website. Support work includes a wide variety of assistance in the production of the web and summary Condition of Education products, such as: literature and data reviews; data analyses;
creation of graphs, and text; responding to reviewers’ comments and documenting reasons for revisions, as well as assisting with the web and summary Condition of Education’s development, review, and dissemination; assisting in long-term planning and development; editing of the entire volume; preparing files for web development; and production management of updates of indicators for the print volume and web site. Tables for the web Condition of Education indicators will be produced under Task 3. The contractor will provide and maintain a web-based document management system that allows multiple users to make and respond to comments on individual indicators.
As NCES is continuing the process of modernizing the ARIS data products (see Task 7), the
Condition of Education, 2021 represents the beginning of the series and the 2021 edition was the first in the new series that includes a complete web version of indicators and a single PDF summary report to fulfil the congressional mandate.
Subtask 2.a. Indicators: COE 2023
Update 30 indicators, provide analytic assistance on 15 additional indicators, and make revisions in response to comments for 30-45 indicators for the Condition of Education, 2023. If adequate data are available prior to COE 2023 production, update up to 3 indicators from
2022 that were stalled due to ACS data availability. Edit/re-structure indicator contents as needed, to fit the new COE portal.
Subtask 2.b. Supplemental materials
Prepare supplemental materials for the Condition of Education, 2023;
Subtask 2.c. Production management system
Production management system for Condition of Education including the addition of new indicators incorporated into the COE or ARIS indicator library (e.g., from special reports under subtask 6c); the system will be maintained as necessary to provide continuous updates of publication progress;
Subtask 2.d. Report for Congress
Write executive summary report to fulfill congressional mandate.
Subtask 2.e. Indicators: COE 2024 A
Update 10-15 indicators, provide analytic assistance on 10 indicators, and make revisions in response to comments for 10-20 web indicators to be highlighted as part of the Condition of Education, 2024.
Task 3. Digest of Education Statistics
As NCES is continuing the process of modernizing the ARIS data products (See Task 7), the
Digest of Education Statistics, 2020 (expected release early 2022) will be the last of the current series, and the website will be revised to reflect the new product(s). Accordingly, support work provided by the contractor for the Digest includes the traditional publication planning, maintenance of data files, developing new tables; updating existing tables, editing complete volume, writing text, and responding to NCES requirements and reviews. In addition, support work will include developing, refining, and operationalizing the modernization plan of the
Digest, which will encompass the continued development of (a) a new user web portal to access data tables, (b) a database for all Digest data table components, (c) processes to generate from the database human readable and machine readable versions of all data tables, as well as visual graphics of all data, and (d) web interface tools for integrating the database with the NCES
Digest website.
Some of the Digest tables updated and created under this task are also used in indictors reports produced under Task 2, Task 4, and Task 6. Therefore, the contractor will coordinate the programming and production of all of the tables required by the Annual Reports program under this task. This includes maintaining a tracking system for table programming, production, proposing and shifting priorities as required to meet the needs of the Annual Reports program as follows:
To maximize the budget’s buying power and expertise to successfully perform the work, the contractor may engage the services of its subcontractor for a substantial portion of the programming work required under this task.

Subtask 3.g Refine Digest database to support the development of the figure tool
Refine database for all Digest data table components to support the development of interactive visual graphics for data used in the selected
COE indicators. This is a continuation of work begun during FY21 to support interactive figures for 10 indicators by May 2022. Completion of this task will support interactive figures for all MRT based products, including the COE indicators by May 2023.
Subtask 3.h. Final Machine Readable Digest Table Conversion
Convert and publish the remaining data from 50-100 Digest tables to machine readable Excel and JSON formats. Machine readable data will also be stored in the database.
Subtask 3.i. Update Machine Readable Digest Tables with New Data
Update all previously created machine readable tables (in Excel and JSON formats) as new Digest tables are released.
Subtask 3.j. Digest v2.0 modernization plan: testing
Finalize the automation of Digest tables, and create a user interface to view and edit the table data stored in the database (i.e., the table editorial tool). This will include testing pipeline automation for processing CCD and IPEDS raw input files, creating estimates, warehousing all relevant data pertaining to Digest and COE, and testing a web-based editorial interface that can interact with the database to generate the public facing data products. Testing should involve live internal use and include complete AirFlow processes.
Subtask 3.k. Revisions to ARIS Reporting Templates
In light of the efficiencies gained through the pipeline Contractor will conduct a substantive review the ARIS reporting templates, including the
Condition of Education style guide and COE indicators. At the conclusion of the review the contractor will deliver recommendations to improve the usefulness of the content within the COE. The recommendations will align with Plain language, NCES standards and IES guidelines.
Subtask 3.l. Review of Digest/COE Workflow
In light of the efficiencies gained through the pipeline, the contractor will evaluate the Digest/COE workflow and project lifecycle. At the conclusion of the assessment, the contractor will provide redesign recommendations to improve the timeliness of the Digest and COE content within existing project constraints and NCES standards.
Subtask 3.m. Digest Table Documentation
Complete the requirements documentation for the Digest tables. Supply documentation required to maintaining the data pipeline system.

As NCES is continuing the process of modernizing the ARIS data products, the Indicators of
School Crime and Safety, 2019 (released in July 2020) represents the last of the current series and the edition released in 2021 was the first in the new series that includes a single PDF summary report for publication and web versions of indicators as part of the Condition of
Education or ARIS library of indicators and
ISCS 2022
Subtask 4.a. Production plan
Plan for production and content of Indicators of School Crime and Safety
2022, including initial coordination and planning with BJS;
Subtask 4.b. Indicator update
Update of approximately 15-20 indicators, as available information allows;
Subtask 4.c. Revisions
Five rounds of revisions to Indicators of School Crime and Safety 2022 in response to program review, and division/technical review.
Subtask 4.d. Summary report
Write summary report of Indicators of School Crime and Safety 2022.
Subtask 4.e. Management and Dissemination
Manage the remaining work to be done in the production of the Indicators of School Crime and Safety by responding to reviewers’ comments, revising the report, reviewing PDF and web files, and working with the reports co-author, the Bureau Justice Statistics, to develop a release plan.
Additionally if there are possible delays with approval or other matters that would prevent an Indicator from moving forward, immediately notify the TL and COR so that immediate attention can be given to the matter.
Publish all indicators as a chapter of the ARIS indicator library.
ISCS 2023
Subtask 4.f. Production plan
Plan for production and content of Indicators of School Crime and Safety
2023, including initial coordination and planning with BJS;

Task 5. International Surveys
In previous years, ARIS has prepared responses and reviewed surveys conducted by international organizations and participated in international meetings. In fall of 2022, this work will transition to the International Activities Program (IAP). The contractor will assist in transitioning this work to ensure timely and accurate contributions to these surveys and meetings.
Subtask 5.a. Transition of International Surveys Work to IAP
The contractor will oversee the transition of work from ARIS to IAP. This will include the transition of project schedules, review processes, and exemplars of prior year’s completed work.
Task 6. Special Projects
The contractor will assist in the coordination and updating of NCES’s contribution to the annual interagency report entitled, America’s Children: Key National Indicators of Well-Being.
America’s Children (http://www.childstats.gov/americaschildren/index.asp). The indicator report is organized into seven sections, each focusing on a domain relevant to children’s lives: Family and Social Environment, Economic Circumstances, Health Care, Physical Environment and
Safety, Behavior, Education, and Health.
In addition to support for internal and external publications, the Special Projects activity will support the ARIS program through work on responses to external requests or special analytic needs. These requests may come by email or phone or social media inquiries. The Special
Projects activity will assist with the preparation of technical materials and will provide social media outreach and dissemination support in the form of preparation of text for blogs, Twitter, Facebook, LinkedIn or other social media, and tabular, graphical, and video materials to reach diverse audiences.
The Special Projects staff support activity will also provide specialized computer-programming support for all ARIS activities, and technical/statistical support and expert statistical consultation on an as-needed basis. The contractor will prepare technical memoranda, and write literature reviews and support NCES conference or other technical papers as needed. In addition, there will be a need for assembling responses to requests for ad hoc analyses and general information. This specialized programming will include activities such as: construction of data sets and tabulations http://www.childstats.gov/americaschildren/index.asp based on the Current Population Survey, analyses of transcript studies data, and construction and design of composite variable metrics.
The contractor support activity will support the ARIS program through the preparation of technical materials (such as updating manuals for the allocation of federal funds, for example, see https://nces.ed.gov/surveys/annualreports/topical-studies); and the maintenance and development of content for the ARIS websites (For example, materials for the Rural/Urban web sites; or to develop web-based products that improve access to statistical information prepared by
ARIS). For examples of existing sites, see:

In addition, the contractor will prepare documents and products suitable for web or print publishing, such as info graphs, animated graphics, or PDF publications.
Subtask 6.a. Specialized programming
Conduct specialized and adhoc reporting in a timely manner. They may include programming for up to 1-4 a month in the form of tabulations, statistical/indicators, or other data products.
Subtask 6.b. Information Requests and Outreach Materials
Assist NCES staff in the preparation and documentation of responses to approximately 25 routine inquires and 5 complex inquiries per week;
Support NCES’s content marketing efforts by assisting NCES in the development, production, and management of approximately 3 blogs per month; provide support for a digital outreach program including preparation of social media, tabular, graphical, and video materials to reach diverse audiences, including; preparation of documents, such as info graphics. The contractor will also support the dissemination of NCES materials through additional communication channels which may not be maintained by NCES.
Subtask 6.c Special Requests for the Commissioner
Similar to subtask 6.b requests, however often higher profile and faster turnarounds required. Approximately one-third of these tasks would be extra-fast turnaround tasks that require a low number of hours of effort, approximately one-third would be medium effort tasks that require turnaround in a day or two, and approximately one-third would be labor intense tasks that may take several days of effort. Approximately 2-3 per month. The U.S. code (20 U.S.C. § 9545) indicates the NCES
Commissioner can issue special, necessary education reports. Under this subtask, the contractor will help convert existing special requests from the
Commissioner (subtask 6c) into 2-3 topical reports. For instance, at the end of OY9, the commissioner requested special tabulations for rural education and the impact of COVID-19. For the ongoing Covid report, the contractor will prepare, with one round of revision, 3-6 short format analyses using released tables (tables could be released from other NCES http://dashboard.ed.gov/ http://nces.ed.gov/surveys/ruraled/ https://nces.ed.gov/programs/statereform/ https://www.law.cornell.edu/uscode/text/20/9545 programs, not limited to COE or Digest data). New report requests may mirror the format of the Rural Education report completed in 2022.
Subtask 6.d. Support for NCES Exhibit Program
Assist NCES in the conference exhibit program by representing NCES at conferences and developing handouts. To support NCES’ 2022/2023 exhibit program, the contractor will:
• Provide a strategic exhibit schedule for up to 3 conferences in 2022 and 6 in 2023, to ensure NCES reaches key stakeholders;
• Coordinate internal staff, external contractors, and NCES staff registration for each conference;
• Identify the appropriate materials for each conference and ensure they are ready for dissemination;
• Provide trained contractor staff for the NCES booth at each conference; and,
• Provide detailed evaluations of each conference to NCES, within 20 business days to evaluate the success of NCES’ attendance.
The contractor will maintain a collaborative approach to the exhibit schedule. The contractor will understand NCES’ goals and will select conferences to position NCES as a thought-leader. In 2022, the contractor will, if possible, introduce new elements to the NCES booth to increase booth traffic and amplify NCES’ messages. The contractor will explore with NCES the following new elements:
• Developing customized PowerPoint presentations to be displayed on the touch-screen monitor for each conference based on relevant
NCES data for conference audience;
• Expanding the “Ask an Expert” sessions using digital content at conferences to increase NCES’s face-to-face interactions with key audiences; and,
• Providing on-site staff with relevant materials and handouts considered to be of interest to conference attendees.
• Upon approval, register booth space as early as possible to ensure quality booth location;
• Purchase booth amenities as early as possible to qualify for discounted rates;
• Coordinate shipping of booth materials for timely delivery at each conference;
The contractor will develop a meeting attendance plan in consultation with the NCES Task Leader.
Subtask 6.e. In-person attendance at three exhibits, conferences or events: CY
This task will require the contractor to prepare and attend three in-person national, state, or local exhibits, conferences or events, as described more fully in the second bulleted item of subtask 6.d. The travel and shipping costs related to conferences, trainings, and other events will be cost reimbursable with appropriate receipts. Meals and lodging will be cost reimbursable, based on the allowable federal per diem rates.
Subtask 6.f. In-person attendance up to six exhibits, conferences or events: CY
This task will require the contractor to prepare and attend three in-person national, state, or local exhibits, conferences or events, as described more fully in the second bulleted item of subtask 6.d. Subtask 6.i. Web tables for State Education Practices
As required by NCES authorizing legislation (Public Law 107-279 sec.153(a)(1)(A)), which requires "compiling and disseminating data on
State...education reform activities," the contractor will prepare and review of 8-12 tables for the State Education Practice website. In addition, incorporate this information into the new ARIS website according to the modernization plan developed in task 6.

The contractor will support NCES with incorporating and reviewing content for newsletter for NCE to disseminate, including compiling and editing the previously released and publicly available NCES content for the newsletter format.
Subtask 6.m. Shareables
The contractor will support the dissemination of digital outreach materials through the NCES website utilizing the Shareables page and other pages as needed.
Task 7. Modernization of the Annual Reports Web Site
The contractor will provide support for the development and initial phases of the modernization of the Annual Reports Program and its various data products. The actions will include the continued development of machine-readable tables as well as the development of a modernization plan and the operationalization of the plan’s elements in Tasks 2, 3, and 6.

Subtask 7.a. Continue Development of New ARIS Web Products
The contractor will continue to refine and maintain the UX and UI design of ARIS products, including the COE Web Portal, for example the COE
At A Glance web page, as specified by NCES. The contractor is to assume minimal edits and adjustments to UX and UI design to pre-existing pages. In addition, the contractor will provide production support of the latest edition of the COE and related materials as part of a third phase of development for the new COE Web Portal. Specifically, the contractor will implement updates to findings and data for COE indicators as instructed using the applications developed in the first phase of development. The contractor will also make cosmetic adjustments (e.g., overall color palette for COE indicators and formatting of different layout elements) as approved by NCES. NCES will initiate requests for changes and will approve adjustments to respond to requests from the contractor.
Upon approval, the contractor will transfer the beta version to the live
NCES website and will ensure web compliance based on IES web standards and best practices.
Subtask7.b Implement Phase 3 of COE Web Portal Development
The contractor will build on the initial version of an automated tool to evolve the COE website’s public-facing webpage functionality, including
(a) visual presentations of data and (b) sharing options, including a download option that could be printed, of COE data products. For the initial version, the contractor developed a tool to produce dynamic data visualizations for approximately 40 figures (i.e., 10 COE indicators) as approved by NCES to be incorporated into the COE Web Portal webpages. The contractor built a figure generation tool; this figure generation tool is a charting API that produces interactive visualizations
(e.g., charts and maps) of data retrieved from a well-structured
(modernized) database API that produces machine readable formats. In this phase, the contractor will expand this tool to incorporate all figures across all COE web indicators and select Digest tables. This will involve expanding the types of figures produced by the tool beyond the initial offering of bars, lines, maps, and tables. Examples of new types of figures include but is not limited to heatmaps, lollipop charts and stacked bars.
The contractor will utilize libraries and resources developed through
NCES whenever appropriate.

Subtask 7.c. Continue Development of New COE Web Portal

The contractor will also make cosmetic adjustments (e.g., overall color palette for COE indicators and formatting of different layout elements) as approved by NCES. NCES will initiate requests for changes and will approve adjustments to respond to requests from the contractor. Upon approval, the contractor will transfer the beta version to the live NCES website and will ensure web compliance based on IES web standards and best practices.
Subtask 7.d Implement Phase 3 of COE Web Portal Development
The contractor will build on the newly completed automated tool for the
COE website’s public-facing webpage functionality, including (a) visual presentations of data and (b) sharing options, including a download option that could be printed, of COE data products. The contractor will assess and address the need to incorporate additional figure types (e.g. small multiples, dot plots for gap analysis or waterfall charts for year-to-year changes) or views (e.g., a zoom function) into the tool. Resources from
NISS will serve as starting point.
Task 8. Transitions (Optional)
If a new contractor is awarded a part or the whole of the succeeding contract to perform the services listed in ESSIN Task Order 7, the contractor may be asked to support the orderly transition of work to the new contractor.
Subtask 8.a. Management Transition (Optional)
The contractor will develop a plan to transition out of providing services awarded to the new vendor. This plan shall include a schedule of transition activities, a resource plan and communication plan. The contractor shall develop risk associated with the transition assist the government with the development to transition out risk mitigation plan. The contractor will provide project management artifacts, including previous schedules and decision logs from the ESSIN Task Order 7 - OY 8, OY 9, six-month extension, and the current performance period.
Subtask 8.b. Digest Transition (Optional)
The contractor shall provide all Digest of Education related assets developed with government resources to the new vendor. This shall include assets related to the management, development, production, and maintenance of the pre-Digest modernization (task 3) and post-Digest modernization (task 7). This shall include the Digest Tracker, source code developed for the government and supporting documentation under ESSIN
Task Order 7. The contractor shall support the onboarding of the new contractor as requested.
Subtask 8.c. Reports Transition (Optional)
The contractor shall provide all assets developed for the government which are used for the development, management, production, and maintenance of the reporting activities identified in task 2, task 4 and task
6. This shall also include source code, documentation and materials developed under task 7 by the prime contractor and subcontractors to
ESSIN Task 7. The contractor shall support the onboarding of the new contractor as requested by the government.
Subtask 8.d. Communications Transition (Optional)
The contractor shall provide all materials developed for the government in support of outreach and communication activities identified ESSIN Task
Order 7. This shall include but is not limited to, templates and source assets for brochures and other communication content developed under
ESSIN Task Order 7, communication management materials such as editorial calendars, and physical copies of exhibiting materials. The contractor shall support the onboarding of the new contractor as requested by the government.
II. Assumptions
The contractor will ensure that all personnel assigned to these efforts are fully qualified and do not require additional training to meet the performance requirements. The contractor will provide personnel and resources capable of performing the specific duties and responsibilities described in this task, and possess the necessary knowledge, skills, and abilities as described in the performance work statement. This description lists the required staff categories; however, staff with other titles such as programmer, junior analyst, senior editor, etc. may be combined with the required staff types to efficiently respond to the variety of tasks required by this contract. Also, the contractor may hire temporary staff, consultants, or interns on an as-needed basis, subject to approval by the Government’s Task Leader.
