About this file
This is a Scope of Work document for the City of Denton, Texas, detailing scrap metal recycling services to be provided at multiple municipal facilities including the Pole Yard, Service Center, Solid Waste Landfill, and other city-designated sites. The service provider will collect and process ferrous metals (HMS, shred/turnings, plate & structural, cast iron, stainless steel, tool steel), non-ferrous metals (aluminum, copper, brass, bronze, lead, zinc, nickel-based alloys, insulated copper wire), electric wire, scrap water meters, recyclable metals, and white goods/appliances including refrigerators and air conditioners that are evacuated by certified city staff. The service provider must supply approximately 10 roll-off containers and provide pickup service within 24 hours of notification, with weekly pickups from the Solid Waste Facility unless otherwise directed. The service provider is also required to establish a local drop-off or delivery site with specified hours of operation and accept materials under the same pricing terms whether picked up from city locations or delivered by the city.
Revenues shall be paid monthly to the City of Denton based on a bid percentage of prevailing market prices as quoted in the American Metal Market (Houston edition) for the day of pickup or delivery, with rate documentation attached to weight receipts and invoices. The service provider assumes all risks associated with loading, sorting, and marketing recyclable materials and bears responsibility for disposal costs of non-recyclable materials unless otherwise agreed. Monthly reporting is required by the 15th of each month, documenting materials accepted and tonnage, with vehicles weighed before and after collection using established tare weights. The service provider must be registered and permitted as a recyclables hauler with the City of Denton, maintain all containers in good condition, comply with all federal, state, county, and city regulations, and conduct environmental and occupational health and safety inspections at their expense within 30 days of contract award. Evaluation criteria include compliance with specifications and quality (20%), probable performance based on past vendor performance and financial resources (20%), and price and total cost of ownership (60%).
