Scope of Contract

A. Work includes clearing accumulated snow, downed trees and other debris from designated portions of USDA Forest Service roads to access planting units for the Detroit Ranger District 2026 Spring Reforestation contract. The Government did not do a site visit to these locations before winter weather events (windstorms, snowstorms), therefore, the number of trees to be cleared and their descriptions (size, length, species) are unknown. The Forest service is willing to arrange site visits for interested parties.

B. The Contractor will furnish all labor, supervision, equipment, transportation, and incidentals required to complete the project.

Background Spring planting on Detroit Ranger District will not occur until the snow has melted within the proposed planting units. Snow usually will not melt till the month of April within planting units, but it takes longer to melt on roads inhibiting access to units as soon as the units have melted.

The purpose of this contract is to clear roads ahead of the planting units melting, planting units can be better monitored to coordinate the start of the planting contract. By getting seedlings planted as soon as the snow melts, it will greatly improve their chances of survival.

Period of Performance: 03/20/2026 - 04/30/2026

Location And Description

Road clearing to be done on the Detroit Ranger District, Willamette National Forest. Snow removal work will include the removal of snow and downed trees from all or part of the traveled roadway, including sufficient turnouts for safe travel and leaving culvert inlets in natural condition without snow, downed trees or other debris plowed into them so that the drainage system will function normally.

Detroit Ranger District roads identified on the Schedule of Items are accessed by taking:

Cedar CR Area: North Santiam Highway (Oregon Route 22) to Gates Hill Road SE to North Fork Road SE (FSR-2209) to FSR-2207. Road then turns into FSR-201. Estimated road clearing miles at 12.0; all roads are single lane.

Hall Ridge Area: North Santiam Highway (Oregon Route 22) to French Creek Road (FSR-2223).

Estimated road clearing miles at 10.9, all roads are single lane.

Devils Ridge Area: North Santiam Highway (Oregon Route 22) to Breitenbush Road SE (FSR- 46) to FSR-2231 Road. Estimated road clearing miles at 11.0; all roads are single lane.

Outerson – Pigeon Prairie Area: North Santiam Highway (Oregon Route 22) to McCoy Road (FSR-2233). Estimated road clearing miles at 10.9; all roads are single lane.

Whitewater Area: North Santiam Highway (Oregon Route 22) to Whitewater Road (FSR-2243). Estimated road clearing miles at 4.6; all roads are single lane.

Bruno Area: North Santiam Highway (Oregon Route 22) to FSR-2234. Estimated road clearing miles at 9.1; all roads are single lane.

The itemized table breaks down the six “Project Areas” into their respective FSR-road segments designated for snow and down tree road clearing. The project will require five moves not counting the initial move in and the final move out. The road clearing routes for each “Project Area” should not require any additional moves once equipment is unloaded at the staging area proposed on the provide map. The COR will determine the order in which “Project Areas” are cleared. If the contractor determines that another move is required, contact the COR/CO before proceeding. All roads are dirt and single lane.

Table 1. List of itemized road clearing sections based on proposed Spring Planting Areas.

1240BE26Q0028 Detroit Ranger District Road Cleaning

All work will be done in a manner to protect roads and prevent excessive damage to roads, streams, and other forest values.

IMPORTANT: This requirement requires close coordination with the COR due to a tree planting contract that is contingent upon these roads being clear for time-sensitive tree planting activities to commence. Many of the road miles are within the 2020 Lionshead/Beachie Creek burn area. Numerous downed trees in the road will be bucked, if necessary, and moved to the fill slope (downhill) off the road surface. Trees may need to be bucked into multiple sections to promote removal from the road. All trees will be bucked, so that no section is within two feet of the road surface.

Contractor Requirements

Technical Requirements

A. Contractor will provide operational equipment to a COR-designated location, in the area, for the project within 48 hours of verbal notice or receipt of written notice.

Contractor will notify the COR of its intended arrival time by 2:30 PM the day before the equipment is to be delivered.

B. Contractor will make intended equipment available for a pre- and post-use inspection.

Both inspections will be made before payment can be made.

C. Condition inspections will be required for each move-in/move-out, provided equipment has been used for work other than this contract. Contractors will be required to notify the COR equipment is to be used for work other than under what is defined in this contract and arrange for a condition inspection.

D. Contractor is responsible for assessing the closest available unloading spot to begin the road clearing work.

E. The contractor will furnish all fuel, oil, grease, and personnel necessary for the maintenance of the equipment.

F. All repair and replacements are the responsibility of the Contractor and will be made at his expense. The Contractor will be responsible for making repairs and replacements within 2 calendar days after receiving notification that the repairs are necessary. If the Contractor cannot make the necessary repairs within 2 calendar days, he may, with the Contracting Officer’s approval, provide substitute equipment meeting contract specifications.

G. The Contractor will be responsible for clean-up of all hazardous spills from servicing or repairing the equipment.

Equipment Specifications

A. The equipment will be equipped with a six-way blade capable of tilt and angle to both sides.

B. A power saw will be immediately available to the equipment for bucking of wind thrown trees.

C. Plow will be equipped with shoes or runners to keep the blade a minimum of 4 inches above the road surface unless agreed otherwise.

D. Equipment will be able to handle snow depths up to 6 feet and compact snow/ice from groomed trails.

Road Clearing Specifications

A. All debris, except snow and ice, that is removed from the road surface and ditches will be deposited away from stream channels on the downhill side and deposited at least 50 feet away.

B. Downed trees will be removed from the road surface. All logs are to be placed at the side of the road, out of the plowed roadway, and left for disposal by the Forest Service.

C. Standing tree’s rooted in the fill slope should not be pushed over in a manner that causes damage to the fill slope. If these trees need to be removed, they must be cut no more than at a 12-inch stump height.

D. If rock slides or mudslides are encountered, Contractor will stop work and notify the CO/COR. The CO will negotiate removal of this material and modify if funding is available. If a minor amount of rock is encountered, Contractor will push material off the roadway on the cut-bank side and continue working.

E. Snow will be removed from the roads as to leave a minimum depth of 4 inches and a maximum of 6 inches on the road surface for road protection and natural snow melt. In areas with a layer of ice on the road, all loose snow will plow off the road down to the surface of the ice layer.

F. Snow removal will be made wide enough to allow passage of a pickup truck with a minimum of 10-foot plowed width. Turnouts will have a minimum width of 15 feet and built where space is available at a minimum of every 0.5 miles. Turn out locations may be identified by the COR before or during road clearing operations.

G. Road banks will not be undercut, nor will gravel, dirt, or other surfacing material be bladed off the road. Turnarounds designated on map, will be constructed for a truck to be turned around. Turnarounds will have a minimum width of 30 feet. Additional turnaround locations may be identified by the COR before or during road clearing operations. Snow will be removed from the full width of intersection and sharp turns.

H. Contractors will conduct operations to plow from the ditch line side of the road across to the outside edge.

I. Ditches and culverts will be kept functional during operations and upon completion of operations.

J. Drainage openings will be constructed in the fill side snow berm at approximately 500-foot intervals on flat areas and more frequently as necessary on steeper grades to prevent erosion of the road surface and fill slope.

K. “Snow Berm” is defined as a dike of snow resulting from the Contractor’s snow removal operations which extends above the surface of the traveled way.

L. The COR may designate specific locations for turnouts, drainage openings, or turnarounds.

M. areas of intermittent snow, or where snow is not present, care will be taken to minimize disturbance to the road surface. Equipment will make no sharp turns on bare road surfaces.

N. When crossing bridges or paved portions of the road, precautions will be taken to protect the bridge deck by using tires or other material approved by COR.

O. The contractor will adhere to all weight restrictions on County, State, and Federal roadways.

P. Contractors should erect and maintain signage at the start of each road segment to be cleared.

Q. The contractor is prohibited from operating steel tracked equipment on all paved roadways, unless precautions are taken to protect the paved surface. All precautions will be approved in writing by the COR.

SPECIAL CONTRACT REQUIREMENTS

LANDSCAPE PRESERVATION

The Contractor will give attention to the effect of contract operation upon the landscape, will take care to maintain natural surroundings undamaged, and will always conduct the work in compliance with the following requirements:

a. Prevention of Landscape Defacement. The Contractor will not remove, deface, injure, or destroy trees, shrubs, lawns, or natural features unless specifically authorized by the Government. Unless otherwise provided in the Special Project Specifications, the Contractor will confine contract operations to within the areas designated in contract documents. Unless otherwise provided in this contract, the Contractor will gather rock, which falls outside the roadway, due to contract operations and dispose of it as directed by the Government.

b. Protection of Streams, Lakes, and Reservoirs. The Contractor will take sufficient precautions to prevent pollution of streams, lakes, small ponds, and reservoirs with fuels, oils, bitumen’s, dust palliatives, silt, or other harmful materials. Mechanical equipment will not be operated in live streams without written approval of the Government.

CONTROL OF NOXIOUS WEEDS – CLEANING OF EQUIPMENT

To prevent the introduction and control of the spread of seeds of noxious weeds onto and around National Forests, the Contractor will clean all equipment, except transports, of soil, seeds, vegetative matter, and any other debris that could contain seeds before moving the equipment onto the National Forest. When the Contractor is working in an area that has been identified as a noxious weed infestation area, the Contractor will clean all equipment of weed seeds prior to moving to another work area.

Prior to transporting equipment onto the National Forest, Contractor will repair all equipment such as hydraulic, lubricant, and fuel leaks. The Contractor may use whatever cleaning methods necessary to ensure compliance with the terms of this clause. The Contractor will notify the Forest Service prior to moving any equipment on to the National Forest that the equipment has been cleaned and is available for inspection. Notification will include identifying the location of the equipment’s recent operations.

The Contractor will certify, in writing, compliance with the terms of this clause prior to each start-up of operations. For the purposes of this clause, “equipment” includes all motorized equipment used in road maintenance, except transports. The following equipment is excluded from the requirements of this clause: log trucks; chip vans; pickup trucks & other vehicles used to transport personnel.

Measurement And Payment

Measurement of walking distance will be from the unloading location to the first tree or snow removed, whichever comes first. After that point, payment will be made at the road clearing rate for the rest of that road section.

The COR will establish the starting point for snow removal on each project road system.

Once snow removal begins at the established point the Contractor will be paid at the bid rate per mile no matter what the snow conditions are.

Bucking and removal of downed trees is included as part of this contract to clear the roads. No separate payment will be made.

Snow & downed tree road clearing project will consist of the actual miles of road surface cleared upon completion of the project and will require clearing approximately the number of miles listed under “total: in the “Location and Description/Mileage” chart.

Actual ground and weather conditions in the project areas may increase or decrease the actual road miles to be cleared. The Government may increase or decrease the number of miles to be cleared in any or all projects prior to the start of clearing. Actual miles cleared in the project will be summed to the nearest tenth mile. Payment will be made for the sum of the miles of the project area. If the sum is not a whole mile figure it will be rounded up to the nearest tenth of a mile. Miles of roads and road segments will be determined

Notification should be made to the COR when road clearing sections have been cleared or just prior to clearing for inspection to be conducted in a timely manner.

Government’s Quality Assurance Surveillance Plan (QASP) The Government will conduct periodic inspections to determine work quality as the work is performed. Determination of the acceptability of the work performed will be based on these verification inspections and will be considered conclusive. An inspection will be made, and the Contractor will be notified within 12 hours of any deficiencies, rework or additional work requirements. The Government will conduct inspections in accordance with the following quality assurance surveillance plan. Work found unacceptable should be re-plowed and made acceptable to the contracting officer. Re- plowing will be at the contractor’s expense and payment will not be made for re- plowing. Forest Service will notify the Contractor in writing if surface material has been bladed off the road. The notice will state the number of road miles (rounded up to the next 0.1 mile) and the cubic yard equivalent of surface bladed off. Upon such notice, the Contractor will replace the surface material in kind not later than 90 days after the notice unless otherwise agreed to in writing. Snowplowing will be considered unacceptable if any of the following conditions are found:

1. Debris, except snow and ice, that is removed from the road surface is deposited in stream channels or pushed off the roadway into the ditch on the cut- bank side.

2. Downed trees are not removed from the road surface and not bucked beyond 2 feet from drivable road width. Damage is caused to fill slopes from pushed over standing trees that are rooted in the fill slope.

3. Snow depth left on plowed roadway exceeds 6-inch depth. The ice layer, if present, is not left in place on the road surface.

4. Turnouts are less than 15 feet wide.

5. Turnarounds are less than 30 feet wide.

6. Plowed surface is less than 10 feet wide.

7. Road banks are undercut and/or gravel, dirt or other surfacing is plowed off the roadway.

8. Turnouts are not constructed as designated by the COR.

9. Turnouts and turnarounds are not constructed at appropriate locations as designated by the COR.

10. Ditches are not kept functional during operations and upon completion of operations.

11. Drainage openings are not constructed in the fill side snow berm at approximately 500-foot intervals on flat areas and more frequently as necessary on steeper grades.

12. Care is not taken to minimize disturbance to road surface, i.e., sharp turns on bare road surfaces.

13. Not following approved safety plan which may include signs, flaggers, and other temporary traffic control measures

14. Bridge decks and paved road sections are not protected.

INSPECTION AND ACCEPTANCE

1) The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract.
