THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13 FOR CERTAIN COMMERCIAL ITEMS.
The Request for Quotations (RFQ) number is SB1341-18-RQ-0238. This synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-97 dated 1/24/ 2018.
The associated North American Industrial Classification System (NAICS) code for this procurement is 333914 Measuring, Dispensing, and Other Pumping Equipment Manufacturing, which has a size standard of 750 employees.
This acquisition is being set aside for small businesses.
Offerors must submit all questions concerning this solicitation in writing, via email, to both the Contract Specialist, Sedigah Gizabi, sedigah.gizabi@nist.gov and the Contracting Officer, Divya Langhnoja at divya.soni@nist.gov .Questions should be received no later than five (5) business days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, the question responses included in the amendment to the solicitation will govern performance of the contract.
Background
The National Institute of Standards and Technology (NIST), Engineering Physics Division (EPD) provides leadership in conducting research in the areas of dimensional, nanometer-scale, surface, and acoustic pressure metrology; accelerometry; silicon Complementary Metal-Oxide Semiconductor (CMOS) technology; Micro Electro Mechanical Systems (MEMS), power electronics, nano electronics, and flexible/printed electronics.
The division has the capability for phosphorus doping of Si (100) surfaces with atomic scale control using Ultra High Vacuum (UHV) Scanning Tunneling Microscopes (STMs) in the atom based laboratory. There is a concerted effort within the dimensional metrology project to establish the capability to fabricate atomic scale dopant devices with single atom precision. Utilizing hydrogen mask lithography with the help of an STM, a single dopant atom can be selectively placed in a silicon 3D lattice. This is the highest precision achievable in semiconductor electronics.
Scope The EPD is implementing the capability for phosphorus doping of Si (100) surfaces with atomic scale control using an existing variable temperature (VT) Omicron UHV STM system and an existing room temperature (RT) RHK UHV STM system. The purpose of the variable temperature STM within the project is to fabricate atomically precise quantum computing devices and artificial 2-D lattices using the atomic precision dopant placement described above. In order to introduce create ultra-high quality, defect free hydrogen terminated surfaces as a starting substrate for atomic fabrication, it is necessary to provide high purity hydrogen gas lines from the hydrogen dosing source. The purity of gas in these lines will be achieved by first pumping them to high vacuum before introducing low quantities of gas. One (1) turbomolecular pump with one (1) turbomolecular pump controller, and two (2) rough pumps to back them are required.
