About this file
This statement of work and related federal contract opportunity outline requirements for major mechanical upgrades at two Federal Aviation Administration facilities in the Seattle area. The statement of work details replacement needs at the Seattle Airport Traffic Control Tower and Seattle Terminal Radar Approach Control, including chillers, boilers, cooling towers, air handling units, control systems, and other equipment. Interested vendors are requested to submit capability statements by February 16, 2024 providing company information, experience on similar projects, and bonding capacity in response to this market survey for a planned solicitation with an estimated value between $5 million and $10 million under NAICS code 238220. The Federal Aviation Administration will use responses to help determine acquisition strategy and marketplace understanding in advance of a future solicitation announced on SAM.gov.

1.0 BACKGROUND
The Seattle Airport Traffic Control Tower (SEA ATCT) and Seattle Terminal Radar Approach Control (S46 TRACON) buildings are Federal Aviation Administration (FAA) owned, operated, and maintained facilities that were both commissioned in 2003. SEA and S46 are Tier 1 facilities that operate 24 hours a day, 7 days a week. These are two separate facilities and are not collocated. They are located approximately three miles apart, on opposite sides of the Seattle International Airport.
After nearly 20 years in operation, many aspects of the mechanical systems are due for replacement.
Two different Major Mechanical Upgrades design packages were completed by Jacobs Engineering in September 2023 to upgrade these facilities.
These two projects will be awarded under one construction contract. Because of FAA resource availability and the critical nature of these facilities, construction should not occur at both facilities at the same time. The FAA’s plan is to complete the work at S46 TRACON first, and then move on to the SEA ATCT construction activities.
2.0 SCOPE OF WORK
Detailed descriptions of the work to be performed can be found in the design packages. In summary, the major components of each project are:
2.1 S46 TRACON:
- Replace 2 Chillers.
- Replace 2 Boilers.
- Replace 2 Cooling Towers.
- Replace Central Control and Monitoring System (CCMS)
2.2 SEA ATCT:
- Replace 2 Cooling Towers on base building roof.
- Replace AHU-225 on base building roof.
- Replace partial base building roof above mechanical rooms.
- Replace 8 CRUs (5 in base building, 3 in tower)
- Replace Cab humidity control system.
After completion there will be a 1-year service agreement to maintain all the newly upgraded equipment to both the S46 TRACON and SEA ATCT. Operation and maintenance training will also be provided to facility teams for both sites.
3.0 SCHEDULE
3.1 Assume night work will be required during outages of any critical systems or equipment.
3.2 No work to be performed during FAA moratoriums.
3.3 Temporary systems must be proven prior to taking existing equipment out of service.
