mailto:84116124522@zoomcrc.com https://us06web.zoom.us/meetings/84116124522/invitations?signature=T8TNX03Q2Z6UItESGrjwe4rtRvsYnuYwa8oOy4pb4Js https://us06web.zoom.us/meetings/84116124522/invitations?signature=T8TNX03Q2Z6UItESGrjwe4rtRvsYnuYwa8oOy4pb4Js https://procurement.opengov.com/signup

Service hours may increase or decrease based on school schedules, early release days, emergency closures, changes in crossing guard locations, or the operational needs of the City. Additions or deletions of locations shall be at the awarded hourly rate and shall be subject to written approval by the City or designee. No additional post, location, or service hours shall be billable unless authorized in writing by the City or designee.

The successful respondent shall provide trained, qualified, and supervised School Crossing Guards at designated City of New London intersections for the entire school year, each year of the contract, in accordance with the New London Public Schools ("NLPS") academic calendar. Crossing locations are classified under a two-tier designation system (Tier 1 – Required and Tier 2 – Recommended) as further described in Section 2.3. The Contractor shall prioritize staffing in accordance with these tier designations.

The successful respondent shall fully manage crossing guard services and shall, at a minimum, provide the following:

A. Provide fully trained and equipped crossing guards for each crossing guard location within the City limits.

B. Provide a program manager or supervisor who will coordinate crossing guard services with the City liaison.

C. Provide a supervisor to ensure crossing guard activities are taking place at the required locations and times and that guards are complying with applicable safety procedures, uniform requirements, and equipment requirements. The supervisor shall conduct periodic field inspections and maintain documentation of such inspections, which shall be made available to the City upon request.

The Contractor shall provide one (1) Supervisor in the field working with Crossing Guards daily. The Supervisor shall also provide administrative support, including scheduling, personnel replacement, training coordination, and liaison with the New London Police Department and New London Public Schools.

Minimum requirements for all Crossing Guards:

• Successful completion of all background checks and training required under Sections 4.0 and 5.0

D. Maintain sufficient qualified personnel to ensure uninterrupted coverage at all contracted crossing guard posts. The Contractor shall provide coverage in accordance with the operational schedule established by New London Public Schools, including delayed openings, early dismissals, and snow-day protocols. The Contractor shall have a documented emergency communication plan to alert Crossing Guards of schedule changes.

In the event a crossing guard is absent, late, or otherwise unable to perform assigned duties, the successful respondent shall immediately notify the City liaison and provide qualified replacement coverage. The Contractor shall be responsible for all staffing absences and shall replace any normally scheduled personnel with qualified and trained replacements, when needed, subject to the tier priorities established herein. The City shall not be billed for any post, or portion of a service period, that is not staffed by a fully trained and approved crossing guard.

E. Provide fully trained and equipped alternate personnel to ensure all contracted locations are covered in the event regular personnel are absent.

F. Maintain a pre-employment screening program for crossing guards that includes, at a minimum, employment reference checks, criminal background checks/fingerprint services, and social security verification. No crossing guard shall be assigned to a City post until all required screening, background checks, training, and certifications have been completed.

The Contractor shall conduct the following pre-employment screenings on all newly hired School Crossing Guards, and shall re-screen at intervals required by applicable law:

A written incident report shall be submitted to the City within one (1) business day of the occurrence, unless a shorter timeframe is requested by the City. Incident reports shall identify the tier designation of the post at which the incident occurred.

Q. A quarterly report, subject to review by the City, shall be submitted at the end of each quarter.

2.3. Crossing Guard Locations

All crossing locations covered under this contract are assigned a tier designation based on a formal safety assessment conducted by the City in consultation with the New London Police Department and New London Public Schools. The tier designation determines staffing priority and coverage obligations as set forth below. Tier designations may shift in the future based on updated assessment information.

The Contractor shall provide one (1) Crossing Guard at each post location identified below, plus one

(1) Supervisor. The morning and afternoon shifts are estimated at two (2) hours each, for a total of four (4) hours per post location per day. The quantity, location, and tier designations are subject to change based upon operational needs and future analysis.

Tier 1 Crossing Location (REQUIRED)

A Tier 1 crossing is a location formally designated as requiring the active presence and monitoring of a crossing guard during designated school arrival and dismissal hours. These locations have been evaluated and determined to present elevated safety risks. Crossing guard coverage at Tier 1 locations is mandatory and must be staffed during all applicable school session hours.

Coverage at all Tier 1 post locations is mandatory. The Contractor shall ensure that each Tier 1 post is staffed during the required morning and afternoon crossing periods without exception. In the event of a planned or unplanned absence at a Tier 1 post, the Contractor shall provide a qualified, trained replacement with guaranteed substitute coverage. The Contractor shall immediately notify the City's designated representative and the NLPD if any Tier 1 post is not staffed as scheduled or if a delay in coverage occurs. Failure to staff a Tier 1 post shall constitute a service deficiency and may be grounds for termination for cause.

• Intersection of Williams St. and Garfield Ave. (five-way intersection) – Tier 1

• Intersection of Connecticut Ave. and Lincoln Ave. (four-way intersection) – Tier 1

• Intersection of Garfield Ave. and Connecticut Ave. (five-way intersection) – Tier 1

• Intersection of Connecticut Ave. and Waller St. (four-way intersection) – Tier 1

Tier 2 Crossing Location (RECOMMENDED)

A Tier 2 crossing is a location formally designated as one where crossing guard service is recommended based on a safety assessment. Crossing guard coverage at Tier 2 locations is assigned as staffing resources permit, and priority is given to fully staffing all Tier 1 posts first.

When personnel are available, Tier 2 posts will be filled to provide enhanced pedestrian safety;

however, the absence of a guard at a Tier 2 location does not constitute a service deficiency.

Coverage at Tier 2 post locations is recommended and shall be provided as staffing resources permit, subject to the requirement that all Tier 1 posts are fully staffed first. Substitute coverage at Tier 2 locations is not guaranteed. The absence of a guard at a Tier 2 location does not constitute a service deficiency, provided that the Contractor has fulfilled all Tier 1 staffing obligations. The Contractor shall notify the City's designated representative of any Tier 2 posts that will be unstaffed on a given day.

• Intersection of Crystal Ave. and Grove St. (four-way intersection) – Tier 2

• Intersection of Colman St. and Jefferson Ave. (four-way intersection) – Tier 2
