CALIFORNIA CONSTRUCTION GENERAL PERMIT COMPLIANCE SERVICES

Prepared by: Tommy Daigle

ARTICLE I. GENERAL INFORMATION

In accordance with the terms and conditions of the GSA Federal Supply Schedule, the Consultant shall perform the work for the National Park Service (NPS) as described herein.

A. Performance Period: The work shall be provided from approximately September 1, 2022 through April 30, 2025

The work shall consist of the services described herein for the referenced project.

B. Location: The project is located at Muir Woods National Monument, Mill Valley, Marin

County California.

C. Project Identification: The project shall be referred to as Muir Woods SWPPP Services

PMIS # 319872 and listed on all project correspondence and submittals.

ARTICLE II. PROJECT BACKGROUND AND PURPOSE

A. Background:

The National Park Service (NPS) through administration at Golden Gate National

Recreation Area (GGNRA) is in the process of implementing construction projects at

Muir Woods National Monument (MUWO). MUWO is a unit of GGNRA consisting of old growth redwood trees, threatened and endangered (T&E) species, their critical habitat, and many other species. The T&E species potentially present in MUWO are

Coho Salmon, Steelhead Trout, California Red Legged Frogs, Marbled Murrelets, and

Northern Spotted Owls.

The State Water Resources Control Board lists Redwood Creek as a Class 1 creek with beneficial uses of cold freshwater habitat, fish spawning, and fish migration. This information is relevant to the SWPPP as it means the receiving water is a sensitive water body and it increases the risk level for traditional construction projects and for some

LUPs to risk level 2 or 3.

MUWO is a sensitive environment visited by millions of people each year. The park will remain open during construction. The visitors and surrounding community demand the utmost care from the NPS and our contractors while operating in Muir Woods. The public was involved in the planning process for the projects and will remain active during project implementation.

There are construction projects beginning in the Summer of 2023.

These projects all require coverage under the National Pollutant Discharge Elimination

System (NPDES) General Permit for Storm Water Discharges Associated with

Construction and Land Disturbance Activities Adopted Order 2009-0009-DWQ (As amended by 2010-0014-DWQ and 2012-0006-DWQ) (the Construction General Permit or CGP), and associated Stormwater Pollution Prevention Plans (SWPPP). Construction work may be conducted by multiple contractors and/or NPS staff. Due to the sensitive water ways and wetlands within MUWO, projects will also be operating within the constraints of 401 and 404 permits. United States Fish and Wildlife (USFW) and

National Marine Fisheries and Sanctuaries (NMFS) were consulted and provided biological opinions in support of the various projects. Environmental Assessments were conducted for all construction projects.

The typical construction season at Muir Woods is from June 1 to January 31. However, if projects are not completed and the permit cannot be closed prior to January 31 of each year then consultant will continue to provide services as required. If the work has concluded prior to January 31, 2024, the consultant shall complete final reporting and close all permits. New permits will be opened for work starting in June 2024.

The construction projects to be included in this request for quote are:

2023 Construction Season

• Redwood Creek Salmon Habitat Enhancement Project and Trail Improvement

Project-Anticipated construction June 2023 to November 2023.

Repair Culvert Blow-Out to Protect Conlon Road and Visitor Parking Area-Anticipated construction June 2023 to November 2023.

The Projects are anticipated to be constructed June-October 2023. The work is anticipated to be classified as Traditional Construction Risk Level 2 under the

Construction General Permit, and we therefore plan to complete all project work under one SWPPP.

2024 Construction Season

• Sustainable Access Project-Anticipated Construction June 2024-December

2024.

• Replacement of Bridges 2 and 3 and Associated Trail Work-Anticipated

Construction June 2024 to November 2024.

The Projects are anticipated to be constructed June-December 2024. The work is anticipated to be classified as Traditional Construction Risk Level 2 under the

Construction General Permit, and we therefore plan to complete all project work under one SWPPP.

B. Purpose:

Due to the overlapping of construction projects within a single geographic area, the

Purpose is to provide the NPS a single consultant to perform Construction General Permit document preparation, monitoring, inspections, and reporting. The consultant will be expected to provide unit pricing for each of these tasks. The consultant will be responsible for maintaining compliance with the Construction General Permit for the project specific SWPPPs. The consultant will report to the Contracting Officers
