(2) The time specified in the solicitation for receipt of quotations;
(3) The name, address, and telephone number of the quoter;
(4) Technical and non-price descriptions in accordance with the submittal requirements of paragraph 3 and its subparagraphs contained herein for the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price quotation in accordance with paragraph 3.5 contained herein and any discount terms;
(7) “Remit to” address, if different than mailing address;

CRITERIA & BASIS FOR AWARD
(11) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of quotation. The quoter agrees to hold the prices in its quotation firm for 90 calendar days from the date specified for receipt of quotations.
(d) Multiple quotations. Quoters are encouraged to submit multiple quotations presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each quotation submitted will be evaluated separately.
(e) Late submissions.
(1) Quoters are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due.
(2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.
(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(f) Contract award. The Government intends to evaluate quotations and issue a purchase order based on the initial quotations received. Therefore, the quoter’s initial quotation should contain the quoter’s best terms from a price and technical standpoint. The Government reserves the right to request revised quotations from, or negotiate final purchase order terms with, one or more, but not all, quoters if later determined by the Contracting Officer to be necessary. However, the Contracting Officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306. The Government may reject any or all quotations if such action is in the public interest; and issue a purchase order to other than the quoter with the lowest priced quotation.
(g) Availability of requirements documents cited in the solicitation.

3 BASIS FOR AWARD AND EVALUATION CRITERIA
The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to conduct discussions with one or more Offerors; and to award the contract to the Offeror submitting the proposal determined to represent the best value -the proposal most advantageous to the Government, price and non-price factors considered.
The Government intends to evaluate proposals and award a contract without discussions with Offerors. The Government reserves the right to conduct discussions if the CO later determines them to be necessary.
The tradeoff process is selected as appropriate for this acquisition in order to achieve the best value to the Government. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced Offeror or other than the highest technical / non-price rated Offeror.
All technical / non-price evaluation factors when combined are more important than price.
The Technical Approach and Safety Factors, when combined, are more important than the Past Performance Factor and the Installation Schedule Factor. The Technical Approach Factor and the Safety Factor are of equal importance. The Past Performance Factor and the Schedule Factor are of equal importance.
PAGE 13 OF 66 SB134117RQ0623
CRITERIA & BASIS FOR AWARD
The following criteria will be used to evaluate competitive bids for this purchase:
3.1 Factor 1 - Technical Approach
Submittal Requirements
Contractors shall submit a Technical Approach Narrative which may include charts, graphs, tables and drawings. The Technical Approach is defined as the contractor’s proposed solution(s) to successfully conduct the requirements of the contract. The technical approach shall clearly describe, in sufficient detail, the contractor’s technical approach to successfully fulfilling the technical requirements identified in this RFQ.
At a minimum, the technical approach narrative shall address:
1. Plan of approach for Project Management including identification of key tasks and coordination with the Government Contracting Officer’s Representative (COR) and any other Government personnel.
2. A complete and detailed description of how the contractor will address the requirements of section C “Specific Tasks” in the Statement of Work.
Basis of Evaluation
Evaluation of this factor is a subjective evaluation of the contractor’s understanding of the requirements and the quoted approach to meeting the specification requirments. The Government will evaluate the technical approach narrative to determine the extent to which the technical approach demonstrates a clear understanding of the performance specification; the degree to which the technical approach is complete and realistic and technically sound; the risk associated with the technical approach; and the degree to which the technical approach meets or exceeds the requirements of the specification.
Technical solutions that exceed the minimum requirements may be evaluated more favorably. Technical solutions which minimize timing and triggering conditions may be evaluated more favorably.
The Government is requesting commercial item solutions to the greatest extent practicle.
3.2 Factor 3 - Past Performance
Submittal Requirements Offeror shall submit a Past Performance Questionnaire (PPQ) (RFQ Attachment C) or Contract Performance Assessment Reporting System (CPARS) Evaluation Report for at least three (3) relevant projects completed within the last three (3) years. If a CPARs is available, the contractor shall submit the CPARS and shall not submit a PPQ for the project. The Contractor should provide completed PPQs in the quotation. Contractors
PAGE 14 OF 66 SB134117RQ0623
CRITERIA & BASIS FOR AWARD
should follow-up with clients to help ensure timely submittal of the completed questionnaires with the RFQ. If the Contractor is unable to obtain a completed PPQ from a client for a project(s) before the RFQ closing date, the Contractor should complete and submit the first page of the PPQ with the quotation, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information.
A relevant project is defined as a project that is similar in size, scope and complexity to that of the RFQ. Project relevancy will be assessed based on a graduated scale.
If requested by the client, questionnaires may be submitted directly to the Government’s point of contact, Mr. Aron Krischel; aron.krischel@nist.gov, (303) 497-3032.
Contractor may also address any adverse past performance issues. Explanations shall not exceed four (4) single-sided pages, or two (2) double-sided pages, in total.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Contractor’s clients / references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
Evaluation Basis The assessment of the contractor’s past performance will be used as a means of evaluating the contractor’s probability of successfully meeting the requirements of the RFQ. This past performance evaluation considers each contractor’s demonstrated recent and relevant record of performance in regards to the RFQ requirement. This subjective evaluation focuses on how well the Contractor performed on relevant and recent projects.
Evaluation of past performance is a subjective evaluation of how relevant a recent contract effort was in regards to the RFQ requirements and how well the contractor performed on relevant contracts.

STATEMENT OF WORK
Wing 6 Anechoic Chamber Robot Installation and Linear Rail System Servo Drive and Related Components Upgrade
Communication Technology Laboratory, Radio Frequency Technology Division
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) Radio Frequency Technology (RFT) Division in the Communications Technology Laboratory (CTL) performs a wide variety of tasks including multiple-input and multiple-output (MIMO) communication testing, antenna testing, field generation, phased array synthesis, electromagnetic immunity and compatibility. Crucial to the successful completion of these tasks is the accurate positioning of probe and test antennas.
CTL staff have proven the viability of using commercial-off-the-shelf robotics, guided by laser trackers and other metrology equipment, to perform very high accuracy antenna positioning.
Recently, CTL purchased a 7-axis Yaskawa Motoman Robotic Arm for use in the Building 1, Wing 6 anechoic chamber (Room 1-4611). This chamber is primarily used to generate reference fields for calibrating antennas and field probes for use in advanced communications research.
CTL has a requirement to install the robotic arm onto an existing bridge gantry that is positioned by a dual linear rail system inside the chamber.
Critical to this work is the retrofitting of the existing linear rail guides with a modern state of the art servo drive system and related components. CTL has developed a working interface demonstrated on several Yaskawa Motoman robots, presented papers and have many staff trained on Yaskawa Motoman robot safety and programming. A common platform across which to run all our movement needs in different ranges maximizes efficiency, minimizes training and improves safety. Familiarity with the different ranges allows the limited staff to cross train on all our ranges. Programming at the driver and measurement level will be consistent between ranges minimizing training, and documentation burdens. A consistent operational interface and safety protocol can dramatically improve usability and limit the inherent risks in using industrial robots by the occasional user. Consequently, the servo drive equipment must be compatible with the existing Yaskawa robot controller, the guide rails, and the gantry owned by NIST.
II. SCOPE OF WORK
The Contractor shall install the robotic arm onto the bridge gantry and retrofit the existing gantry linear rail guides with a modern state-of-the-art servo drive system and related components. The result of the install and retrofit will be a fully functional, fully safety-compliant (RIA15.06), robotic arm positioning system whose base can be accurately positioned using the newly equipped linear rail system. All installation and purchasing of hardware and software described below will be done by the Contractor unless otherwise explicitly stated.
III. WORK DESCRIPTION
A. OVERVIEW
The existing positioning system inside the chamber has 6 total axes (Figures 1 and 2). The
PAGE 18 OF 66 SB134117RQ0623
axes 1-4 subassembly is mounted to a linear rail (axis 5) on the front of the gantry. The gantry is mounted on a dual rail system (axis 6). An absorber panel is mounted to support arms extending outward from the front side of the gantry. A control PC and the axes 1-6 servo drives are stored inside the gantry, under the walkway. CTL staff will disassemble and remove the front absorber panel, front absorber panel support arms, control PC, axes 1-4 subassembly, axis 5 linear rail system, and axes 1-5 servo drive components (Fig 3). CTL staff will not remove any axis 6 component (see list below). The Contractor shall be responsible for disassembly and removal all necessary axis 6 components as needed for the upgrade. Existing foam absorber inside the chamber is not to be damaged. Should damage occur, the Contractor shall be responsible for exact or equivalent replacement subject to Government prior approval.

C. SPECIFIC TASKS
The Contractor shall provide all support for project oversight, administration and technical execution of this action. The Contractor shall complete the following tasks:
1. Axis 6 Servo Drive Upgrade The Contractor shall upgrade the axis 6 servo drive system. The new axis 6 servo drive system shall be mounted in a drive cabinet, designed by the Contractor, in an adjacent room (see Figure 4). The Contractor shall inform CTL of required electrical service, such as 120, 208, 480 VAC, etc. CTL will then provide appropriate electrical service. The Contractor shall install new cabling from drive cabinet outside the chamber to the bridge weldment inside the chamber. The Contractor shall keep the motor power separate from signal cables for noise mitigation. The Contractor shall ensure all cabling allows for bridge movement. The cabling cannot be in the rail way or hanging loose. See task 4 in this section for details.
Task Minimum Requirements:
PAGE 21 OF 66 SB134117RQ0623
a. The upgraded axis 6 servo drive system must be capable of balanced movement of the gantry + robot + 200 lb payload. The approximate gantry weight is 2300lbs. The approximate robot weight is 760 lbs.
b. Servo drive cabinet placement in adjacent lab.
c. Maximum velocity at least 10 cm/s. Motion must be smooth and continuous with absolutely no binding during travel at any speed up to and including the maximum velocity. Additionally, the servos must be properly tuned and capable of synchronized motion throughout this identical speed range.[WS(1]
d. Two synchronous servo drives are required, one for each axis 6 rail guide.
e. Each drive must have minimum thrust per drive not lower than 552 N (continuous force @ 25 degrees Celsius).
f. The minimum travel of ~5 meters.
g. Maximum acceleration distance of 30 cm.
h. Front and back limit stops for both left and right rails.
i. Axis 6 operates in dusty environment. Existing rail guide covers or suitably designed new rail guide covers must be used.
j. CTL will provide Contractor with the rail guide flatness measurements used to determine reasonable accuracy requirements of gantry positioning. Figure 15 shows a plot of the axis 6 rail deviations from a best fit line. The deviations were measured over the travel range of the axis 6 rail using a laser tracker with 10 microns of spatial resolution. The retroreflector was positioned on the front main beam of the gantry. The front absorber panel and support arms were removed before the measurement. Two scenarios were tested—one where no external weight was added to the gantry, and another where a 700lb load was added to simulate the weight of the robotic arm. Note that the axes 1-5 assemblies were still attached for both measurement. Measurement statistics:
1) 700lb Load:
a) RMS Deviation 241 microns
b) Max Deviation 517 microns
c) Min Deviation 3 microns
2) No Load:
a) RMS Deviation 214 microns
b) Max Deviation 504 microns
c) Min Deviation 9 microns
Based on these measurements, CTL specifies that the maximum deviation of the gantry from a best fit line, shall not exceed 800 microns after the completion of the project. CTL will verify this specification using the same measurement technique in Figure 15.
k. Resolution of at least 10 microns.
l. Positioning accuracy must be at least 100 microns over ~5 meters of travel.
1) Results of CTL rail guide flatness measurements used to determine the accuracy requirements.
2) The precision and accuracy will be verified by CTL using a laser tracker to measure the displacement of the gantry with respect to the home position, and the position of maximum travel (~5 meters away from home). These measurements will be compared to the difference in the encoder reading
PAGE 22 OF 66 SB134117RQ0623
between the home position and position of maximum travel to determine final accuracy.
m. The Contractor shall be responsible for lifting and replacing gantry to gain access to any hardware on the axis 6 linear guides. The gantry weight is 2300 lbs.
n. Length of travel is ~5 meters.
2. Axis 6 Motor and Components The vendor shall replace the axis 6 motor and components (motors, hall sensors, magnets, etc) as required for compatibility with the new servo drives. These components are embedded in the linear rail guides under the bridge gantry. Thus, access to these components requires that the gantry be lifted off the rail guides. The Contractor shall be responsible for lifting and replacing gantry to gain access to any hardware on the axis 6 linear guides. Gantry weight is 2300lbs.
3. Cable Management New cabling from the robot controller and servo drive cabinet shall be installed from the adjacent lab to the robot and gantry. Figure 4 shows a conceptual drawing of the desired location for the robot controller and axis 6 servo drive cabinet. The Contractor shall provide a cable tray (conceptual location shown in Figure 4) that will be tied to existing unistrut in the ceiling for robot controller and axis 6 servo cabling. The cabling cannot interfere with the large chamber access port shown in Figure 4. The cabling shall enter the chamber through the removable access plate shown in Figure 4 and Figure 5. The Contractor shall be responsible for designing a new removable access plate for the cabling that uses waveguide filters made from bent metal tubing that the robot and axis 6 cabling will pass through (see Figures 11, 12, 13, 14).
