About this file

This document is a Schedule B Pricing Request for Proposal (RFP No. 250000002932) from the Michigan Department of Health and Human Services (MDHHS) for Juvenile Justice Transportation Services. The contract is for a three-year term from November 1, 2025, to September 30, 2028, with an annual award amount of $166,660.00 per year. The proposal seeks transportation services for approximately 270 clients annually, with bidders required to submit detailed unit rates and pricing schedules for transportation services.

The pricing structure includes both unit rates and actual cost reimbursements for transportation-related expenses. Contractors can be reimbursed for mileage calculated from their home or business location to youth pick-up and drop-off sites, and may receive meal reimbursements for transportation assignments lasting four or more consecutive hours. The proposal emphasizes that unit rate calculations must include all direct and indirect costs, including mandated insurance expenses, and that the total proposed units and actual cost components must not exceed the maximum annual award amount. Bidders are required to submit pricing in a modifiable format (such as Microsoft Word or Excel) and certify that their proposed rates were determined independently.
