CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-85-2 effective March 2, 2016.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible parties may submit a quote.
BACKGROUND
The Chemical Sciences Division (CSD) Gas Sensing and Metrology Group (GSMG) maintains primary measurement standards for monitoring trace levels of elemental mercury in atmospheric samples. These standards are mandated by EPA regulations for monitoring and controlling emissions from power plants, cement plants and other industrial sources of airborne mercury. In an effort to expand the measurement range and speed, as well as to improve sensitivity, repeatability, and accuracy of our primary standards, the GSMG seeks to build a custom laser spectrometer for measuring mercury-in-air samples. Mercury has well-known absorption lines at wavelengths near 254 nm, with relatively strong absorption cross sections. Our goal is to build a high-resolution laser spectrometer probing absorption in this wavelength range to measure mercury emissions from an existing standard mercury generator. This new approach will provide a fast and sensitive alternative to conventional calibration methods based upon sorbent-trapping of mercury followed by inductively coupled mass spectrometry analysis.
The Contractor shall provide a High-precision, High-speed Wavelength Meter including a one-year warranty.
