About this file

This is a Draft Statement of Work for the procurement of one new industrial diesel-powered forklift for the Naval Surface Warfare Center Indian Head (NSWC IHD), Manufacturing Department (Code M2). The forklift will transport items of varying sizes and weights between facilities across outdoor, level roadways. The contractor must provide all labor, equipment, materials, transportation, and documentation to deliver a fully operational unit.

The forklift must meet specific technical specifications including a 20,000-pound minimum lifting capacity, 130-inch maximum lift height with a 2-stage mast, 96-inch fork length, diesel power source, and maximum height of 12 feet. Critical safety modifications are required to comply with applicable documents including NAVSEA OP-5, OSHA 29 CFR 1910, NFPA 505, and EPA Diesel Emissions Guidance. These modifications include a spark-arresting muffler, exhaust gas cooler, sealed electrical components with non-sparking battery terminals, automatic engine shutdown system, and protected fuel lines to prevent ignition hazards in explosive environments. The forklift forks must be configured to align with 420-gallon and 150-gallon bowls per specified drawings. The contractor shall deliver comprehensive operation and maintenance manuals, engineering drawings, a Certification Data Report per DI-MISC-82386, and certifications covering lifting capacity, tires, spark arrestor, and ATEX/IECEx standards. The design submittal is due within 30 days of contract award with a 15-day government review period and 15-day revision window if needed. Final delivery must occur within 180 days of government acceptance. The forklift will undergo 150 percent load testing and must include a minimum one-year warranty on all parts and on-site labor commencing from the date of final written acceptance.

4.2 SAFETY & COMPLIANCE MODIFICATION

System
Required Modification
Purpose

Exhaust System

Spark Arresting Muffler/Exhaust:
Prevents incendiary sparks from being projected from the engine exhaust.
Exhaust Gas Cooler/water-Cooled Manifold:
Reduces the temperature of the exhaust gases to below the ignition point of potential atmospheric hazard
Electrical System
Sealed or Enclosed Components:
The starter, alternator, and all wiring must be completely sealed to prevent any electrical sparks from igniting flammable vapors.
Non-Sparking Battery Terminals:
Battery connections must be covered and designed to prevent accidental sparking.
Engine & Fuel System
Automatic Shutdown System:
The engine must automatically shut down if it overheats, the oil pressure drops, or if exhaust gas temperatures exceed safe limits.
Protected Fuel Lines:
Fuel lines must be shielded from the heat sources and physical damage to prevent leaks of flammable diesel fuel.
Chassis & Exterior
Surface Temperature Control:
No external surface of the engine or exhaust system may exceed a percentage of auto-ignition temperature of the surrounding atmosphere.

4.3 Forklift Modification

The Forklift forks shall be positioned to line up with the underside of the lifting ears on the 420-gallon bowl shown in Baker-Perkins Drawing 2x382-940 (center of forks up to 76 inches apart) and 150-gallon bowl (center of forks down to 54 inches apart). The forklift’s forks shall fit into Forklift Channels shown in NSWC Indian Head Drawing 92D-Y-066, while channels are attached to 420- gallon or 150-gallon bowl. Sketch of existing fork is shown in attachment 3.3, “RIGHT LIFT FORK.” Attachments 3.4 and 3.5 show the 420-gallon bowl with forklift channels attached with the channels sitting on the existing forks.

This document establishes the Contract Data Requirements List (CDRL) for the procurement of a forklift.
