I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST), Material Measurement Laboratory
(MML), Biomolecular Measurement Division (BMD) in Gaithersburg, Maryland is responsible for the development of chemical databases to accomplish NIST’s mission to carry out collection, compilation, critical evaluation, publication and sale of standard reference data in accordance with
Public Law 90-396. 90th Congress, H.R. 6279, July 11, 1968. The chemical databases provide standard reference data for laboratories, both within NIST and to the worldwide scientific community. The Mass Spectrometry Data Center (MSDC), a component of the BMD, is responsible for the development of the NIST/NIH/EPA Mass Spectral Library and special Mass
Spectral Libraries (hereinafter, the Libraries) (http://www.nist.gov/srd/nist1a.cfm, http://chemdata.nist.gov/dokuwiki/doku.php?id=peptidew:start). This development includes generating and analyzing data obtained by Gas Chromatography-Mass Spectrometry (GC-MS).
II. OBJECTIVE
The objective of the project is to facilitate the expansion of the NIST/NIH/EPA Mass Spectral
Library by adding a GC-MS System to the MSDC’s laboratories.
III. SCOPE
The contractor shall provide a GC-MS system meeting the specifications listed below. The
Contractor shall install the instrument, provide training, and provide maintenance.

8. The heated quadrupole: The quadrupole must able to be heated up to 200°C.
9. Scan increment (step size): Scanning at the increments of 0.1 u.
10. Tune: The Mass Spectrometer must have standard and optional spectra tuning capabilities.
“Standard tune” means a standard response over the entire scan range, and “optional tune” can discriminate low masses and show high mass peaks with greater intensities.
11. Oil free foreline pump.
B. Gas Chromatograph
1. The Gas Chromatograph must offer the capability to install two inlet ports.
2. Inlet sealing system must allow for quick easy liner changes without using tools.
3. The inlet vent trap line must be replaceable for the effective cleaning.
4. Oven dimensions must be not less than: 27 x 30 x 15 cm and not more than 35 x 35 x 25 cm.
5. Oven operating temperature range (Ambient+5 °C to 450°C).
6. Oven temperature set-point resolution shall be 0.1 °C.
7. Split/splitless capillary inlet shall have the split ratio up to 7,500:1, and maximum temperature 400°C capability.
C. Autosampler
1. XYZ robotic sample handling with syringe concept.
2. Mounted on the GC-MS System.
3. Injection on either GC inlet or both.
4. Capable of sample preparation during GC analysis of the preceding sample.
5. Must include a solvent wash station.
6. Capable of vial capacity of up to 648 x 2 mL vials.
7. Must include compatible 54 x 2-mL trays.
8. Liquid injection techniques including standard and sandwich using air or solvent.
9. Universal syringe holder capable of holding 1 µL – 1000 µL syringes. Injection volume range of .1 µL – 1000 µL.
10.
11. Software controlling the autosampler must be compatible with, and integrated with, the
Agilent ChemStation Data Analysis software controlling the GC-MS System.
D. Computer System and Software
The instrument must include a computer system and LaserJet printer. The instrument must include a software package that controls the instrument, controls data acquisition, includes data mining tools, and includes processing tools. The software package must also include a post-acquisition software tool, compatible with the data acquisition and processing software, that aids in compound identification. The software package must calibrate the mass position of the peak and calibrate the MS line shape to increase mass accuracy and spectral accuracy to aid in compound identification.
E. Safety Features
1. The mass spectrometer shall have an automatic interrupt system. In addition, analyzer temperature zone and operating voltages shall be interlocked with vacuum pump speed to prevent instrument damage due to operation at excess pressure.
2. The Gas Chromatograph must have: (a) a hydrogen safety shutdown system that monitors the hydrogen flow and shuts down the gas flows and heaters if a leak is detected, and (b) an oven explosion protection built into the oven door. The Mass Spectrometer analyzer shall not fragmentize in the event of a hydrogen deflagration.
3. The Gas Chromatograph and Mass Spectrometer must have a United States safety certification by an accredited agency.
V. DELIVERY
The instrument shall be delivered within three months from the date of the award of this requirement in Building 221 at the National Institute of Standards and Technology (NIST), 100
Bureau Drive, Gaithersburg, MD campus. FOB destination.
VI. INSTALLATION
