About this file
This document is a Request for Letter of Interest (LOI) issued by the Oklahoma City Utilities Department for a Sewer Model Calibration project. The project involves engineering services to calibrate the current InfoWorks ICM sewer model for the Oklahoma City Water Utilities Trust (OCWUT). Modeling services will include field investigations, data gathering, model calibration using sewer meters and rain gauge data, system flow and capacity reevaluation, lift station assessment, overflow prediction, future flow projections, and preparation of 5, 10, and 15-year improvement reports. The project number is SC-1156, and while the estimated project cost is to be determined, no construction is anticipated in this initial contract.
Interested engineering firms must submit a detailed Letter of Interest that addresses similar project experience, project team composition, and team member availability. Firms will need to execute a non-disclosure agreement to access additional project information, including GIS data of the existing sewer system, the current InfoWorks ICM Sewer model, and as-built information. The city's wastewater collection system is extensive, comprising over 3,100 miles of gravity mains, 50 miles of force mains, 4 wastewater treatment plants, and 75 lift stations. The current model runs but is not calibrated to actual field conditions, and the results are considered unreliable due to assumptions made with missing data during its creation using the upgraded enterprise GIS database and ArcGIS Pro version 3.X.

Project Title: Sewer Model Calibration
Project Location: OKC Sewer System
Project Number: SC-1156
Estimated Project Cost: TBD
1.0 Project Description:
The Oklahoma City Water Utilities Trust (OCWUT) is evaluating the engineering services for calibration of the current InfoWorks ICM sewer model.
2.0 Project Intent:
The engineer will provide all filed work, data gathering, and other services necessary to calibrate the existing sewer model.
Modeling Services may include, but are not limited to, the following:
1. Perform field investigations and analysis for any missing data necessary to calibrate the model;
2. Calibrate and verify model using sewer meters and rain gauge data;
3. Revaluate existing system flows and capacities;
4. Evaluate lift station adequacy;
5. Predict overflows during selected design rain storm;
6. Update future flow projections;
7. Evaluate individual projects as they are presented to the City of Oklahoma City;
8. Prepare 5 year, 10 year, and 15 year improvement reports for future demand;
9. Prepare project cost estimates for planning purposes.
3.0 Backgrounds:
The City of Oklahoma City’s wastewater collection system contains over 3,100 miles of gravity mains and over 50 miles of force mains with 4 wastewater treatment plans and over 75 lift stations.
4.0 Operational Challenges:
Oklahoma City recently has undergone improvements to upgrade the GIS database to be an enterprise version using ArcGIS Pro version 3.X. A new sewer model was created using the new database and information in it to create a new model in InfoWorks ICM version 2025.
Assumptions were made where missing data was in order to make the model run. The current model runs and balance, however it is not calibrated to actual field conditions and actual pump

curves. The model does calculate results, however due to the missing information and assumptions, the results are not reliable.
5.0 Current Projects:
There are ongoing sewer main replacements, lift station upgrades, and treatment plant projects, however these should not affect the scope of this project.
6.0 Draft Project Scopes:
The contract will include Tasks 1 of the standard Engineering Contract. It is anticipated that no construction will be included in this contract. However, this contract and results of findings, will create a basis for future construction projects and system improvements.
7.0 Letter of Interest Requirements:
Interested firms must submit a Letter of Interest to be considered in the engineering consultant selection process. In addition to the requirements outlined in the advertisement, Letter of Interest submittals must also provide the below information.
7.1 Similar Project Experience
• Indicate the key aspects or characteristics of the reference project that are relevant to OCWUT for the project the letter of interest is being submitted.
• Indicate the members of the proposed project team that worked on the reference project and what role they served on the project.
7.2 Project Team Availability
• Specifically address the availability of each proposed project member and communicate in a quantifiable manner how much availability they have (e.g., 25%, 50%, 75%, 100%).
• If the firm has existing projects with The City of Oklahoma City or any of its Trusts, provide a list of those projects, the members of the proposed project team working on those projects, and how much of their workload is allocated to those projects.
8.0 Available Information:
Upon execution of a non-disclosure agreement, the following information will be made available for review in preparation of Letter of Interest submissions. The executed form must be submitted to Dustin Segraves (dustin.segraves@okc.gov) and Patty Pool (patty.butenhoff@okc.gov) via e-mail.
• GIS Data of existing sewer system.
• Copy of current InfoWorks ICM Sewer model.
• As-built information if required.
