http://netbeans.org/index.html http://wb.mysql.com/ mailto:T900@3.06GHz

Q. Is there an incumbent or multiple incumbents for this type of work at SBA? If so what parts of the SOW do not have incumbents?

A. There is an incumbent contractor. The incumbent contractor is DRT Strategies, Inc., 4245 North Fairfax Drive, Suite 800, Arlington, VA 22203-4168.

Q. This solicitation is an IDIQ. Does the SBA plan to make multiple awards under this vehicle?

A. The SBA is not intending to make multiple awards as a result of this solicitation.

Q. What is the average time it takes for a Background Investigation to be complete for a contractor?

A. Plan on up to six months for a Background Investigation to be completed for a contractor.

Q. The SOW states that place of performance is off-site, can you confirm that 100% of the work will be performed off-site (at the contractor's location)? If not, can you tell me what percent of the work will be done on-site vs. off-site?

A. It is anticipated that all work will be performed at the contractor’s facility.

Q. If we elect to provide a compliance matrix with our technical proposal, would the compliance matrix be counted against the 20 page limit for the technical volume? Or would it be excluded from the page count?

A. The matrix would be counted against the 20 page limit for the technical volume.

Q. Does an Executive Summary count against the 20 page limit of the technical proposal? Or would it be excluded from the page count?

A. An Executive Summary would be counted against the 20 page limit of the technical proposal.

Q. There is increasing talk of the likelihood of government shutdown if the Congress and

President cannot come to agreement on a continuing resolution/budget. What affect would a government shutdown or furlough have on the proposal due date? On the project start date?

What affect would a failure to come to agreement on a continuing resolution for the current year and a budget for the coming year have on funding for this contract? Have funds already been appropriated for base and options years of this contract?

A. In the event of a Government shutdown, Federal Acquisition Regulations would govern the extension of the proposal due date. The project start date would not be affected since it is dependent on the award date. The Government’s estimate and funding limits for this project will not be disclosed because they are considered source selection information.

Q. Is this new work or follow on work from an existing contract?

A. This is follow on work from an existing contract.

Q. Is there an incumbent contractor? Who is it? Are they eligible to bid on this contract?

A. The incumbent contractor is DRT Strategies, Inc., 4245 North Fairfax Drive, Suite

800, Arlington, VA 22203-4168. The Government will enforce Conflict of Interest regulations related to this procurement.

Q. If there is an incumbent contractor, will the new contractor be required to transition incumbent staff to the new contract? How many staff are involved, and what are the labor categories involved?

A. The new contractor will not be required to transition incumbent staff to the new contract because there is no collective bargaining agreement for the incumbent contractor.

Q. How much has SBA budgeted to allocate each year for task orders through this IDIQ contract?

A. The Government’s estimate and funding limits for this project will not be disclosed because they are considered source selection information.

Q. The RFP was issued late, on 2/17/2011, followed by a holiday on 2/21/2011. Will

SBA please extend the due date for proposals to Friday, March 25, 2011 4:00PM MST to allow a reasonable amount of time to prepare viable responses?

A. The proposal due date and time remains unchanged.

Q. Please clarify the period of performance; what is anticipated date of award/performance start date for pricing purposes for the base period? FBO announcement and

Section 8 of SOW state ten month base period; SF 1449 states 05/09/2011 thru 02/28/2016 which implies a 9-month base period; Attachment 4 Price Schedule states Date of Award thru

02/28/2016.

A. The anticipated date of award is 5/09/2011. The period of performance for the base period is estimated as 5/09/2011 through 2/28/2012 (approximately 10 months). The contract period of performance will be as stated on the Attachment 4, Price Schedule.

Q. As per the solicitation announcement, the place of performance is SBA Office in DC.

As per the SOW, the place of performance is contractor’s site. Can you please clarify where the place of performance will be for this award? Should it be the Contractor Site, is there any mandate for proximity to SBA Headquarters? Should it be at the Contractor Site, is there any mandate for collocating all team members? Should work be at Contractor Site, what are the accessibility requirements – controlled access/ secured access/ cleared facility, etc.

A. It is anticipated that all work will be performed at the contractor’s facility. The contractor will be supporting the SBA Office in Washington, DC. There is no mandate for proximity to the SBA Headquarters or collocating all team members. The contractor must be able to perform the contract requirements and meet the security requirements stated in the solicitation.

Q. Please confirm; the government will not be providing office space or equipment such as phones and computers, etc. The contractor will be providing office space, equipment and supplies. If no GFP/GFE, please provide the infrastructure the contractor is expected to maintain at Contractor Site.

A. The Government will not be providing office space or equipment such as phones, computers, etc. The contractor will be expected to provide all necessary labor, material, equipment, software, supervision, etc. to perform the contract requirements.

Q. Is the project plan asked for in the Technical Approach expected to span only 60 days to match the period of performance of Task Order One? Or the entire contract? Or both?

A. There should be a project plan for the overall contract and a separate project plan for the proposed task order. The proposed task order period of performance is 60 days.

Q. The price schedule table does not include any estimate for work hours (person hours) for the base period or option years for any of the labor categories, only hourly rates. This being an IDIQ contract, Can SBA provide the number of resources (FTE) required for each of the suggested labor categories throughout the life of the contract? The baseline level of effort is unclear.

What is the estimated number of work hours for each labor category for the base period?

What is the estimated number of work hours for each labor category for each of the option periods?

What should the contractor use for one annual FTE for the option years - 2080 or 2000 or

1920 or 1880 billable hours per year?

What is the estimated number of work hours per labor category that will be used for each period as the basis of the contract price evaluations/comparisons?

Can we change the format suggested in attachment 4 to add columns for annual hours and annual totals for each of the labor categories?

A. The SBA will provide the estimated number of hours for the proposed task order. (Refer to Item A.2. above.) The contract type is an Indefinite Delivery-Indefinite Quantity contract because the Government is not able to definitively state its requirements. The only item that will be priced is the hourly labor rate for each of the categories. The contractor shall use the price schedule provided and not change the format for the overall contract. The contractor may use a revised price schedule for the proposed task order.

The contractor shall use 2080 for the estimated number of annual hours.

Q. It is unclear what the scope of Task Order One is. Please provide a separate detailed scope of work for Task Order One including specific tasks and milestones required, duration (60 calendar days?), labor categories, and estimated level of effort by labor category.

Price proposal for task order#1. Is the time period 60 calendar days or 60 business days? What type and how many resources?

A. Refer to Item A.2. above.

Q. Please provide position descriptions for the nine labor categories shown in the Price

Schedule. The skills sets, length of experience and education requirements for these labor categories is not spelled out anywhere in the RFP documents. If SBA does not provide the baseline positions descriptions there will be no comparability between the rates proposed by the various bidders.

A. The categories of labor identified in the Price Schedule are categories customarily used in the market place. Since this is a competitive procurement, the Government will be determining price reasonable based upon competition.

Q. What technologies and tools are currently being used for website development?

A. The current technologies being used are:

PHP: NetBeans - http://netbeans.org/index.html Any PHP IDE can be used, however.

MySQL: MySQL Workbench – http://wb.mysql.com/ - Free tool to connect and query MySQL databases. Any MySQL database tool can be used, however.

Graphics: Photoshop – Whenever there is a need to cut up graphics or modify graphics

These are the system specifications: Windows 7 Professional, 4 GB RAM, Intel Core 2 Duo CPU T900@3.06GHz

Q. Please confirm that the pages that contain the TABLE OF CONTENTS and TABLE

OF EXHIBITS will not be counted towards the page limit.

A. These pages will not be counted towards the page limit, but please keep them to only them minimal.

Q. There is no Key Personnel section in the SOW or Clauses documents.

Does SBA consider any of the positions to be Key Personnel? If so, which ones?

Is the contractor to provide resumes for designated Key Personnel? If so, are resumes included or excluded from the 20 page limit for the technical volume? May we provide resumes in an appendix?

There are nine labor categories identified. Is the contactor to provide resumes for each labor category? If so, how many resources and resumes are required for each category?

No labor categories were mentioned for Software Developers. But SOW 3.4 specifies web design and development. Does SBA anticipate any software development work as part of this SOW?

Please provide software developer labor category title(s) and job description(s).

A. That is correct. There are no key personnel requirements and the Government is not requiring resumes. If resumes are provided, they will be counted in the 20 page limitation. Further clarification is being sought for the Software Developer question.
